MINUTES CITY OF DRIPPING SPRINGS HISTORIC PRESERVATION COMMISSION Monday, January 6, 2014 Regular Meeting City Hall, 511 Mercer Street Dripping Springs, Texas I. MEETING CALLED TO ORDER AND ROLL CALL Chairman Ted Lehr calls the meeting to order at 5:44 pm and takes roll call. Present: Commissioner Ted Lehr, Chair; Commissioner Kathryn Chandler; Commissioner John Holdridge; Commissioner John McIntosh, Vice Chair; Commissioner Karl Seelbach; and City Administrator Michelle Fischer. Absent: Commissioner Charlie Haydon and Commissioner Linda Freeman. II. PRESENTATION BY CITIZENS-no one speaks. III. CONSENT Discussion and Possible action regarding: A. Approval of Regular Meeting Minutes, December 2, 2013-Commissioner Seelbach makes a motion to approve the minutes, seconded by Commissioner Chandler. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible action regarding: A. Certificate of Appropriateness for 101 College St., Gordon Inscore, Applicant 1. Presentation-no presentation is given. 2. Staff Report-Michelle Fischer and Keenan Smith give an overview of the application. Mr. Smith recommends approval of the application with certain conditions, which are in his report on file. 3. Public Hearing 4. Certificate of Appropriateness-Commissioner Lehr makes a motion to approve the certificate of appropriateness with the following conditions: All of Keenan Smith’s recommendations shall be complied with; Building plans shall be submitted in accordance with Keenan Smith’s recommendations; A wainscoat is allowed on the structure; as much of the original wood as possible shall be used; and the height of the wainscoat shall be proportional, as approved by Keenan Smith; and City Staff and Keenan Smith shall oversee the reconstruction to insure compliance with the recommendations and the Certificate of Appropriateness. Commissioner Seelbach seconds the motion. Commissioners discuss the application. VOTE: all in favor. The motion is carried. B. Update on City of Dripping Springs STP MM CAMPO Project CSJ: 0914-33- 065: Mercer Street Pedestrian Improvement Project (Phase 1)-Ms. Fischer reports on the status of the project. No action taken. C. Mercer Street Improvement Project Phase 2 1. Community Giving Tree 2. Pedestrian Enhancements & Landscaping 3. Cost Estimates 4. Fundraising 5. Special Events 6. Publicity Commissioners discuss the status of the giving tree and the posters and brochure holders. They discuss having a committee meet the coming Friday at 4:00 pm to work on fundraising and a presentation to the Chamber of Commerce. No action taken. V. ANNOUNCEMENTS A. Regular City Council Meeting, January 14, 2014, 5:30 p.m. B. Regular Historic Preservation Commission Meeting, February 3, 2014, 5:30 p.m. VI. ADJOURN-Commissioner Seelbach makes a motion to adjourn, seconded by Commission Holdridge. VOTE: all in favor. The motion is carried and the meeting is adjourned at 7:10 pm.
