Regular Meeting Minutes
December 19, 2019 at 10:00 a.m.
A Regular Meeting of the Farmers Market Association Board was held Thursday, December 19, 2019
beginning at 10:00 a.m. in City Hall Conference Room No. 1 located at 511 Mercer Street, Dripping Springs,
Texas.
I. CALL TO ORDER AND ROLL CALL
Board Members present were:
Gouri Johannsen, Chair
Marianne Simmons, Vice Chair
Teresa Strube, Secretary
Nikki Dahlin
Claudia Oney
Board Members absent were:
Kyle Koen
David Vincent
City Staff/Appointed Officials present were:
Kelly Schmidt, Parks & Community Services Director (arrived at 11:00 a.m.)
Laurel Robertson, Farmers Market Manager
Lynne Dickinson, DSRP Event Center Manager (left meeting at 10:49 a.m.)
With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:07 p.m.
II. PRESENTATION OF CITIZENS
A member of the public who desires to address the Board regarding any item on an agenda for an
open meeting may do so at presentation of citizens before an item or at a public hearing for an item
during the Board’s consideration of that item. Citizens wishing to discuss matters not contained within
the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers
are allowed two (2) minutes to speak during presentation of citizens or during each public hearing.
Speakers may not cede or pool time. Members of the public requiring the assistance of a translator
will be given twice the amount of time as a member of the public who does not require the assistance
of a translator to address the Board. It is the request of the Board that members of the public wishing
to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s)
are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of
the City’s policy on presentation of citizens from the city secretary. By law no action may be taken
during Presentations of Citizens.

A. Discuss and consider approval of the November 21, 2019 Farmers Market Association
Board Regular Meeting Minutes.
A motion was made by Vice Chair Simmons to approve the November 21, 2019 Farmers
Market Association Board Regular Meeting Minutes with the following corrections:
• Correct spelling of Kathy’s last name to McElveen;
• Record Laurel Robertson and Kelly Schmidt as absent from meeting.
Teresa Strube seconded the motion which carried unanimously 5 to 0.

C. Farmers Market November 2019 Income Statement

Via unanimous consent, this item was tabled.
V. MARKETING & PUBLIC RELATIONS
A. Discuss and consider approval of a Formal Quarterly and Annual Marketing Plan for
the Dripping Springs Farmers Market.
The Board discussed the marketing plan. Kelly Schmidt suggested creating an activity plan
to be circulated around town and at the Farmers Market, such as a “Guide of Activities for
Dripping Springs”, starting with Spring/Summer. New signs and banners will be necessary
and will require immediate action for their creation.
Vice Chair Simmons presented ideas for marketing vendor products, including demos once
a month, and suggested collaboration with Extension Service and Hays County Master
Gardeners.
Kelly Schmidt also suggested a “Nutrition Hunt” for kids and presented the City’s “It’s Time
Texas” program for 2020 and requested input form the Board regarding the Activities Guide.
VI. MARKET VENUE
A. Update and discussion regarding Farmers Market Vendor Inspections.

The Board discussed Vendor Inspection.
B. Discuss and consider recommendation regarding Banners and Signage for the
Dripping Springs Farmers Market located at Veterans Memorial Park.
Via unanimous consent, this item was tabled.
C. Discuss and consider approval of a Proposal to relocate the Farmer's Market venue
from "The Triangle" to the Dripping Springs Ranch Park vendor bays for the months
of January 2020 and February 2020.
A motion was made by Chair Johannsen to relocate the Farmer's Market venue from "The
Triangle" to the Dripping Springs Ranch Park vendor bays for from January 29, 2020
through March 25, 2020. Board Member Oney seconded the motion which carried
unanimously 5 to 0.
The Board directed staff to inform the public and vendors of the Farmers Market venue
change.
VII. OTHER BUSINESS
A. Discuss and consider recommendation regarding Amendments to City of Dripping
Springs Code of Ordinances Chapter 6: Business Regulations, Article 6.05: Farmers
Market Association.
The Board reviewed and revised the draft ordinance on file and directed staff to submit the
draft to the City Attorney for review.
No action as taken on this item.
B. Discuss and consider recommendation regarding the Farmers Market Manager
Position.
Via unanimous consent, this item was tabled.

the motion which carried unanimously 5 to 0.
