MINUTES CITY OF DRIPPING SPRINGS HISTORIC PRESERVATION COMMISSION Wednesday, August 13, 2014 Regular Meeting City Hall, 511 Mercer Street Dripping Springs, Texas I. MEETING CALLED TO ORDER AND ROLL CALL Chairman Ted Lehr calls the meeting to order at 5:50 pm and takes roll call. Commission: Ted Lehr - Chair John McIntosh-Vice Chair Kathryn Chandler Kristi Graham Charlie Haydon John Holdridge Karl Seelbach Staff: Michelle Fischer, City Administrator All Commissioners are present except for Commissioner Chandler. II. PRESENTATION BY CITIZENS-none. III. CONSENT Discussion and Possible action regarding: A. Approval of Regular Meeting Minutes, April 7, 2014 Commissioner Lehr makes a motion to approve the minutes, seconded by Commissioner Haydon. VOTE: all in favor. The motion is carried. B. Approval of Regular Meeting Minutes, June 2, 2014 Commissioner McIntosh makes a motion to approve the minutes, seconded by Commissioner Haydon. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible action regarding: A. Application to Texas Historical Commission to Become Certified Local Government, Marcus Watson, Texas Historical Commission Commissioner McIntosh makes a motion to request funds to prepare and submit the application, seconded by Commissioner Holdridge. VOTE: all in favor. The motion is carried. B. Mercer Street Community Giving Tree 1. Concept Plan Commissioner Haydon makes a motion to approve the Concept Plan, seconded by Commissioner McIntosh. VOTE: all in favor. The motion is carried. 2. Cost Estimate and Budget Request Commissioner Haydon makes a motion to request funding for the full cost estimate amount provided by City staff and consultants, and request that leaf sales funds and all future donations be used specifically for landscaping and other pedestrian amenities, seconded by Commissioner McIntosh. VOTE: all in favor. The motion is carried. 3. Schedule- No action. 4. Fundraising- No action. C. Proposed Amendments to the Historic District Ordinance and Zoning Ordinance related to Historic District and Landmark Uses Commissioners discuss plans for a meeting and public hearing to present the Commission’s recommendations. Ms. Fischer states that public notice will be required in the newspaper and to property owners in the proposed district and overlay and to those within 300 feet. No action taken. D. Mercer Street Improvement Project Phase 2 1. Pedestrian Enhancements & Landscaping 2. Cost Estimates 3. Fundraising 4. Special Events 5. Publicity No action taken. E. Update on City of Dripping Springs STP MM CAMPO Project CSJ: 0914-33-065: Mercer Street Pedestrian Improvement Project (Phase 1) Ms. Fischer gives an update on the project. No action taken. F. Fiscal Year 2015 Budget Request Commissioner Haydon makes a motion to request the following: $8,400 for National Register of Historic Places markers; $2,000 for an application to the Texas Historical Commission for the City to become a Certified Local Government; Hotel Occupancy Tax funds for the illumination of the Mercer Street Historic District monument signs; funds for the Giving Tree, bump out, and light; and funds for additional railing at the Dripping Springs monument sign. Commissioner McIntosh seconds the motion. VOTE: all in favor. The motion is carried. V. ANNOUNCEMENTS A. Regular City Council Meeting, August 12, 2014, 5:30 p.m. B. Regular Historic Preservation Commission Meeting, Sept. 8, 2014, 5:30 p.m. VI. ADJOURN Commissioner Holdridge makes a motion to adjourn the meeting, seconded by Commissioner McIntosh. VOTE: all in favor. The motion is carried and the meeting is adjourned at 6:25 pm.
