Emergency Management Commission Regular Meeting Minutes July 21, 2020 at 12:00 p.m. A Regular Meeting of the Emergency Management Commission of Dripping Springs, Texas was held Tuesday, July 21, 2020 beginning at 12:00 p.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. VIDEOCONFERENCE MEETING This meeting will be held via videoconference and the public is encouraged and welcome to participate. Public comment may be given during the videoconference by joining the meeting using the information below. Public comment for this meeting may also be submitted to the City Secretary at acunningham@cityofdrippingsprings.com, no later than 11:00 a.m., Tuesday, July 21, 2020. CALL TO ORDER AND ROLL CALL Commission Members present were: Bonnie Humphrey, Chair Kay Allen Roman Baligad Scott Collard Dan O'Brien Dillon Polk Amy Roedl Commission Members absent were: Bill Little, Vice Chair Gordon DeWitte Ron Hood Mike Jones Curt Marek City Staff/Appointed Officials present were: City Secretary Andrea Cunningham Council Member April Harris-Allison With a quorum of the Commission present, Chair Humphrey called the meeting to order at 12:13 p.m. III. PLEDGE OF ALLEGIANCE Chair Humphrey led the Pledge of Allegiance to the Flag. IV. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. V. MINUTES A. Discuss and consider approval of the April 21, 2020 and May 19, 2020 Emergency Management Commission regular meeting minutes. Emergency Management Commission July 21, 2020 Regular Meeting Minutes Page 2 of 5 1. April 21, 2020 A motion was made by Commissioner Roedl to approve the April 21, 2020 Emergency Management Commission regular meeting minutes. Commissioner Collard seconded the motion which carried unanimously 7 to 0. 2. May 19, 2020 A motion was made by Commissioner Collard to approve the May 19, 2020 Emergency Management Commission regular meeting minutes with correction to the Logistics Report which was given by Commissioner Little and not Commissioner O’Brien. Commissioner O’Brien seconded the motion which carried unanimously 7 to 0. VI. COMMITTEE REPORTS The following reports relate to the planning and administration of the City's Emergency Management Commission's Program. No Action to be Taken. A. Emergency Management Coordinator Report Roman Baligad presented the report which is on file and available for review by request. B. Operations Committee Report Commissioner Collard presented the ESD No. 6 Report. • Uptick in outdoor fires, will be posting ban change signage today • New City Marshal will start in August • PPE & Sanitizer inventory is good • New CAD information will be available August 17th • Anticipating the delivery of truck that was delayed due to COVID • Received large donation of stuffed animals from DS High School NHS and delivered some to Buda, Kyle and San Marcos; contact the station if you are interested in taking some for your community • Continue to conduct inspection on new construction Commissioner O’Brien and Doug Fowler presented the ESD No. 1 Report. • Monthly meeting this evening • Issues with PPE sizing and burn rate, current inventory of 30-40 days’ worth • Spike in COVID cases is decelerating and we are seeing a bending of the curve, but numbers still high countywide • Call volume remains the same with normal response activity • Working on Hurricane Report • Working on locations for new facilities C. Planning Committee Report 1. Annex Edits Emergency Management Commission July 21, 2020 Regular Meeting Minutes Page 3 of 5 The Commissioner worked on edits to Annexes N and O. D. Logistics Committee Report Commissioner Allen presented the report. • Commissioners Kay Allen, Roman Baligad, Gordon DeWitte, and Doug Fowler to work on Debris Manage Plan for response and recovery o Debris Management includes 2 independent study courses o Ensure that plan complies with cost recovery and with federal, state, and local guidelines 1. Generator Subcommittee Roman Baligad presented the report. • Received final bill for $10,000.00 • Need to purchase additional equipment for installation 2. VOAD Subcommittee Commissioner Roedl presented the report. • Community is experiencing housing needs and food insecurity, as well as a lack of access to mental health and other social assistance • Continuing to work with faith based organizations, and the City of Austin Public Health Department to address social needs E. Finance Committee Report Nothing to report. F. Public Relations Committee Report Nothing to report. VII. UPCOMING MEETINGS A.
