Farmers Market Association Board Regular Meeting Minutes November 21, 2019 at 10:00 a.m. A Regular Meeting of the Farmers Market Association Board was held Thursday, November 21, 2019 beginning at 10:00 a.m. in City Hall Conference Room No. 1 located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Board Members present were: Gouri Johannsen, Chair Marianne Simmons, Vice Chair Teresa Strube, Secretary Nikki Dahlin Claudia Oney David Vincent Board Member absent was: Kyle Koen City Staff/Appointed Officials present were: City Secretary Andrea Cunningham Council Member Taline Manassian Communications Coordinator Lisa Sullivan II. PRESENTATION OF CITIZENS A member of the public who desires to address the Board regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Board’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Board. It is the request of the Board that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. Kathy McElveen spoke regarding applying for a seat on the Farmers Market Association Board. III. MINUTES A. Discuss and consider approval of October 17, 2019 Farmers Market Association Board Regular Meeting Minutes. Farmers Market Association Board November 21, 2019 Regular Meeting Minutes Page 1 of 3  A motion was made by Vice Chair Simmons to approve the October 17, 2019 Farmers Market Association Board Regular Meeting Minutes with corrections as submitted by Chair Johannsen and attached to the minutes. Board Member Strube seconded the motion which carried unanimously 6 to 0. IV. REPORTS A. Parks & Community Services Monthly Report Report is on file and available for review by request. B. Farmers Market Manager Monthly Report Report is on file and available for review by request. The Board directed staff to submit a work order to check on lighting at the Farmers Market. C. Farmers Market October 2019 Income Statement Report is on file and available for review by request. The Board discussed expenses categorized as “Other” and Chair Johannsen will review the City Treasurer. Moving forward the Board will hold in-depth quarterly discussions regarding the Farmers Marker income statement. D. TIRZ Board Meeting Report Council Member Manassian and Andrea Cunningham provided an update regarding the TIRZ Board. The Board is having a Stakeholders Workshop & Special Meeting regarding the Town Center Project on December 12, 2019. An invite will be sent to the Board and quorum notice will be posted for member’s attendance. V. MARKETING & PUBLIC RELATIONS A. Discuss and consider recommendation regarding Special Events Committee Market Events Calendar. The Special Events Subcommittee is working on scheduling events and takin suggestions for events. The subcommittee will meet next week to discuss focusing on 2020 events. No action was taken on this item. VI. MARKET VENUE A. Discuss and consider recommendation regarding banners and signage for the Dripping Springs Farmers Market at Veterans Memorial Park. Parks & Community Services Director will provide the Board with an update at the next meeting. Famers Market Manager Laurel Robertson will provide an update at the next meeting. VIII. OTHER BUSINESS A. Discuss and consider recommendation regarding the Farmers Market Manager position. Chair Johannsen presented the item which is on file. The Board discussed hours and division of job duties as it pertains to the proposed Farmers Market Manager job description. Staff will provide the Chair with current job descriptions for the Parks & Community Services Director and Special Events Coordinator. Lisa Sullivan will work with the Board and the Parks & Community Services Director on social media activities. No action was taken on this item. B. Discuss and consider recommendation regarding Amendments to the City of Dripping Springs Code of Ordinances, Article 6.05: Farmers Market Association. Chair Johannsen directed staff to provide the Board with a clean copy of the proposed changes for discussion at the next meeting. No action was taken on this item. IX. UPCOMING MEETINGS B. Board Member Oney seconded the motion which carried unanimously 6 to 0.
