City of Dripping Springs Farmers Market Association Board Meeting Minutes Thursday, November 16, 2017 at 10:00 AM City Hall, 511 Mercer Street, Dripping Springs, Texas I. CALL TO ORDER AND ROLL CALL COMMISSION: Gouri Johannsen - Chair Claudia Oney Lori Broughton Marianne Simmons - Vice Chair Charissa Giles Vacant Teresa Strube - Secretary Vacant Market Manager: Laurel Robertson Chair Gouri Johannsen called the meeting to order at 10:04 and conducted roll call. Claudia and Charissa were absent. Claudia arrived at 10:07. Board members present: Gouri Johannsen, Marianne Simmons, Claudia Oney, Lori Broughton, and Teresa Strube. Market Manager Laurel Robertson and Parks Director Mariana Espinoza were also present. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No speakers were present. III. MINUTES Discuss and consider approval of: A. Minutes of the regular meeting of the Farmers Market Board on October 19, 2017 were reviewed; changes were made to V. A. Corrected: Marianne presented idea of providing “thank-you gift”, and Gouri seconded. Marianne moved to approve minutes; Gouri seconded; VOTE: all in favor, motion passed. IV. REPORTS A. Farmers Market Manager's Monthly Report - Laurel Robertson Manager’s report was reviewed. Discussion regarding vendor issue that arose at 11-8-17 market. Issue will be handled next meeting, after vendor emails complaint to Gouri. B. Fiscal Year 2017 Income Statement Monthly Report Income Statement was reviewed; and 2017-18 budget was reviewed, with notation that beginning balance was not up-to-date. V. MARKETING AND PUBLIC RELATIONS Discussion and possible action regarding: A. Marketing and Public Relations Committee Report - Marianne Simmons Marianne reviewed marketing committee activities and latest decisions. Print ad marketing results will be tracked for success rate comparisons. B. Market Website Updates - Laurel Robertson What’s In Season noted for attractive display and depth of information. May be condensed onto a card stock format and be offered at Info Booth. C. Market Thank You Project - Marianne Simmons Marianne presented thank you card and copy for inside. Project moving forward. D. Market Events Planning Laurel updated on holiday markets; Marianne suggested holiday gift baskets be offered to vendors to fill with wares and display in their booths for sale. VI. MARKET VENUE Discussion and possible action regarding: A. Update on the Complaints/Incident Form - Marianne Simmons, Laurel Robertson Laurel will send form to Michelle for acceptance. B. Storage Bin and Info Booth Seating Requirements - Laurel Robertson, Gouri Johannsen Announcement that all storage for market equipment has been offered by Water Company. Gouri will purchase two padded folding chairs for info booth. C. TIRZ Board Meeting Report Marianne and Teresa reported on the TIRZ Mtg and related City Council Mtg information. VII. SPONSORSHIPS SUBCOMMITTEE Discussion and possible action regarding: A. Sponsorship Activity Tabled VIII. RULES AND REGULATIONS SUBCOMMITTEE Discussion and possible action regarding: A. Dripping Springs Farmers Market Rules and Regulations Revisions Update - Gouri Johannsen, Lori Broughton Discussed final document changes; tabled until next board meeting so all board members have opportunity to study document and be fully informed for finalizing it next month. IX. OTHER BUSINESS Consideration and possible action regarding: A. New Vendor Applications 1. Quality Seafood Discussed and evaluated this vendor as Holiday Vendor. Gouri moved to accept Quality Seafood as a Holiday Vendor; Claudia seconded; VOTE: motion passed with one negative vote and one abstention. 2. HelloFresh It was noted that Laurel denied entry to applicant. B. Vendor Inspection Process and Progress - Laurel Robertson Tabled C. Increasing Vendor Retention - Laurel Robertson Tabled Teresa left 12:35 D. Market Manager Job and Pay Structure Report Tabled X. ANNOUNCEMENTS A. Regular City Council Meeting December 12, 2017, 5:30 PM Workshop/6:30 PM Regular Session Regular City Council Meeting December 19, 2017, 6:00 PM B. Farmer's Market Board Meeting December 14, 2017, at 10:00 AM XI. ADJOURN Marianne moved to adjourn at 12:40; Lori seconded; VOTE: all in favor, motion passed.
