MEETING MINUTES City of Dripping Springs Farmers Market Association Board Meeting Agenda Tuesday, February 9, 2016 at 10:00 AM City Hall, 511 Mercer Street, Dripping Springs, Texas I. CALL TO ORDER AND ROLL CALL COMMISSION: Marianne Simmons - Chair Gouri Johannsen Aimee Mick Diana Black Teresa Strube Aubrey Munguia Claudia Oney Gary Gilstrap Market Managers: Stacy Qualls The Regular Meeting of the City of Dripping Springs Farmers Market Association Board was called to order at 10:05AM, Tuesday, February 9, 2016 by Marianne Simmons, Chair. Roll call was taken and members present included, Teresa Strube, Diana Black, Gouri Johannsen, Gary Gilstrap, Claudia Oney (who arrived at 10:09) and Aimee Mick, acting as secretary. Members absent were, Aubrey Munguia and. Also present were Stacy Qualls, Market Manager. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No citizens were present to make presentations. III. MINUTES A. Approval of Regular Meeting Minutes, January 12, 2016 A motion was made by Teresa Strube and second by Diana Black to approve the Regular Meeting Minutes for January 12, 2016. VOTE: 6-for, 0 -against, 2-absent. Motion passes. IV. REPORTS A. Farmers Market Manager's Monthly Report Report from the Market Manager to the Board regarding Farmers Market activities. B. Fiscal Year 2016 Budget Revenues and Expenses Monthly Report Expenses are on track with Budget. V. MARKET EVENTS PLANNING AND UPDATES Discussion and possible action regarding: A. Market Events Planning for 2016 Planning continues. B. Farmers Market Calendar of Events Upcoming Events April -13th Master Gardner plant sale April - 22nd Founders parade board members walk. C. Texas Department of Agriculture Healthy Living Grant Fulfillment Complete D. Spring 2016 Vendor Orientation Meeting March -new application distribution, 23rd 6:00-8:00pm vendor social VI. MARKETING AND PUBLIC RELATIONS Discussion and possible action regarding:  A. Marketing and Public Relations Committee Report Committee will review websites used by the market for consistency. Diana Black will ask Master Gardeners if they would like to be greeters at the market. DSFM gift basket will be included in the Wild Game Dinner silent auction. Vendors can include products and Board will include DSFM tokens which can be used at the market. Next committee meeting Friday March 4, 2016. B. Farmers Market Master Signage Plan, Banner Variance Request, and Special Event (Day-of) Market Signs Variance Request 1. Review of the January 26, 2016 Planning and Zoning Commission Meeting 2. Plan for the February 9, 2016 City Council Meeting Marianne Simmons will represent the board at the meetings to seek approval for sign variance. C. Social Media Training Update No training available at this time. D. Final Decision Regarding the Proposed New Banner Designs VII. SPONSORSHIPS SUBCOMMITTEE REPORT Discussion and possible action regarding: A. Consideration of Lock-Tite Storage Sponsorship Proposal Proposal will be accepted if it is in accordance with sponsorship guidelines. VIII. OTHER BUSINESS Discussion and possible action regarding: A. Vendor Participation Applications for 2016 1. Clarification of Application Fees 2. Term of Market Membership Market membership and application fees are yearly, beginning in March. B. Farmers Market Manager Job Vacancy Stacy Qualls has announced her resignation effective March 9, 2016. C. Presentation Regarding the Newly Formed Emergency Management Commission for the City of Dripping Springs Kay Allen, city staff, presented the Emergency Management information and how it impacts the market. Mitigation plan will be completed for the DSFM. IX. ANNOUNCEMENTS A. Regular City Council Meeting, February 9, 2016 at 7:00pm B. Regular Farmers Market Association Board Meeting, March 8, 2016 at 10:00am C. Regular Parks and Recreation Commission Meeting, March 21, 2016 at 6:00pm X. ADJOURN A motion was made by Teresa Strube and second by Diana Black to adjourn the Regular Meeting of the City of Dripping Springs Farmers Market Association at 11:32 PM. VOTE: 7-for, 0-against, 1- absent. Motion passes.
