Farmers Market Association Board Regular Meeting Minutes February 20, 2020 at 10:00 a.m. A Regular Meeting of the Farmers Market Association Board was held Thursday, February 20, 2020 beginning at 10:00 a.m. in City Hall Conference Room No. 1 located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Board Members present were: Gouri Johannsen, Chair Marianne Simmons, Vice Chair Nikki Dahlin Claudia Oney (arrived at 10:51 a.m.) David Vincent Board Member absent was: Teresa Strube, Secretary City Staff/Appointed Officials present were: Farmers Market Manager Laurel Robertson Events & Programs Specialist Maggie Martin City Secretary Andrea Cunningham Council Member Taline Manassian With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:07 a.m. Andrea Cunningham updated the Board on the removal of Board Member Kyle Koen. II. PRESENTATION OF CITIZENS A member of the public who desires to address the Board regarding any item on an agenda for an open meeting may do so at presentation of citizens before an item or at a public hearing for an item during the Board’s consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers are allowed two (2) minutes to speak during presentation of citizens or during each public hearing. Speakers may not cede or pool time. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Board. It is the request of the Board that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of the City’s policy on presentation of citizens from the city secretary. By law no action may be taken during Presentations of Citizens. No one spoke during Presentation of Citizens. III. MINUTES Farmers Market Association Board February 20, 2020 Regular Meeting Minutes Page 1 of 5 A. Discuss and consider approval of the January 16, 2020 Farmers Market Association Board Regular Meeting Minutes. A motion was made by Vice Chair Simmons to approve the January 16, 2020 Farmers Market Association Board Regular Meeting Minutes. Board Member Vincent seconded the motion which carried unanimously 4 to 0. IV. REPORTS A. Parks & Community Services Monthly Report Parks & Community Services Director Kelly Schmidt The Board reviewed the report on file and noted that Skateboard Night at the Dripping Springs Ranch Park & Event Center is moved due to the Farmers Market and the Farmers Market was closed January 1, 2020. B. Farmers Market Manager Monthly Report The Board reviewed the report on file and discussed the following: • Farmers Market move to the Dripping Springs Ranch Park & Event Center and appropriate signage to direct customers to correct location. • Maintenance Department is handling the move well. • It’s Time Texas flyer information and placement with regards to events held at the Farmers Market. • Booth fee waiver for vendors that participated in the January 22, 2020 Market due to inclement weather. C. Farmers Market January 2020 Income Statement City Treasurer Gina Gillis The Board reviewed the report on file and discussed the following: • $2041.92 charge was a bank error and is being deleted and returned to the fund. • Booth fees are up, most likely due to the move and the ability to hold a market in inclement weather. The Board directed Laurel Robertson to look into charges for copies, supplies and office supplies and report back to the Board on how these fees are being calculated. V. MARKETING & PUBLIC RELATIONS A. Discuss and consider approval of the date for the Tomato Time Event. A motion was made by Vice Chair Simmons to approve June 17, 2020 as the date for the Tomato Time Event. Board Member Vincent seconded the motion which carried unanimously 4 to 0. Farmers Market Association Board February 20, 2020 Regular Meeting Minutes Page 2 of 5 The Board directed Laurel Robertson to reach out to Millwood Farms and Hays Master Gardeners regarding tomato plants and planting. B. Discuss and consider possible action regarding the annual Marketing & Special Events Calendar. Vice Chair Simmons requested that the date for the Tomato Time Event be updated on the calendar, and that the Farmers Market Birthday be added for June 10, 2020 and Earth Day be added for April 22, 2020. Chair Johannsen requested that the Health & Wellness Event be added to February 26, 2020. Laurel Robertson suggested a Peach Event sometime in July that would be similar to Tomato Time. Laurel will reach out to vendors to get more information. C. Discuss and consider possible action regarding the Vendor Spotlight Series. 1. Vendor Outreach Communication Chair Johannsen discussed that outreach will include an email and flyer. Laurel Robertson can also approach vendors during the Market to see if any are interested in participating. Spotlight presentations should be simple and take about 10 minutes. Andrea Cunningham will create an email survey for Spotlight Series sign-ups which can be distributed by the Farmers Market Board or staff. 2. Vendor Spotlight Series Flyer Chair Johannsen presented the flyer which will be placed at the Market and distributed to Vendors. The next Spotlight Series will be March 11th and the series will run through December 9th. She also requested that April 8th be blocked for the Health & Wellness Event. No action was taken on this item. D. Discuss and consider possible action regarding the February 19, 2020 Farmers Market It's Time Texas Event. This item was not discussed, and no action was taken. VI. MARKET VENUE A. Discuss and consider approval of an Appeal from Hemp 360 regarding production addition to their application. Laurel Robertson presented the item. She is waiting on more information from the vendor; however, it is her understanding that the production is not local from Texas and there is not enough change to the product to allow for sale per the Farmers Market Rules. Once more information is received, it will come back for the Board’s consideration. B. Discussion regarding Vendor Inspections. Chair Johannsen requested that Board Members turn in their complete inspection reports to Laurel Robertson. The following inspections were assigned: • Board Member Dahlin: EDG Coffee • Chair Johannsen: Orale Foods • Board Member Strube: Freya’s Farms and Pair Foods • Board Member Vincent: Brenham Kitchens Laurel Robertson will get the vendor inspection reports on file with SFC. C. Discuss and consider possible action regarding Banners and Signage for the Farmers Market at Veterans Memorial Park. No new information regarding signage. Laurel Robertson will follow up with Parks & Community Services Director Kelly Schmidt on signage progress. No action was taken on this item. D. Discussion regarding the relocation of the Farmers Market to the Dripping Springs Ranch Park and Event Center. Item was discussed previously in the agenda. The Board will review options for remaining at the Dripping Springs Ranch Park & Event Center at the next Board meeting. VII. OTHER BUSINESS A. Discussion regarding planning for the 2020 Farmers Market Vendor Social to be held March 25, 2020 at the Dripping Springs Ranch Park & Event Center. Andrea Cunningham reviewed options for Social to be a Special Meeting or just a Quorum Notice as this is a training event. Via unanimous consent, the Board will select to post a Quorum Notice and not hold a Special Meeting for the event. Planning for the event will be discussed at the March Board meeting. B. Discuss and consideration recommendation regarding Farmers Market promotion at the 2020 Rainwater Revival Event. Laurel Robertson will follow up with Parks & Community Services Director Kelly Schmidt regarding the Boards participation in the Event. The Board will discuss the item further at the March Board meeting. No action was taken on this item. Farmers Market Association Board February 20, 2020 Regular Meeting Minutes Page 4 of 5 C. Discuss and consider recommendation regarding an Ordinance Amending the City of Dripping Springs Code of Ordinances Article 6.05 Farmers Market Association. The Board discussed the ordinance as provided by City Attorney Laura Mueller and would like to change language regarding to absences to “consecutive” rather than “in a row.” More time is needed to review, and the Board will discuss further at the March Board meeting. No action was taken on this item. VIII. EXECUTIVE SESSION The Farmers Market Association Board for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Farmers Market Association Board for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action.
