Farmers Market Association Board Regular Meeting Minutes August 15, 2019 at 10:00 a.m. A Regular Meeting of the Farmers Market Association Board was held Thursday, August 15, 2019 at 10:00 a.m. in City Hall Conference Room No. 1located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Board Members present were: Gouri Johannsen, Chair Teresa Strube, Secretary Kyle Koen Claudia Oney Board Members absent were: Marianne Simmons, Vice Chair Sara Gates City Staff/Appointed Officials present were: Mariana Espinoza, Parks & Community Services Director Laurel Robertson, Farmers Market Manager With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:03 a.m. II. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. MINUTES A. Discuss and consider approval of the Farmers Market Association Board Meeting Minutes of July 18, 2019. A motion was made by Board Member Oney to approve the Farmers Market Association Board Meeting Minutes of July 18, 2019, with the correction that “XX seconded the motion which carried unanimously.” Chair Johannsen seconded the motion which carried unanimously 4 to 0. IV. REPORTS A. Parks and Community Services Department Monthly Report Mariana Espinoza presented the report which is on file. Farmers Market Association Board August 15, 2019 Regular Meeting Minutes Page 1 of 4 B. Farmers Market Manager Monthly Report Laurel Robertson presented the report which is on file. C. May 2019 Income Statement The Board discussed increases in application fees total receipts. D. TIRZ Board Meeting Report Report was tabled. E. Three-Step Marketing Campaign Report Report was tabled. F. Farmers Market Coalition Market Metrics Project Report Chair Johannsen presented the report from the Metrics Project, highlighting its success in inclusion of different markets in the Central Texas Region. The available data can be instrumental for creating policy, educating vendors and customers, and supporting a vibrant local market. Report is on file for review. V. MARKETING & PUBLIC RELATIONS A. Discuss and consider recommended action regarding new events at the market. Chair Johannsen presented the item and discussed simple events for the market and directed staff to research the possibility of such events. No action was taken on this item. VI. MARKET VENUE A. Discussion regarding Farmers Market Vendor Inspections Chair Johannsen directed Board Members to complete inspections prior to the next meeting. B. Discuss and consider recommended action regarding Permanent Signage options for the Dripping Springs Farmers Market at Veterans Memorial Park. Mariana Espinoza and Laurel Robertson presented the item. Staff is still working on signage and will present plan and proposal to the Parks & Recreation Commission for recommendation. No action was taken on this item. VII. OTHER BUSINESS Farmers Market Association Board August 15, 2019 Regular Meeting Minutes Page 2 of 4 A. Discuss and consider recommended action regarding revisions to the City of Dripping Springs Code or Ordinance Article 6.05 Farmers Market Association. Chair Johannsen directed Board Members to bring their edits to the Ordinance to the next meeting. No action was taken on this item. B. Discuss and consider recommended action on establishing a formal standard for vendors identifying themselves as “grass-fed”. Board Member Koen presented the item and asked that the Board consider addressing the lack of USDA standards or guidelines for the label “grass-fed”. A subcommittee made up of Board Members Koen, Oney and Vice Chair Simmons will research standards and guidelines and report back to the Board. No action was taken on this item. C. Discuss and consider recommended action regarding making eggs its own category in the collection of metrics data. Laurel Robertson presented the item. Laurel will provide Chair Johannsen with the data reflecting a category move to animal products. No action was taken on this item. D. Discuss and consider recommended action regarding accepting SNAP/EBT at the Market. The Board discussed benefits of accepting SNAP/EBT at the market and the added demands accepting benefits would put on staff, as well as the increase to sales for vendors that may result. Laurel Robertson will report back to the Board and present SNAP data to help determine if it would be a viable program. No action was taken on this item. E. Discuss and consider recommended action regarding the Farmers Market Manager's request to work Full-Time. The Board discussed additional costs associated with acquiring a Full-Time Market Manager. ADJOURN A motion was made by Chair Johannsen to adjourn the meeting. Board Member Oney seconded the motion which carried unanimously 4 to 0.
