Historic Preservation Commission Regular Meeting Minutes A Regular Meeting of the Historic Preservation Commission, City of Dripping Springs, was held Monday, December 1, 2014, beginning at 5:30 PM at City Hall, 511 Mercer Street, Dripping Springs, Texas, 78620. I. CALL TO ORDER AND ROLL CALL COMMISSION: Ted Lehr - Chair Kristi Graham John Holdridge John McIntosh - Vice Chair Charlie Haydon Karl Seelbach Kathryn Chandler STAFF: Michelle Fischer, City Administrator Kerri Craig, City Secretary Natasha Martin, Assistant City Attorney Keenan Smith, Exterior Design, Architectural & Land Planning Consultant Commission Chair Ted Lehr called the meeting to order at 5:37pm. All present except Commission Vice Chair John McIntosh, Commissioner Kathryn Chandler and Assistant City Attorney Natasha Martin. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. Kirby Walls – Would like to know more about the design standards and ideas of the Historic Preservation Commission. III. CONSENT ITEMS Discussion and possible action regarding: A. Approval of Regular Meeting Minutes, August 13, 2014 B. Approval of Regular Meeting Minutes, September 8, 2014 C. Approval of Regular Meeting Minutes, October 6, 2014 D. Approval of Regular Meeting Minutes, November 3, 2014 Tabled due to technical difficulties. Will be on the next meeting’s agenda. IV. BUSINESS Discussion and possible action regarding: A. Reconsideration of Certificate of Appropriateness for Signage at Mercer Street Dance Hall, located at 332 Mercer Street, Nicholas Dotin, Applicant 1  1. Presentation: Nick Dotin, Applicant, presents a summary of the request which is on file. 2. Staff Report: City Administrator Michelle Fischer, report on file. Staff recommends approval. 3. Public Hearing: No one speaks 4. Certificate of Appropriateness: Commissioner Charlie Haydon motions to approve. Commissioner Kristi Graham seconds. Commission discusses the request. Commissioner Charlie Hayden withdraws his motion and Commissioner Kristi Graham withdraws her second. Commissioner Hayden motions to approve staff recommendation to approve with the condition that we will revisit this in 6 months and check for the appropriateness to ensure it meets our guidelines. Commissioner Graham seconds. VOTE 5-0 in favor. Motion passes. B. Update on Ordinance No. 1295.11 Creating the Old Fitzhugh Road Historic District City Administrator Michelle Fischer – Report on file. Commission discusses the Ordinance. No action is taken. C. Update on Ordinance No. 1220.99 Creating an Historic Overlay District City Administrator Michelle Fischer – Report on file. Commission discusses the Ordinance. No action is taken. D. Update on Proposed Creation of Hays Street Historic District City Administrator Michelle Fischer – Report on file. Commission discusses the Proposed District. No action is taken. E. Possible Amendments to Historic Preservation Program Implementation Manual Related to Proposed Old Fitzhugh Road Historic District and Proposed Hays Street Historic District Keenan Smith, Consultant – Report on file. Commission discusses the possible amendments. No action is taken. F. Ordinance No. 6300.13: An Ordinance of the City of Dripping Springs Texas Amending the Landscape Ordinance to Preserve Heritage Trees 2  City Administrator Michelle Fischer – Report on file.
