Farmers Market Association Board Special Meeting Minutes October 10, 2019 at 10:00 a.m. A Special Meeting of the Farmers Market Association Board was held Thursday, October 10, 2019 beginning at 10:00 a.m. in City Hall Conference Room No. 1 located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Board Members present were: Gouri Johannsen, Chair Marianne Simmons, Vice Chair Teresa Strube, Secretary (left at 11:10 a.m.) Nikki Dahlin Claudia Oney David Vincent Board Members absent were: Kyle Koen City Staff/Appointed Officials present were: Laurel Robertson, Farmers Market Manager Jennifer Schwan, Assistant to City Administrators With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:04 a.m. II. PRESENTATION OF CITIZENS A member of the public who desires to address the Board regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Board’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Board. It is the request of the Board that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. III. BUSINESS Farmers Market Association Board October 10, 2019 Special Meeting Minutes Page 1 of 2  A. Discuss and consider approval of the June 20, 2019 and August 15, 2019 Farmers Market Association Board Meeting Minutes. A motion was made by Vice Chair Simmons to approve the Farmer Market Association Board Meeting Minutes of June 20, 2019. Board Dahlin seconded the motion which was carried unanimously 5 to 0. A motion was made by Vice Chair Simmons to approve the Farmers Market Association Board Meeting Minutes of August 15, 2019. Board Dahlin seconded the motion which was carried unanimously 5 to 0. B. Discuss and consider recommendation regarding revisions to the City of Dripping Springs Code of Ordinances, Article 6.05: Farmers Market Association. The Board discussed recommendations regarding the Farmers Market Ordinance. The Board will review recommendations at their next meeting on October 17, 2019. No action was taken on this item. C. Discuss and consider changes to the Farmers Market Rules. A recommendation for vendor tents weights to increase from a minimum of 15 lbs to 20 lbs was presented by Market Manager Robertson. A motion was made by Vice Chair Simmons to approve increasing vend tent weight requirements from fifteen (15) pounds to twenty (20) pounds. Board Member Vincent seconded the motion which was carried unanimously 5 to 0. IV. UPCOMING MEETINGS A. City Council Meetings October 15, 2019 at 6:00 p.m. November 12, 2019 at 6:00 p.m. (6:00 Workshop / 6:30 Regular Meeting) November 19, 2019 at 6:00 p.m. V. ADJOURN A motion was made by Board Member Dahlin to adjourn the meeting. Board Vincent seconded the motion which carried unanimously 5 to 0.
