I. CALL TO ORDER AND ROLL CALL
COMMISSION:
Gouri Johannsen - Chair Claudia Oney Vacant
Marianne Simmons - Vice Chair Sara Gates Vacant
Teresa Strube - Secretary Kyle Koen

Market Manager - Laurel Robertson Parks Director - Mariana Espinosa
Chair Gouri Johannsen called the meeting to order at 10:56 and conducted roll call.
Board members present: Gouri Johannsen, Marianne Simmons, Claudia Oney and Teresa
Strube.
Laurel Robertson and Mariana Espinosa were also present.
II. PRESENTATION BY CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so
after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak.
Presentation by past vendor for re-entry to market. See VIII. A. 1. below.
III. MINUTES
Approval of the Minutes of the Meeting dated 9-27-18
Gouri moved to approve minutes with a few changes; Claudia seconded; Marianne abstained; VOTE:
all in favor, motion passed.
IV. REPORTS
A. Parks and Community Services Report - Mariana Espinosa
Reviewed report.
B. Farmers Market Manager's Monthly Report - Laurel Robertson
Reviewed report.
C. Fiscal Year 2018 Income Statement Monthly Report for months ending September 2018
Tabled. No report.
V. MARKETING AND PUBLIC RELATIONS
Discussion and possible action regarding:
A. Market Metrics - Preliminary Plan - Gouri Johannsen
Metrics Project Report - Gouri reported on first survey at market and reported positive response
in terms of participation and customer interest in market.
B. Social Media Update - Instagram, FB Market Event - Mariana Espinoza
No activity.
C. Booth at Hill Country Living Festival - Marianne Simmons
Need volunteers for booth.
D. Outlook Advertising Update - Laurel Robertson
Laurel wrote article for November issue, mention of Holiday Market.
E. Update on Purchasing New Banners - Laurel Robertson
Banners ready.
VI. MARKET VENUE
Discussion and possible action regarding:
A. TIRZ Board Meeting Report
Laurel reported on a TIRZ committee meeting in which they received a review of the market’s
desire for specific space close to the City Center.
B. 2018 Holiday Market - Laurel
Laurel will mention on FB page.
VII. SPONSORSHIPS AND GRANTS SUBCOMMITTEE
Discussion and possible action regarding:
A. Sponsorship Activity
Discussion re Gouri’s final draft of sponsor form; she will move ahead with current version.
B. Grants Activity
No activity.
VIII. OTHER BUSINESS
Consideration and possible action regarding:
A. New Vendor Applications - Laurel Robertson
1. Big Brazos Farms
David Benford presented his case for submitting a new application as a market vendor.
Needs Food Handlers license for certain products on application, and currently doesn’t
have any products for sale. Discussion re: difficulties with his presence at our market,
since his behavior caused his expulsion from the market last year. Marianne motioned to
deny his entrance into our market; Claudia seconded; VOTE: all in favor, motion passed.
B. Market Manager Pay and Hours - Mariana Espinosa and Gouri Johannsen
Tabled.
C. Vendor Inspections - Laurel Robertson
Tabled.
D. Board Appointments - Gouri Johannsen
No activity.
E. Discuss and Consider Approval of Farmers Market Board Meeting Calendar for 2019
Discussed calendar and will move March 21 next meeting. Marianne moved to approve
calendar; Gouri seconded; VOTE: all in favor, motion passed.
IX. EXECUTIVE SESSION
A. Discussion of Personnel Matters related to duties, pay, and employment of Market
Manager Laurel Robertson
X. ANNOUNCEMENTS
A. November 13, 2018 - Regular City Council Meeting, 5:30 pm Workshop; 6:30 pm regular
