Regular Meeting Minutes
June 20, 2019 at 10:00 a.m.
A Regular Meeting of the Farmers Market Association Board was held Thursday, June 20, 2019 at 10:00
a.m. in City Hall Conference Room No. 1located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Gouri Johannsen, Chair

City Staff/Appointed Officials present were:

With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:07 p.m.
II. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen
wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the Farmers Market Association Board Regular
Minutes of May 23, 2019.
A motion was made by Vice Chair Simmons to approve the Farmers Market Association
Board Regular Minutes of May 23, 2019 with the following corrections:
• V.B. should read, “Mariana noted that on Tuesday June 11th at the City Meeting,
6:30, a proclamation of market 10-year anniversary will be presented.
• VI.B.(2) should read, “A motion was made by Vice Chair Simmons to deny the
vendor application for Sesa because of distance over 150 miles. Board Member
Strube seconded the motion which carried 4 to 1, denying the application.
Chair Johannsen seconded the motion which carried unanimously.

IV. REPORTS
A. Parks and Community Services Department Report
Report on file and available for review by request.
B. May 2019 Income Statement
The Board discussed musician payments made from sponsorship funds.
C. TIRZ Board Meeting Report
Vice Chair Simmons presented the report. Due to a scheduling conflict and a long Executive
Session, Vice Chair Simmons was not able to stay for the open portion of the July meeting.
From the June meeting, the Triangle Project is currently on hold while the City waits for
FEMA to publish its final floodplain maps for the area, and for the TxDOT Highway 290
widening project proposal review.
D. Three-Step Marketing Campaign Report
Board Member Gates presented the report. She shared the latest article submitted to
Outlook, and reported positive feedback and comments shared by customers who read the
articles.
E. Farmers Market Coalition Market Metrics Project Report
Chair Johannsen presented the report which is on file. Data entry will be finished the end
of June; however, vendors have not completed their profiles. Chair Johannsen also stressed
the importance of this project and will continue to work with vendors to complete the
process.
Proclamations of the project will be geared towards the media. Meetings with other regional
partners participating in the project are planned for the first week of August.
F. Farmers Market Manger Report
Laurel Robertson presented the report which is on file. There will be a new candy vendor,
Baby Ray’s Pralines at the Market. She also discussed shelving to protect storage items
located at the Stephenson Building from possible flooding.
V. MARKETING & PUBLIC RELATIONS
A. Discussion regarding preparations for Tomato Time!
Mariana Espinoza presented the item and announced that Jennifer Schwan will be assisting
with the event.

A. Discussion regarding Farmers Market Vendor Inspections
The Board discussed current and new vendors and assigned inspections of vendors.
B. Discuss and consider approval of Vendor Applications
1. Fried Bananas
A motion was made by Vice Chair Simmons to approve the Vendor Application for Fried
Bananas. Board Member Koen seconded the motion which carried unanimously.
2. Krazy Good Keto
A motion was made by Vice Chair Simmons to approve the Vendor Application for Krazy
Good Keto upon receipt of a separate application for additional product, at which point the
application and membership fees will be waived, additionally the vendor’s daughter will pay
the shared booth fee. Board Member Koen seconded the motion which carried unanimously.
C. Discuss and consider recommended action regarding Permanent Signage options for
the Dripping Springs Farmers Market at Veterans Memorial Park
Laurel Robertson presented the item. Bill Bailey signs has proposed a cost estimate of
$700.00 per permanent sign, not including installation.
A motion was made by Chair Johannsen to recommend approval of the Permanent Signage
for the Dripping Springs Farmers Market at Veterans Memorial Park with a budget not to
exceed $1,000.00 and tentative deadline of June 26, 2019 for recommendation by the Parks
& Recreation Commission and final approval by the City Council. Board Member Oney
seconded the motion which carried unanimously.
Chair Johannsen directed Laurel Robertson, Mariana Espinoza and Vice Chair Simmons to
coordinate further processing of signage to include placement.
VII. SPONSORSHIPS & GRANTS SUBCOMMITTEE
This item was tabled to August Farmers Market Association Board meeting.
VIII. OTHER BUSINESS
A. Discus and consider approval of the Fiscal Year 2020 Farmers Market Budget
The Board discussed musician expenses, market manager position and the advertising
budget.
A motion was made by Vice Chair Simmons to approve the Fiscal Year 2020 Farmers
Market Budget. Board Member Gates seconded the motion which carried unanimously.

B. Discuss and consider recommended action regarding revisions to the City of Dripping
Springs Code or Ordinance Article 6.05 Farmers Market Association
This item was tabled to the August meeting to allow for Board Members to submit their
proposed changes.
C. Discuss and consider recommended action regarding the July Farmers Market
Association Board Meeting Day and Time
A motion was made by Chair Johannsen to cancel the July Farmers Market Association
Board meeting. Board Member Koen seconded the motion which carried unanimously.
