MINUTES CITY OF DRIPPING SPRINGS HISTORIC PRESERVATION COMMISSION Monday, October 6, 2014 Regular Meeting City Hall, 511 Mercer Street Dripping Springs, Texas I. MEETING CALLED TO ORDER AND ROLL CALL Commission: Ted Lehr - Chair John McIntosh-Vice Chair Kathryn Chandler Kristi Graham Charlie Haydon John Holdridge Karl Seelbach Staff: Michelle Fischer, City Administrator Jon Thompson, Planning Director Natasha Martin, Assistant City Attorney Chair Ted Lehr calls the meeting to order at 5:34 pm and takes roll call. All Commissioners are present except for Commissioner Seelbach. All staff listed on agenda are present as well as Historic Preservation consultant Eugene Foster of Foster- Roark. II. PRESENTATION BY CITIZENS- none. III. CONSENT Discussion and Possible action regarding: A. Approval of Regular Meeting Minutes, August 13, 2014 B. Approval of Regular Meeting Minutes, September 8, 2014 The minutes have not been drafted. No action is taken. IV. BUSINESS Discussion and Possible action regarding: A. Historic Resource Survey Update of Old Fitzhugh Rd. Properties, Eugene Foster, Principal, Roark-Foster Consulting, LLC Mr. Foster gives an overview of his update, report, and recommendation to designate an Old Fitzhugh Road historic district. Commissioner Haydon makes a motion to accept the survey and report, seconded by Commissioner Chandler. VOTE: all in favor. The motion is carried. B. Proposed Amendments to the Historic District Ordinance and Zoning Ordinance related to Historic District and Landmark Uses, Overlay, and Expansion of Historic District Boundaries 1. Staff Report- Planning Director Jon Thompson gives his recommendation to approve the creation of an Old Fitzhugh Road historic district and describes the boundaries he recommends. He also reviews his recommendation to create an historic overlay district and the boundaries he recommends. Assistant City Attorney Natasha Martin briefs the Commission on the requirements and process of designating an historic district and amending the Zoning Ordinance to create an overlay. 2. Public Hearing- no one speaks. 3. Amendments to Historic District Ordinance and Zoning Ordinance- Commissioner Lehr makes a motion to accept the overlay boundaries as drawn and proposed by City Staff, seconded by Commissioner Graham. Commissioners discuss indoor amusements and making them a conditional use. They also discuss requiring the Historic Preservation Implementation Program being applied to the overlay and including the Pound House property. Commissioner Graham withdraws her second. Commissioner Lehr amends his motion to approve the overly as presented with the change to include making indoor amusements a conditional use, requiring compliance with the Implementation Guide for properties in the overlay, and including the Pound House in the overlay boundaries. Commissioner Graham seconds the motion. VOTE: all in favor. The motion is carried. 4. Expansion of Historic District Boundaries Commissioner Holdridge makes a motion to initiate the creation of the Old Fitzhugh Road historic district, with the boundaries recommended by City Staff and including the Pound House property, seconded by Commissioner Chandler. VOTE: 5 in favor and 1 opposed. The motion is carried. C. Mercer Street Improvement Project Phase 2- no action taken. 1. Giving Tree 2. Pedestrian Enhancements & Landscaping 3. Cost Estimates 4. Regular Historic Preservation Commission Meeting, Nov. 3, 2014, 5:30 p.m. VI. ADJOURN Commissioner Chandler makes a motion to adjourn, seconded by Commissioner McIntosh. VOTE: all in favor. The motion is carried and the meeting is adjourned at 7:27 pm.
