Farmers Market Association Board Regular Meeting Minutes January 16, 2020 at 10:00 a.m. A Regular Meeting of the Farmers Market Association Board was held Thursday, January 16, 2020 beginning at 10:00 a.m. in City Hall Conference Room No. 1 located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Board Members present were: Gouri Johannsen, Chair Marianne Simmons, Vice Chair Teresa Strube, Secretary Nikki Dahlin Claudia Oney David Vincent Board Member absent was: Kyle Koen City Staff/Appointed Officials present were: Maggie Martin, Events & Programs Specialist Laurel Robertson, Farmers Market Manager With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:22 a.m. II. PRESENTATION OF CITIZENS A member of the public who desires to address the Board regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Board’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Board. It is the request of the Board that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. III. MINUTES A. Discuss and consider approval of the December 19, 2019 Farmers Market Association Board Regular Meeting Minutes. Farmers Market Association Board January 16, 2020 Regular Meeting Minutes Page 1 of 4 A motion was made by Vice Chair Simmons to approve the December 19, 2019 Farmers Market Association Board Regular Meeting Minutes with the following corrections: • V.A.: add “Kelly Schmidt requested Board input for the Dripping Springs Activities Guide.” • VI.A.: strike “rules”. • VI.C.: strike “for the months of January 2020 and February 2020,” and replace with “from January 29, 2020 through March 25, 2020.” • VII.A.: add “and revised” after “reviewed.” XX seconded the motion which carried unanimously 6 to 0. IV. REPORTS A. Farmers Market November 2019 Income Statement The Board discussed the item and Chair Johannsen will clarify expenses regarding office supplies and entertainment. B. Farmers Market Manager Report The Board reviewed the report. C. Parks and Community Services Department Monthly Report The Board reviewed the report. D. TIRZ Board Meeting Report Via unanimous consent, the item was tabled. V. MARKETING & PUBLIC RELATIONS A. Discussion regarding the Annual Marketing and Special Events Plan. Maggie Martin presented the staff report. The Board discussed developing the “It’s Time Texas” program and what that could include in terms of products and services. The Board also discussed Vendor “Take Home Tips” related to demonstrations regarding health and wellness. The Board discussed a “Spotlight Vendor” program to begin in February and recur on the second Wednesday of each month. VI. MARKET VENUE A. Discussion regarding Farmers Market Vendor Inspections. The Board reviewed Vendor Inspections. Farmers Market Association Board January 16, 2020 Regular Meeting Minutes Page 2 of 4 B. Discuss and consider possible recommendation regarding banners and signage for the Dripping Springs Farmers Market at Veterans Memorial Park. The Board discussed timing and practical development of signage and directed Laurel Robertson to follow up with Kelly Schmidt on progress and report back to the Board. No action was take on this item. C. Discussion regarding Farmers Market relocation to DSRP. The Board discussed the relocation and directed staff, to include Laurel Robertson, Kelly Schmidt and Rachel Henry to perform a walk-through to make sure everything is ready VII. OTHER BUSINESS A. Discuss and consider approval of date, time and location for the Farmers Market Board Special Meeting. Via unanimous consent, the Board approved the Special Meeting, which will be the Farmers Market Vendor Social, for March 25, 2020 to be held after the Farmers Market and at the Dripping Springs Ranch Park and Event Center. B. Discuss and consider recommendation regarding the Farmer Market promotion at Rainwater Revival 2020. The event will take place on April 4, 2020 from 10:00 a.m. – 5:00 p.m. The Board directed staff to follow up on the City’s involvement which will determine if the Farmers Market is represented by a booth. No action was taken on this item. VIII. UPCOMING MEETINGS A. Farmers Market Association Board Meetings February 20, 2020 at 10:00 a.m. March 26, 2020 at 10:00 a.m. April 16, 2020 at 10:00 a.m. B. City Council & Board of Adjustment Meetings January 14, 2020 at 6:00 p.m. (6:00 Workshop / 6:30 Regular Meeting) January 21, 2020 at 6:00 p.m. February 11, 2020 at 6:00 p.m. (6:00 Workshop / 6:30 Regular Meeting) February 18, 2020 at 6:00 p.m. IX. ADJOURN A motion was made by Board Member Oney to adjourn the meeting. Board Member Dahlin seconded the motion which carried unanimously 5 to 0.
