City of Dripping Springs Farmers Market Association Board Meeting Minutes Thursday, December 14, 2017 at 10:00 AM City Hall, 511 Mercer Street, Dripping Springs, Texas I. CALL TO ORDER AND ROLL CALL COMMISSION: Gouri Johannsen - Chair Claudia Oney Lori Broughton Marianne Simmons - Vice Chair Charissa Giles Vacant Teresa Strube - Secretary Vacant Market Manager: Laurel Robertson Chair Gouri Johannsen called the meeting to order at 10:08 and conducted roll call. Charissa was absent. Board members present: Gouri Johannsen, Marianne Simmons, Claudia Oney, Lori Broughton, and Teresa Strube. Market Manager Laurel Robertson was also present. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No speakers were present. III. MINUTES Discuss and consider approval of: A. Minutes of the regular meeting of the Farmers Market Board on November 16, 2017 were reviewed; no changes were made. Marianne moved to approve minutes; Claudia seconded; VOTE: all in favor, motion passed. IV. REPORTS A. Farmers Market Manager's Monthly Report - Laurel Robertson Manager’s report was reviewed. B. Fiscal Year 2018 Income Statement Monthly Report Income Statement was reviewed. V. MARKETING AND PUBLIC RELATIONS Discussion and possible action regarding: A. Marketing and Public Relations Committee Report - Marianne Simmons No action taken. B. Market Website Updates - Laurel Robertson Laurel reviewed simple changes. VI. MARKET VENUE Discussion and possible action regarding: A. Update on the Complaints/Incident Form - Marianne Simmons, Laurel Robertson Form will be posted on website. B. TIRZ Board Meeting Report Marianne, Teresa and Lori attended the TIRZ mtg. Lori will be FM representative to attend all future mtgs. VII. SPONSORSHIPS SUBCOMMITTEE Discussion and possible action regarding: A. Sponsorship Activity Tabled VIII. RULES AND REGULATIONS SUBCOMMITTEE Discussion and possible action regarding: A. Dripping Springs Farmers Market Rules and Regulations Revisions Update - Gouri Johannsen, Lori Broughton Discussed and recorded final document changes. Further revisions will be made in January special mtg. IX. OTHER BUSINESS Consideration and possible action regarding: A. New Vendor Applications Laurel will provide vendor list every month to board members to keep current with inspections B. Market Manager Job and Pay Structure Report Discussion re: Manager’s total hours and hourly pay, with intent of changing job to straight employment. Marianne moved to approve straight employment with pay rate of $20/hr; Claudia seconded; VOTE: all in favor, motion passed. C. Mick Family Farm request for fee waiver on Nov 8th mkt - Gouri Johannsen Discussion re: on Nov 8, 15 other vendors attended and paid market fee w/o complaint. Gouri moved to deny request for fee variance based on current market rules, which state market continues whether rain or shine; Marianne seconded; VOTE: all in favor, motion passed. Claudia left meeting at 12:09. X. ANNOUNCEMENTS A. Regular City Council Meeting December 19, 2017, 6:00 PM B. Farmer's Market Board Meeting January 18, 2018, at 10:00 AM XI. ADJOURN Marianne moved to adjourn at 12:38; Gouri seconded; VOTE: all in favor, motion passed.
