Founders Day Commission Regular Meeting Minutes April 13, 2020 at 6:30 p.m. A Regular Meeting of the Founders Day Commission of Dripping Springs, Texas was held Monday, April 13, 2020 beginning at 6:30 p.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping Springs, Texas. I. VIDEOCONFERENCE MEETING This meeting was held via videoconference and was open to the public and held in accordance with Texas Governor Order, Hays County Order, City of Dripping Springs Disaster Declaration, and Center for Disease Control guidelines related to COVID-19, a quorum of this body could not be gathered in one place, and this meeting was conducted via videoconferencing. Texas Government Code Sections 551.045; 551.125; and 551.127. II. CALL TO ORDER AND ROLL CALL Commission Members present were: Brenda Medcalf, Chair Darrell Debish, Interim Vice Chair Brian Daniel Martin Garza Sharon Goss Clinton Holtzendorf Michael Monaghan Susan Warwick Dee Marsh Jeff Shindler Commission Members absent were: Brad Thomas Brian Varnell City Staff/Appointed Officials: Programs & Events Specialist Maggie Martin Parks & Community Services Director Kelly Schmidt Communications Coordinator Lisa Sullivan With a quorum of the Commission present, Chair Medcalf called the meeting to order at 6:34 p.m. A motion was made by Vice Chair Debish to approve the absence from the April 13, 2020 Founders Day Commissioners Regular Meeting for Commissioners Thomas and Varnell. Commissioner Marsh seconded the motion which carried unanimously 10 to 0. Founders Day Commission April 13, 2020 Regular Meeting Minutes Page 1 of 4 III. MINUTES A. Discuss and consider approval of the March 9, 2020 Founders Day Commission regular meeting minutes. A motion was made by Commissioner Monaghan to approve the March 9, 2020 Founders Day Commission Regular Minutes. Vice Chair Debish seconded the motion which carried unanimously 10 to 0. IV. BUSINESS A. Discuss and consider approval regarding the use of "Founders Day" by the Friends of the Pound House Foundation and the Dripping Springs Visitors Bureau to promote a virtual Founders Day Event. A motion was made by Commissioner Monaghan that the Founders Day Commission not give permission to any entity or organization to use the Founders Day name and logo. Vice Chair Debish seconded the motion which carried unanimously 10 to 0. B. Discussion regarding the Founders Day Commission Fiscal Year 2021 Budget recommendation. A motion was made by Vice Chair Debish to approve the Founders Day Commission Fiscal Year 2021 recommendation. Commissioner Garza seconded the motion which carried unanimously 10 to 0. Sponsorship monies will be returned to the sponsors. A motion was made by Vice Chair Debish that names and logos of sponsors remain on the website in good faith that they’ll return as sponsors of Founders Day in 2021. Commissioner Monaghan seconded the motion which passed 9 to 0 to 1, with Commissioner Garza abstaining. V. STANDING COMMITTEE REPORTS The following updates relate to the administration of the 2020 Founders Day Festival. No action to be taken. A. Site Plan Committee Michael Monaghan and Brenda Medcalf No updates to this committee. B. Entertainment Committee Brad Thomas and Brian Daniel No updates to this committee. C. Carnival & Food Committee Sharon Goss and Susan Warwick Founders Day Commission April 13, 2020 Regular Meeting Minutes Page 2 of 4 No updates to this committee. D. Arts & Crafts Committee Michael Monaghan No updates to this committee. E. Parade Committee Brenda Medcalf and Clint Holtzendorf No updates to this committee. F. Publicity Committee Brenda Medcalf, Jake Adams, Clint Holtzendorf, Brian Daniel, and Maggie Martin and Lisa Sullivan All forms for 2020 Founders Day vendors, parade entries, and sponsorships will be taken down from the city website. Message to be posted that The Founders Day Commission looks forward to the festival next year on April 23, 24, and 25. Sponsors’ names and logos will remain on the website throughout 2020. Videos of the 2019 parade and festival will be shown on the website and on Facebook. G. Sanitation Committee Martin Garza No updates to this committee. H. Sponsorship & Underwriting Committee Jake Adams, Darrell Debish, Brian Daniel, Dee Marsh and Maggie Martin The sponsorship committee will work during the summer to craft the sponsorship letter for Founders Day Festival in 2021. Members will attend Chamber of Commerce Luncheon Meetings and Coffee Connectors when these meetings resume. I. Security Committee Brenda Medcalf and Darrell Debish No updates to this committee. J. Volunteer Committee Maggie Martin No updates to this committee. K. Traffic & Parking Committee Brenda Medcalf and Darrell Debish No updates to this committee. Founders Day Commission Meetings April 27, 2020 at 6:30 p.m. May 11, 2020 at 6:30 p.m. June 8, 2020 at 6:30 p.m. A motion was made by Commissioner Garza to cancel the Founders Day Commission April 23, 2020 meeting. Vice Chair Debish seconded the motion which carried unanimously 10 to 0. Next meeting will be May 11, 2020. B. City Council & Board of Adjustment Meetings April 14, 2020 at 6:00 p.m. (6:00 Workshop / 6:30 Regular Meeting) April 21, 2020 at 6:00 p.m. May 12, 2020 at 6:00 p.m. (6:00 Workshop / 6:30 Regular Meeting) May 19, 2020 at 6:00 p.m. VII. ADJOURN A motion was made by Commissioner Garza to adjourn the meeting. Vice Chair Debish seconded the motion which carried unanimously 10 to 0.
