Emergency Management Commission August 18, 2020 Regular Meeting Minutes Page 1 of 4 PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. MINUTES 1. Discuss and consider approval of the Emergency Management Commission regular meeting minutes of July 21, 2020. A motion was made by Commissioner Collard to approve the Emergency Management Commission regular meeting minutes of July 21, 2020. Commissioner O’Brien seconded the motion which carried unanimously 7 to 0. BUSINESS 2. Discuss and consider possible action regarding the Emergency Management Commission meeting schedule. Chair Humphrey presented the item. A motion was made by Commissioner O’Brien to move the Regular Emergency Management Commission meetings to the 3rd Thursday of each month at 12:00 p.m. Commissioner Collard seconded the motion which carried unanimously 7 to 0. STANDING COMMITTEE REPORTS 3. Emergency Management Coordinator Report Roman Baligad presented the report. • City currently has 67 active COVID cases • City Hall remains closed to the public • City Council will be presenting the National Preparedness Month proclamation and considering a Donation Agreement with ESD No. 6 at tonight’s meeting • City approved Donation Agreement with Helping Hands for mask donation • Face masks are available at City Hall if there is any need Emergency Management Commission August 18, 2020 Regular Meeting Minutes Page 2 of 4 4. Operations Committee Report Commissioner O’Brien presented the ESD No. 1 report. • Commissioner Walter Krudop has resigned and will be replaced by Darrell Debish • Call volume has remained unchanged, and sales tax continues to come in • Continuing search for property for additional facilities, and looking towards Fitzhugh/12 and South and/or West Hays County • PPE burn rate staying the same, but experiencing some sizing shortages; stockpile is building back up Commissioner Collard presented the ESD No. 6 report. • FT Fire Marshal started last week • Mike Jones was promoted to Emergency Services Director of Hays County • Computerized dispatch coming online today at 12:30 • Station construction continues and will be going vertical soon • No personnel COVID cases and PPE stock is good • Call volume has been normal but there have been more calls than usual for fires • 3 new Firefighters will be starting 5. Planning Committee Report a) Annex Edits The Commission reviewed Annex G and Annex Q. 6. Logistics Committee Report Commissioner DeWitte and Allen presented the report. • San Marcos Radio Tower on hold • Working on draft plan need to appoint a committee Via unanimous consent, Commissioner Allen, Commissioner DeWitte, Emergency Management Coordinator Roman Baligad and Maintenance Director Craig Rice will form the committee. a) Generator Subcommittee Commissioner Baligad presented the report. Varnell Electric has finished their work and the City is getting estimates for the remainder of the work. b) VOAD Subcommittee – No report at this time. 7. Finance Committee Report No report at this time. 8. Public Relations Committee Report No report at this time. Commissioner Little seconded the motion which carried unanimously 7 to 0.
