MINUTES CITY OF DRIPPING SPRINGS HISTORIC PRESERVATION COMMISSION Monday, November 4, 2013 Regular Meeting City Hall, 511 Mercer Street Dripping Springs, Texas I. MEETING CALLED TO ORDER AND ROLL CALL Chairman Ted Lehr calls the meeting to order at 5:35 pm and takes roll call. Present: Commissioner Ted Lehr, Chair; Commissioner Kathryn Chandler; Commissioner Charlie Haydon; Commissioner John Holdridge; Commissioner John McIntosh, Vice Chair; Commissioner Karl Seelbach; and Commissioner Linda Freeman. Also present is City Administrator Michelle Fischer. II. PRESENTATION BY CITIZENS-no one speaks. III. CONSENT Discussion and Possible action regarding: A. Approval of Regular Meeting Minutes, September 9, 2013-Commissioner Seelback makes a motion to approve the minutes, seconded by Commissioner Haydon. VOTE: all in favor. The motion is carried. B. Approval of Special Meeting Minutes, September 24, 2013-Commissioner Seelbach makes a motion to approve the minutes, seconded by Commissioner Chandler. VOTE: all in favor. The motion is carried. C. Approval of Regular Meeting Minutes, October 7, 2013-Ms. Fischer reports that these minutes have not been drafted. No action taken. IV. BUSINESS Discussion and Possible action regarding: A. Certificate of Appropriateness for Sign for the Sharman Family Clinic/Premier Family Physicians located at 104 Mercer Street, Suite H, Ralph S. Sharman Jr., MD, Applicant 1. Presentation-none. 2. Staff Report-Ms. Fischer gives an overview of the application and recommends approval. 3. Public Hearing-No one speaks. 4. Certificate of Appropriateness-Commissioner Freeman makes a motion to approve the certificate of appropriateness with a modification to remove the “@” and replace it with “at” or “in,” seconded by Commissioner Seelbach. She states that the “@” can be confused as a Twitter handle. VOTE: all in favor. The motion is carried. B. Certificate of Appropriateness for Sign for Cicala & Associates PLLC located at 101 College Street, Joanne Cicala Inscore/Kristen Staggs, Applicant 1. Presentation-none. 2. Staff Report-Ms. Fischer gives an overview of the application and recommends approval. 3. Public Hearing-no one speaks. 4. Certificate of Appropriateness-Commissioner Holdridge makes a motion to approve the certificate of appropriateness, seconded by Commissioner Seelbach. VOTE: all in favor. The motion is carried. C. Possible Change Order to Contract with Myers Concrete Construction, LP for City of Dripping Springs STP MM CAMPO Project CSJ: 0914-33-065: Mercer Street Pedestrian Improvement Project-Ms. Fischer gives an overview of the proposed change orders to reduce the sidewalk depth from 6” to 4” and to remove 4 of the lights. Commissioner Chandler makes a motion to recommend that the City Council approve the change order to reduce the sidewalk depth from 6” to 4” and for all of the lights and the flagstone to stay in, seconded by Commissioner Freeman. VOTE: all in favor. The motion is carried. Commissioners discuss the shortfall and fundraising needs. Commissioner Freeman makes a motion for the Commission to commit to raise the shortfall and to commit to a process on how to raise the funds and assign specific tasks, seconded by Commissioner Chandler. Commissioner Holdridge expresses his concerns about the ability to be effective and commit time, and he thinks specific tasks need to be identified and assigned. Commissioners decide to hold a special meeting on November 18th to do this. VOTE: all in favor. The motion is carried. D. Mercer Street Improvement Project Groundbreaking Event on November 6, 2013-Commissioner Lehr gives an overview of the event. E. Mercer Street Improvement Project Phase 2 1. Fundraising 2. Community Giving Tree 3. Pedestrian Enhancements 4. Landscaping 5. Cost Estimates 6. Special Events 7. Publicity Participation in Founders Day is discussed. Commissioners discuss participating in Christmas on Mercer Street and will discuss it more on the 18th. F. Report on Arts for Economic Development, Texas Commission on the Arts- no action taken, item postponed. V. ANNOUNCEMENTS A. Regular City Council Meeting, November 12, 2013, 5:30 p.m. B. Regular Historic Preservation Commission Meeting, December 2, 2013, 5:30 p.m. VI. ADJOURN-Commissioner Holdridge makes a motion to adjourn, seconded by Commissioner Freeman. VOTE: all in favor. The motion is carried and the meeting is adjourned at 6:43 pm.
