Minutes City of Dripping Springs Historic Preservation Commission Regular Meeting January 5, 2015 A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Monday, January 5, 2015, beginning at 5:40 pm in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL COMMISSION: Ted Lehr - Chair Kristi Graham John Holdridge John McIntosh - Vice Chair Charlie Haydon Karl Seelbach Kathryn Chandler STAFF: Michelle Fischer, City Administrator Kerri Craig, City Secretary Keenan Smith, Exterior Design, Architectural & Land Planning Consultant Commission Chair Ted Lehr calls the meeting to order at 5:40 pm. All present except Commissioner Kristi Graham. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. Cameron Walls – Gives a presentation on the proposed Feed Store Trailer Park & Social Club at 101 San Marcos Street. III. CONSENT ITEMS Discussion and possible action regarding: A. Approval of Regular Meeting Minutes, August 13, 2014 B. Approval of Regular Meeting Minutes, September 8, 2014 C. Approval of Regular Meeting Minutes, October 6, 2014 D. Approval of Regular Meeting Minutes, November 3, 2014 E. Approval of Regular Meeting Minutes, December 1, 2014 Commissioner Karl Seelbach motions to approve all consent items. Commission Chair Ted Lehr seconds. VOTE: 6-0 in favor, motion passes. 1 IV. BUSINESS Discussion and possible action regarding: A. Ordinance 1291.03: Designation of the Dr. Joseph Pound Historic Farmstead as a Historic Landmark, located at 570 Founders Park Road, Dripping Springs, Texas 1. Presentation – None. Miles Mathews is present to answer any questions. 2. Staff Report – City Administrator Michelle Fischer recommends approval, report on file. 3. Public Hearing – No one speaks. 4. Ordinance 1291.03 Commissioner Charlie Haydon motions to approve the ordinance. Commissioner Kathryn Chandler seconds. VOTE: 6-0 in favor, motion passes. B. Consideration of Certificate of Appropriateness for Butterfly Gallery Doors and Lighting, 330 Mercer Street, Suite 2, Carter Investments 1. Presentation – Lynda Carter, Property Owner gives an overview of the application. 2. Staff Report – Exterior Design & Architectural Consultant Keenan Smith, recommends approval, report on file 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness Commissioner Charlie Haydon motions to approve the Certificate of Appropriateness. Commissioner Karl Seelbach seconds. VOTE: 6-0 in favor, motion passes. C. Consideration of Certificate of Appropriateness for Bell Springs Winery Tasting Room, 501 Old Fitzhugh Road, Nate Pruitt, Bell Springs Winery 1. Presentation – None. 2. Staff Report – Exterior Design & Architectural Consultant Keenan Smith recommends approval of the Certificate of Appropriateness for rebuilding the porch, painting the exterior, and rehabilitation work with the following conditions: viable hardwood trees over 12 inches in diameter shall be preserved; and exterior lighting and signage shall comply with the City’s Ordinances and are subject to review. His report is on file. 3. Public Hearing – No one speaks 4. Certificate of Appropriateness Commissioner Charlie Haydon motions to approve the Certificate of Appropriateness with staff recommendations. Commissioner Karl Seelbach seconds. VOTE: 6-0 in favor, motion passes. D. Ordinance No:1295.12: An Ordinance of the City of Dripping Springs Creating the Hays Street Historic District 1. Staff Report – City Administrator Michelle Fischer recommends approval of the 2 ordinance, report on file. She reports on Mr. Eugene Foster’s preservation prioritization for the contributing sites: Jones House (HHM Site 39) and Crow House and Milk House Springs (HHM Site 36) are high priority; 112 South Bluff is low priority; the First Baptists Church daycare building is medium priority on the front elevation and low priority on the back elevation; and all the other properties are medium priority. 2. Public Hearing – No one speaks. 3. Ordinance No.1295.12 Commissioner Karl Seelbach motions to approve the ordinance. Commissioner John Holdridge seconds. VOTE: 6-0 in favor, motion passes. E. Update on Ordinance No. 1220.99 Creating an Historic Overlay District Ms. Fischer and Mr. Smith give an update on the proposed historic overlay district. No action taken. F. Report on Possible Amendments to Historic Preservation Program Implementation Manual Related to Proposed Old Fitzhugh Road Historic District and Proposed Hays Street Historic District Mr. Smith gives a report on the types of amendments that are being reviewed by staff. Commissioners ask staff to consider guidelines for parking, tree preservation, and landscaping. No action taken. V. ANNOUNCEMENTS A.
