PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. MINUTES 1. Discuss and consider approval of the August 18, 2020 Emergency Management Commission regular meeting minutes. A motion was made by Commissioner Allen to approve the minutes with correction to Agenda Item No. 1, striking 1st, and replacing with 3rd. Vice Chair Little seconded the motion which carried unanimously 11 to 0. STANDING COMMITTEE REPORTS 2. Emergency Management Coordinator Report Roman Baligad presented the report. • Basic TDEM plan approved and being reviewed by City Attorney, with Council adoption at the October 13th meeting • Supplied Helping Hands with 10 boxes of gloves and 20 boxes of masks • COVID Funds to date: $218,000 allotted and $33,000 spent, please forward your organization needs if any • Working on mobile COVID testing center at the Triangle • Governor’s Message: o Hospital admission rate will dictate how Texas opens o 22 hospital regions with 3 in critical state o Mask mandate remains the same o Restaurants now at 75% capacity and bars not open yet o Senior Health Care Centers open with strict protocols Emergency Management Commission September 17, 2020 Regular Meeting Minutes Page 2 of 5  3. Operations Committee Report ESD No. 1 Commissioner O’Brien presented the following report: • Call volume remains the same • Working through mapping issues for reporting, but no significant change • Continue search for additional property for stations District Administrator Doug Fowler presented the following report: • Slower call volume in August; however, overall increase of 4% over 5 years • 158 confirmed COVID cases in North Hays County, making up 3.3% of total county cases • Moving forward to better position assets – placing one ambulance at station 74 and finalizing property contract with realtor • San Marcos Hays County reported no issues with PPE and should be good until first part of 2021 ESD No. 6 – Commissioner Collard • Thanks to rain, the burn ban is off • Calls volume slow in August, crews deployed to Amarillo and the Creek Fire in California • Working through challenges with CAD interactions and issues with reporting • PPE in good shape and DHSA supplies readily available Precinct 4 Constable – Commissioner Hood • Constables enforcing mask requirements as the request of business owners or residential property owner only, no issues to date • Parents are taking issue with DSISD mask policy and feel the district is overreaching; scheduled protest at Rooster Springs did not take place • Dripping Springs Incident Report – 3 to include burglary, robbery and carjacking; suspect apprehended • Community awareness is key to preventing crime, and Chair Humphreys and the Commission will help get the word out regarding the Back the Blue Rally to be held Saturday, September 19, 2020 from 10:00 am – 12:00 pm at the 1st Baptist Church. Rally goers are invited to attend a community event at US Highway 290 and RR12 to hold signs and raise public awareness regarding crime prevention and community partnership. DSISD – Commissioner Marek • Day 4 since start of classes and no major issues; most campuses at 50% attendance, Sycamore had most with 60-65% o First day 9 students district sent home with symptoms and 1 positive case o Students with symptoms were isolated and then sent home • New district for athletic games and the district anticipates an increase in game attendance; COVID measures in place to include Tiger Paws social distancing stickers on stadium seating and live streaming of middle and high school games for those who cannot attend Emergency Management Commission September 17, 2020 Regular Meeting Minutes Page 3 of 5  o Volleyball and Football games add up to 100 events through December 3rd and will be live streamed • COVID Report o Set with Hays County COVID related drills, and supplies and equipment o Staffing concerns with in-person and virtual learning relating to availability of substitutes, training proving difficult due to policy and rule changes occurring daily Hays County – Commissioner Jones • County COVID Testing Sites to go live Friday o Texas purchased 2,000,000 swab test kits from Curative Inc. and vans and kiosks will go up in various locations: Performing Arts Center in Kyle, Walmart in San Marcos, the Triangle in Dripping Springs (M/W/F/Sa/Su), and Wimberley (Tu/Th) o Tests are free and reservations are required, results available within 24 -34 hours; testing to take place through December 15th or until testing kits run out o Vaccine may be out by late October or November • Preparedness Fair will take place via Zoom September 26th and recordings of presentations will be available o Following the fair, Willie’s Icehouse will host an event donating 15% of total ticket sales to Hays County Fire Chief Association • Full size exercise at Middle School prior to Thanksgiving and desktop exercise at the EOC • Online auction live Monday with proceeds going the Hays County Fire Chief Association 4. Planning Committee Report No updates at this time. 5. Logistics Committee Report Sixty-five gallons of hand sanitizer will arrive from Tito’s on the 24th for the school district. a) Generator Subcommittee Waiting for labor estimate to install new equipment. b) VOAD Subcommittee No update at this time. Commission Allen shared an incident in the community regarding an individual experiencing serious environmental issues but is refusing help. Amy is aware of the situation and is working on possible solutions with a coalition of community organizations and volunteers. She is also working on specifics requests to present to the City for consideration. 6. Public Relations & Training Committee Report Commissioner Allen presented the report and is working with Century News Editor-in-Chief on a three-part series on wildfire risk and preparedness. Experts including Texas A&M Forestry Service will be interviewed for article as well.
