MINUTES CITY OF DRIPPING SPRINGS HISTORIC PRESERVATION COMMISSION Monday, March 25, 2013 Special Meeting – 5:30 p.m. City Hall, 511 Mercer Street Dripping Springs, Texas I. MEETING CALLED TO ORDER AND ROLL CALL Chairman Ted Lehr calls the meeting to order at 5:40 pm and takes roll call. Present: Commissioner Ted Lehr, Chair; Commissioner Kathryn Chandler; Commissioner Charlie Haydon; Commissioner John Holdridge; Commissioner John McIntosh, Vice Chair; Commissioner Karl Seelbach; and Commissioner Gwen Tao. Also present is City Administrator Michelle Fischer. II. PRESENTATION BY CITIZENS-none given. III. CONSENT Discussion and Possible action regarding: A. Approval of Regular Meeting Minutes, February 4 , 2013 B. Approval of Regular Meeting Minutes, March 4, 2013 No action taken. The minutes have not been completed. IV. BUSINESS Discussion and Possible action regarding: A. Construction Plans for City of Dripping Springs STP MM CAMPO Project CSJ: 0914-33-065: Mercer Street Pedestrian Improvement Project- Commissioner Lehr makes a motion to angle the parking where appropriate with the intent to improve safety and traffic flow and contingent on the engineer’s and City Staff’s recommendation. Commissioner Tao seconds the motion. VOTE: all in favor, except Commissioner Holdridge, who opposes the motion. The motion is carried. Commissioners discuss north eastern send of improvements in front of One Mercer and The Veranda. Commissioner Haydon makes a motion to revise the construction plans as drawn by Keenan Smith as a compromise with the McAfee’s request and the current plan. No one seconds the motion, so it dies. Commissioner Lehr makes a motion to approve the plans as they are currently drawn. No one seconds the motion so it dies. Commissioners ask Odette Tan, P.E. what she sees as options. Odette and Keenan hand draw in some changes, including redesigning the landscaped areas and adding an area to create ingress and egress areas on the driveway. Commissioner Hol dridge makes a motion to approve the redesign of the section at Mercer and RR 12 by Keenan Smith and Odette Tan as just hand drawn in the meeting with the final design of the curb and painting for traffic control to be determined by Odette and Keenan. Commissioner Lehr seconds the motion. VOTE: all in favor. The motion is carried. Keenan gives an overview of the bench designs and where they will be located. Commissioner Lehr makes a motion to approve the construction plans with the changes made during the meeting and allow Keenan and Odette to make final revisions, seconded by Commissioner Chandler. VOTE: all in favor. The motion is carried. B. Application to the Texas Department of Transportation’s Transportation Enhancement Program 1. Improvements, including Benches, Waste Receptacles, Potted Plants, Landscaping, Historical Markers-no action taken. 2. Fundraising for Funding Match and Professional Services- Commissioners discuss fundraising plans. No action is taken. C. Potential Additional Mercer Street Improvements, including Signage, Buffer Wall, Kiosk, Signage, and Art-Mara Cardwell and Susan Manzillo, local artists, discuss ideas for incorporating art into the project. Commissioners are very receptive to their ideas and ask them to come to the next meeting and present proposals. D. Potential Fundraising and Special Events by the City and Other Organizations for Mercer Street Improvements and the Revitalization of Downtown-no action taken. E. Letter of Opposition to House Bill 1858 Relating to a Property Owner’s Right to Remove a Tree or Vegetation that the Owner Believes Poses a Fire Risk-Commissioner Haydon makes a motion to approve the letter drafted by Commissioner Lehr opposing the legislation, seconded by Commissioner Tao. VOTE: all in favor. The motion is carried. V. ANNOUNCEMENTS A. Regular City Council Meeting, April 9, 2013, 5:30 p.m. B. Regular Historic Preservation Commission Meeting, May 6, 2013, 5:30 p.m. VI. ADJOURN-Commissioner Lehr adjourns the meeting at 7:55 pm.
