City of Dripping Springs Farmers Market Association Board Meeting Agenda Tuesday, January 12, 2016 at 10:00 AM City Hall, 511 Mercer Street, Dripping Springs, Texas I. CALL TO ORDER AND ROLL CALL COMMISSION: Marianne Simmons - Chair Gouri Johannsen Aimee Mick Diana Black Teresa Strube Aubrey Munguia Claudia Oney Gary Gilstrap Market Managers: Stacy Qualls Board President Marianne Simmons calls the meeting to order at 10:00am. All present except for Gouri Johannsen, Aimee Mick, and Gary Gilstrap. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. III. MINUTES A. Approval of Regular Meeting Minutes, December 15, 2015 – Motion is made and seconded to approve the minutes. Motion passes. IV. REPORTS A. Farmers Market Manager's Monthly Report –Report from the Market Manager to the Board regarding Farmers Market activities. Bridge fixed; complaints from vendors that we do not have enough customers. B. Fiscal Year 2016 Budget Revenues and Expenses Monthly Report - Tabled V. MARKET EVENTS PLANNING AND UPDATES Discussion and possible action regarding: A. Farmers Market Calendar of Events - April 22nd is Founder’s Day Parade. We will walk with wheelbarrows and banner. B. Texas Department of Agriculture Healthy Living Grant Fulfillment - Packets turned in with invoice in each packets; new invoice sent per request and payment is to be processed and placed in general fund. Gina will transfer it to the Farmers Market account. Stacy will follow up. C. Spring 2016 Vendor Orientation Meeting - Applications to be sent out and due in March, specifically March 31. Application needs no revision. Date of Vendor Meeting and Potluck Social is set March 23rd at the VFW Hall, 6-8pm. Chili and baked potatoes with trimmings will be served with beer/wine, chips and salsa. Rules and Regs should be on hand and meeting should include PR plan. Social media card can be developed to encourage use of social media. Perhaps a table can be set up at the social to advise vendors and other attendees how to get on social media. Marianne to find person to sit at table and instruct. Marianne will contact VFW for use of hall. Page 1 of 2  VI. MARKETING AND PUBLIC RELATIONS Discussion and possible action regarding: A. Farmers Market Master Signage Plan, Banner Variance Request, and Special Event (Day-of) Market Signs Variance Request 1. Report on the January 11, 2016 Parks and Recreation Commission Meeting - Master Sign Plan dated December 2015 in board packet. Parks and Recreation Commission voted unanimously to support the sign variance requests. 2. Plan for the January 26, 2016 Planning and Zoning Commission Meeting 3. Plan for the February 9, 2016 City Council Meeting B. Final Decision Regarding the Proposed New Banner Designs - Marianne to take banner to Bill Bailey Printing for final design draft. VII. RULES AND REGULATIONS SUBCOMMITTEE REPORT Discussion and possible action regarding: A. Amendment to Rules and Regulations and Amendment to Fee Schedule Ordinance Being Presented to City Council for Approval on January 12, 2016 at 7:00pm - Rules and Regs in board packet. VIII. OTHER BUSINESS Discussion and possible action regarding: A. Review Vendor Applications 1. SkinZen by Kim - approved pending inspection by Stacy and Claudia, starts in February 2016 2. Moon Dog Bakery - approved pending inspection by Claudia and Diana, starts January 13th 3. Nutty Brown Farm - approved pending inspection by Diana closer to their season beginning and receipt of nursery licensing IX. ANNOUNCEMENTS A.
