Farmers Market Association Board Regular Meeting Minutes October 17, 2019 at 10:00 a.m. A Regular Meeting of the Farmers Market Association Board was held Thursday, October 17, 2019 beginning at 10:00 a.m. in City Hall Conference Room No. 1 located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Board Members present were: Gouri Johannsen, Chair Marianne Simmons, Vice Chair Teresa Strube, Secretary (left meeting at 12:00 p.m.) Nikki Dahlin Kyle Koen (left meeting at 12:00 p.m.) Claudia Oney David Vincent City Staff/Appointed Officials present were: Mariana Espinoza, Parks & Community Services Director Laurel Robertson, Farmers Market Manager With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:10 a.m. II. PRESENTATION OF CITIZENS A member of the public who desires to address the Commission regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Commission’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. III. MINUTES A. Discuss and consider approval of the Farmers Market Association Board Meeting Regular Minutes September 19, 2019. Farmers Market Association Board October 17, 2019 Regular Meeting Minutes Page 1 of 4  A motion was made by Vice Chair Simmons to approve the minutes with the following correction: • VI.C.: strike $50.00 and replace with $25.00 Commissioner Dahlin seconded the motion which carried unanimously 7 to 0. IV. REPORTS A. Parks and Community Services Department Monthly Report Mariana Espinoza presented the report which is on file. The Board discussed ways to use data from Austin Area Farmers Market Coalition report reflecting sales. B. Farmers Market Manager Monthly Report Laurel Robertson presented the report which is on file. The Board discussed attendance as well. C. September 2019 Income Statement The Board reviewed the Income Statement and Approved Budget. D. TIRZ Board Meeting Report The TIRZ report was presented and is on file. E. Three-Step Marketing Campaign Report Chair Johannsen presented the report which is on file. Communications Coordinator Lisa Sullivan will assist the Board with marketing activities. V. MARKETING & PUBLIC RELATIONS A. Discussion regarding Special Events at the Dripping Springs Farmers Market and approval of Special Events Subcommittee Members. Chair Johannsen presented the item, which is on file, and discussed the newly created Events Calendar. Vice Chair Simmons offered new ides for monthly events and Laurel Robertson will invite vendors to participate in presentation design. Via unanimous consent, Board members David Vincent, Nikki Dahlin and Vice Chair Simmons will sit on the Special Events Subcommittee. VI. MARKET VENUE A. Discuss and consider possible recommendation regarding banners and signage for the Dripping Springs Farmers Market at Veterans Memorial Park. The temporary banner has been ordered. B. Discussion regarding Farmers Market Vendor Inspections. Laurel Robertson reviewed the vendor list and noted vendors needing inspections. VII. OTHER BUSINESS A. Discuss and consider recommendation regarding the Farmers Market Manager position. Via unanimous the Board tabled this item. B. Discussion and consider recommendation regarding Amendments to the Farmers Market Rules and Regulations, Section 1.5, to add language about extreme weather conditions. A motion was made by Commissioner Koen to approve Amendments to the Farmers Market Rules and Regulations, Section 1.5, to add language regarding extreme weather conditions and allowing for additional tent weights at the discretion of the Farmers Market Manager. Vice Chair Marianne seconded the motion which carried unanimously 7 to 0. C. Discuss and consider recommendation regarding Amendments to the City of Dripping Springs Code of Ordinances, Article 6.05: Farmers Market Association. Via unanimous consent the Board tabled this item. D. Discuss and consider approval of the 2020 Farmers Market Association Board Meeting Calendar. A motion was made by Chair Johannsen to approve the 2020 Farmers Market Association Board Meeting Calendar, and to reschedule the March meeting to March 26, 2019 and to correct the February and April meetings for the third Thursday of the month. Vice Chair Simmons seconded the motion which carried unanimously 5 to 0. VIII. UPCOMING MEETINGS A. Farmers Market Association Board Meetings November 21, 2019 at 10:00 a.m. December 19, 2019 at 10:00 a.m. B. City Council & BOA Meetings November 5, 2019 at 6:00 p.m. (6:00 Workshop/6:30 Regular Meeting) November 12, 2019 at 6:00 p.m. IX.
