City of Dripping Springs Farmers Market Association Board Meeting Minutes Thursday, December 15, 2018 at 10:00 AM City Hall, 511 Mercer Street, Dripping Springs, Texas I. CALL TO ORDER AND ROLL CALL COMMISSION: Gouri Johannsen - Chair Claudia Oney Vacant Marianne Simmons - Vice Chair Sara Gates Vacant Teresa Strube - Secretary Kyle Koen CITY STAFF: Parks Director - Mariana Espinosa Market Manager - Laurel Robertson Chair Gouri Johannsen called the meeting to order at 10:08 and conducted roll call. Board members present: Gouri Johannsen, Marianne Simmons, Claudia Oney, Sara Gates, and Teresa Strube. Mariana Espinosa and Laurel Robertson were also present. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No visitors present. III. MINUTES Discuss and consider approval of the Farmers Market Association Board Regular meeting minutes of November 15, 2018 Marianne moved to approve minutes; Sara seconded; VOTE: all in favor, motion passed. IV. REPORTS A. Parks and Community Services Report - Mariana Espinosa Reviewed 11-15–18 Parks and Community Services Monthly Report. B. Farmers Market Manager's Monthly Report - Laurel Robertson Reviewed Report. Claudia suggested adding a mention to ADA vendors in application that any ADA service should be requested from Market Manager. Sara suggested vendors also report credit card sales. Discussed Income Statement. C. TIRZ Board Monthly Meeting Report Marianne and Sarah made plans to attend upcoming TIRZ meetings. C. Sponsorship Activity Monthly Report Discussed collaboration with Night Sky Festival including ad in program, gift bags in Silent Auction, and banner. Discussion Re: Farmers Market Survey Summary - Gouri Johannsen Reviewed survey data, discussed ideas for turning data into increased customer count, for improving data provided by vendors, and for improving future data needs. B. Social Media Update - Instagram, FB Market Event - Mariana Espinoza Mariana is ready to create Inst account linked to FB acct. C. Outlook Advertising Update and Review - Laurel Robertson Discussed Outlook article/ad, and posting to DS Post blog, as well as FB. VI. MARKET VENUE Discussion and possible action regarding: A. Discuss and consider approval of proposed Weather Cancellation Policy for FM venue - Laurel Robertson Considered cancellation policy and limits on cancelling at last minute, as well as closing market notification. Laurel will make adjustments and have policy ready for new market year. B. Discuss and consider City Council recommendation regarding proposed increases to Vendor Booth Rental Fees for 2019 - Laurel Robertson Discussed booth fee structure. Laurel will research further and present in January mtg. VII. OTHER BUSINESS A. Discuss and consider City Council recommendation regarding full-time position of Market Manager - Gouri Johannsen Gouri reported update regarding direction of market structure and manager’s role in it. Will discuss in January with city input re: difference of structures. B. Discussion regarding Vendor Inspections - Laurel Robertson Reviewed inspections needed and split between board members. C. Discussion regarding appointment of members to FM Association Board Tabled. VIII. EXECUTIVE SESSION The Farmers Market Association Board for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), and 551.074 (Personnel Matters). The Farmers Market Association Board for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session in Open Session for action.
