MINUTES CITY OF DRIPPING SPRINGS HISTORIC PRESERVATION COMMISSION Monday, September 8, 2014 Regular Meeting City Hall, 511 Mercer Street Dripping Springs, Texas I. MEETING CALLED TO ORDER AND ROLL CALL Commission: Ted Lehr - Chair John McIntosh-Vice Chair Kathryn Chandler Kristi Graham Charlie Haydon John Holdridge Karl Seelbach Staff: Michelle Fischer, City Administrator Chair Ted Lehr calls the meeting to order at 5:35 pm and takes roll call. All Commissioners are present except for Commissioner Graham and Commissioner Haydon. II. PRESENTATION BY CITIZENS Ms. Fischer asks Commissioners to review the report from Eugene Foster that was emailed to them regarding the update of the historic resource survey for properties on Old Fitzhugh Road and the creation of an historic district. III. CONSENT Discussion and Possible action regarding: A. Approval of Regular Meeting Minutes, August 13, 2014 The minutes have not been drafted yet. No action is taken. IV. BUSINESS Discussion and Possible action regarding: A. Application to Texas Historical Commission to Become Certified Local Government, Marcus Watson, Texas Historical Commission Mr. Watson was unable to attend the meeting. No action taken. B. Application for a Certificate of Appropriateness for Vintage Soul, located at 300 Mercer St., Unit B, Julie Crawford 1. Presentation- No presentation given. The applicant is not present. 2. Staff Report- Ms. Fischer gives an overview of the application. She recommends approval of the certificate of appropriateness. 3. Public Hearing- No one speaks. 4. Certificate of Appropriateness- Commissioner McIntosh makes a motion to approve the application, seconded by Commissioner Seelbach. VOTE: all in favor. The motion is carried. C. Application for a Certificate of Appropriateness for Drippin’ With Delights, located at 330 Mercer St., Jennifer Reyes 1. Presentation- Ms. Reyes gives an overview of the application. 2. Staff Report- Keenan Smith, the City’s exterior and architectural design consultant, gives a report on the application (report on file). He recommends to approve the application with the condition that the weigh station deck has been withdrawn from the application, and that the chair is required to come back for approval with more information. Ms. Reyes confirms that she has withdrawn it from the application. 3. Public Hearing- Commissioner Chandler asks the applicant to explain the two possible proposed locations for the chair. Ms. Reyes states that on the asphalt to the left of the building is her preferred location. Mr. Smith states that there are concerns with the proposed location and compliance with parking requirements. Commissioners like the chair and weigh station ideas in concept, but want more information. Commissioner Chandler makes a motion to approve the application without the chair and require that the chair comes back for approval with more information on size, height, colors, proportion to the building, and how it is constructed. Commissioner McIntosh seconds the motion. VOTE: all in favor. The motion is carried. D. Mercer Street Community Giving Tree 1. Concept Plan-the concept plan was previously approved. 2. Cost Estimate and Budget Request- Commissioner Lehr states that he would like to see the majority of the money raised from leaf sales being spent on landscaping. 3. Schedule 4. Fundraising- Commissioner Seelbach makes a motion that the medium and large leaves should be promoted in the next mailing to potential donors, seconded by Commissioner Chandler. VOTE: all in favor. The motion is carried. E. Proposed Amendments to the Historic District Ordinance and Zoning Ordinance related to Historic District and Landmark Uses- Commissioners review the draft Use Chart amendment to the Zoning Ordinance showing permitted and conditional uses for the overlay. The chart has a column showing the recommendation of the City’s Land Planner Jon Thompson and consulting land planner Sallie Burchett. Commissioner Lehr asks staff to bring back a draft ordinance amending the zoning ordinance to create the overlay and incorporate the changes to the use chart. F. Mercer Street Improvement Project Phase 2 1. Pedestrian Enhancements & Landscaping- Commissioners discuss the possibility of installing new street signs in the historic district. Commissioner Chandler and Commissioner Lehr volunteer to work on a plan for this. 2. Cost Estimates 3. Fundraising 4. Special Events  5. Publicity G. Update on City of Dripping Springs STP MM CAMPO Project CSJ: 0914-33-065: Mercer Street Pedestrian Improvement Project (Phase 1)- Ms. Fischer gives a report on the project. H. Fiscal Year 2015 Budget Request- Commissioner Haydon makes a motion to amend the request to include a railing be installed at the Dripping Springs monument sign for safety purposes, seconded by Commissioner McIntosh. VOTE: all in favor. The motion is carried. V. ANNOUNCEMENTS A. Regular City Council Meeting, September 9, 2014, 5:30 p.m. B. Regular Historic Preservation Commission Meeting, Oct. 6, 2014, 5:30 p.m. VI. ADJOURN- Commissioner McIntosh makes a motion to adjourn, seconded by Commissioner Chandler. VOTE: all in favor. The motion is carried. The meeting is adjourned at 7:13 pm.
