Regular Meeting Minutes
April 13, 2020 at 6:30 p.m.
A Regular Meeting of the Founders Day Commission of Dripping Springs, Texas was held Monday, April
13, 2020 beginning at 6:30 p.m., in the Council Chambers located at City Hall, 511 Mercer Street, Dripping
Springs, Texas.
I. VIDEOCONFERENCE MEETING
This meeting was held via videoconference and was open to the public and held in accordance with
Texas Governor Order, Hays County Order, City of Dripping Springs Disaster Declaration, and
Center for Disease Control guidelines related to COVID-19, a quorum of this body could not be
gathered in one place, and this meeting was conducted via videoconferencing.
Texas Government Code Sections 551.045; 551.125; and 551.127.
II. CALL TO ORDER AND ROLL CALL

With a quorum of the Commission present, Chair Medcalf called the meeting to order at 6:34 p.m.
A motion was made by Vice Chair Debish to approve the absence from the April 13, 2020 Founders Day
Commissioners Regular Meeting for Commissioners Thomas and Varnell. Commissioner Marsh seconded
the motion which carried unanimously 10 to 0.

III. MINUTES
A. Discuss and consider approval of the March 9, 2020 Founders Day Commission regular
meeting minutes.
A motion was made by Commissioner Monaghan to approve the March 9, 2020 Founders
Day Commission Regular Minutes. Vice Chair Debish seconded the motion which carried
unanimously 10 to 0.
IV. BUSINESS
A. Discuss and consider approval regarding the use of "Founders Day" by the Friends of
the Pound House Foundation and the Dripping Springs Visitors Bureau to promote a
virtual Founders Day Event.
A motion was made by Commissioner Monaghan that the Founders Day Commission not
give permission to any entity or organization to use the Founders Day name and logo. Vice
Chair Debish seconded the motion which carried unanimously 10 to 0.
B. Discussion regarding the Founders Day Commission Fiscal Year 2021 Budget
recommendation.
A motion was made by Vice Chair Debish to approve the Founders Day Commission Fiscal
Year 2021 recommendation. Commissioner Garza seconded the motion which carried
unanimously 10 to 0.
Sponsorship monies will be returned to the sponsors. A motion was made by Vice Chair
Debish that names and logos of sponsors remain on the website in good faith that they’ll
return as sponsors of Founders Day in 2021. Commissioner Monaghan seconded the motion
which passed 9 to 0 to 1, with Commissioner Garza abstaining.
V. STANDING COMMITTEE REPORTS
The following updates relate to the administration of the 2020 Founders Day Festival. No action to
be taken.

All forms for 2020 Founders Day vendors, parade entries, and sponsorships will be taken
down from the city website. Message to be posted that The Founders Day Commission
looks forward to the festival next year on April 23, 24, and 25. Sponsors’ names and logos
will remain on the website throughout 2020. Videos of the 2019 parade and festival will be
shown on the website and on Facebook.

The sponsorship committee will work during the summer to craft the sponsorship letter for
Founders Day Festival in 2021. Members will attend Chamber of Commerce Luncheon
Meetings and Coffee Connectors when these meetings resume.

A motion was made by Commissioner Garza to cancel the Founders Day Commission April
23, 2020 meeting. Vice Chair Debish seconded the motion which carried unanimously 10 to
0. Next meeting will be May 11, 2020.
