Farmers Market Association Board Regular Meeting Minutes September 19, 2019 at 6:00 p.m. A Regular Meeting of the Farmers Market Association Board was held Thursday, September 19, 2019 beginning at 10:00 a.m. in City Hall Conference Room No. 1 located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Board Members present were: Gouri Johannsen, Chair Marianne Simmons, Vice Chair Teresa Strube, Secretary Nikki Dahlin Claudia Oney David Vincent Board Members absent were: Teresa Strube, Secretary Kyle Koen City Staff/Appointed Officials present were: Mariana Espinoza, Parks & Community Services Director Laurel Robertson, Farmers Market Manager Lisa Sullivan, Communications Coordinator With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:01 a.m. II. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. MINUTES A. Discuss and consider approval of the Farmers Market Association Board Meeting Minutes of August 15, 2019. A motion was made by Board Member Oney to approve the Farmers Market Association Board Meeting Minutes of August 15, 2019 with correction to the date in III.A. striking July 18, 2019 and replacing with June 20, 2019. Chair Johannsen seconded the motion which carried unanimously 5 to 0. IV. REPORTS Farmers Market Association Board September 19, 2019 Regular Meeting Minutes Page 1 of 4 A. Parks and Community Services Department Monthly Report Mariana Espinoza presented the report which is on file and available for review. B. Farmers Market Manager Monthly Report Mariana Espinoza presented the report which is on file and available for review. C. August 2019 Income Statement The Board discussed the August 2019 Income Statement which is on file and available for review. D. TIRZ Board Meeting Report No updates at this time. E. Three-Step Marketing Campaign Report Mariana Espinoza will order a new mesh banner for the Farmers Market. V. MARKETING & PUBLIC RELATIONS A. Discuss and consider recommendation regarding new events at the Dripping Springs Farmers Market. Chair Johannsen requested that Board Members develop a list of possible events for the Farmers Market and a calendar of those events for discussion at the October meeting. Additionally, she requested that a Special Events Subcommittee be selected at the next meeting. No action was taken on this item. B. Discussion and consider recommendation regarding a Donation to the Friends Foundation 26th Annual BBQ Fundraiser to be held on October 10, 2019 in Driftwood, Texas. A motion was made by Vice Chair Simmons to donate $50.00 to the Friends Foundation 26th Annual BBQ Fundraiser to be held on October 10, 2019 in Driftwood, Texas. Board Member Oney seconded the motion which carried unanimously 5 to 0. VI. MARKET VENUE A. Discussion regarding Farmers Market Vendor Inspections. Farmers Market Association Board September 19, 2019 Regular Meeting Minutes Page 2 of 4 The Board discussed vendor inspections, and Laurel Robertson made inspection assignments. Inspectors and to send completed inspection forms to Laurel. B. Discuss and consider recommendation regarding permanent signage options for the Dripping Springs Farmers Market at Veterans Memorial Park. A motion was made by Vice Chair Simmons to postpone a recommendation regarding permanent signage options for the Dripping Springs Farmers Market at Veterans Memorial Park until Mariana Espinoza is able to present the final design. Chair Johannsen seconded the motion which carried unanimously 5 to 0. C. Discuss and consider recommendation regarding the Farmers Market Holiday Market Memberships Policy. Laurel Robertson presented the item. A motion was made by Vice Chair Simmons to charge a $25.00 application fee for vendors wishing to participate in the Farmers Market Holiday Market, and authorization for the Farmers Market Manager to administratively approve applications. Board Member Oney seconded the motion which carried unanimously 5 to 0. VII. OTHER BUSINESS A. Discussion regarding the Proposed FY 2019-2020 Farmers Market Budget. Mariana Espinoza presented the item and informed the Board that the Fiscal Year 2019- 2020 Farmers Market Budget as presented by Chair Johannsen was approved by the City Council. B. Discuss and consider recommendation regarding revisions to the City of Dripping Springs Code of Ordinance Article 6.05 Farmers Market Association. Via unanimous consent, Chair Johannsen tabled this item to the Special Called Meeting on October 10, 2019. C. Discussion regarding "grass-fed" meat rules. The Board discussed the rules and will continue discussions in October. D. Discuss and consider recommendation regarding the acceptance of SNAP/EBT at the Dripping Springs Farmers Market. The Board discussed the cost and logistics of implementing acceptance of SNAP/EBT. A motion was made by Chair Johannsen to table a recommendation regarding the acceptance of SNAP/EBT at the Dripping Springs Farmers Market until further information on the program is available. Vice Chair Simmons seconded the motion which carried unanimously 5 to 0. Farmers Market Association Board September 19, 2019 Regular Meeting Minutes Page 3 of 4 E. Discuss and consider recommendation regarding the Farmers Market Manager Position. The Board discussed splitting the Farmers Market Manager position into two separate positions at about 16 hours each. The Board will need to further discuss splitting the positon. A motion was made by Chair Johannsen to table a recommendation regarding the Farmers Market Manager Position. Vice Chair Simmons seconded the motion which carried unanimously 5 to 0. VIII. EXECUTIVE SESSION The Farmers Market Association Board for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Farmers Market Association Board for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. A. Deliberation regarding employment and rate pay related to Farmers Market Manager Laurel Robertson. Personnel Matters 551.074 The Board did not meet in Executive Session. IX. UPCOMING MEETINGS A.
