Historic Preservation Commission Meeting Minutes A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Monday, July 6, 2015, beginning at 5:30 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL COMMISSION: Ted Lehr - Chair Kristi Graham John Holdridge VACANT - Vice Chair Charlie Haydon Karl Seelbach Kathryn Chandler STAFF: Michelle Fischer, City Administrator Jon Thompson, Planning Director Kerri Craig, City Secretary Keenan Smith, Exterior Design, Architectural & Land Planning Consultant Eugene Foster, Historic Preservation Consultant Commission Chair Ted Lehr calls the meeting to order at 5:32pm. All present except Commissioners Kristi Graham and Kathryn Chandler. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. – No one speaks. III. CONSENT ITEMS Discussion and possible action regarding: A. Approval of Regular Meeting Minutes, June 1, 2015 - Commissioner Karl Seelbach motions to approve the minutes. Commissioner Charlie Haydon seconds. VOTE: 3-0 in favor, Commissioner John Holdridge abstains because he was not present at the June 1st meeting, motion passes. IV. BUSINESS Discussion and possible action regarding: A. Application for a Certificate of Appropriateness for Exterior Paint, Doors, and Signage for Starrs on Mercer, Located at 209 Mercer Street, Starrs on Mercer, Applicant 1. Presentation – Melissa and Sarah Starr, Applicants 2. Staff Report (Keenan Smith) – Staff recommends approval with the conditions that the cleaning method used must comply with the Historic Preservation Program Implementation Manual, and that the final signage concept and exterior lighting will be reviewed by the City Administrator. 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness – Commissioner Charlie Haydon motions to approve the Certificate of Appropriateness with staff’s recommendations. Commissioner Karl Seelbach seconds. VOTE: 4-0 in favor, motion passes. 1 B. Application for a Certificate of Appropriateness for Fencing and Signage at 310 Old Fitzhugh Road, Tasha Nikora and Alysia Ferrer, Applicants 1. Update on Conditional Use Permit and Certificate of Appropriateness for Mobile Food Vendor Court 2. Presentation – Dan Bauers, Designer 3. Staff Report (Keenan Smith) - Staff recommends: 1) Fencing: Cedar Post + Steel Cable type fence not to exceed a height of 4’-0” is recommended for approval; 2) Gates: Stone Masonry & Ornamental Iron/Steel type gate is not recommended for approval; and 3) Signage: The proposed Monument Sign concept is recommended for approval, conditional upon review and approval of all pertinent details (i.e. size, allowable copy area, materials, lighting, placement, etc.) by City Staff and the City’s Signage Administrator. 4. Public Hearing – No one speaks. 5. Certificate of Appropriateness - Commissioner Karl Seelbach motions to approve the Certificate of Appropriateness for Signage according to staff’s recommendations. Commissioner John Holdridge seconds. VOTE: 4-0 in favor, motion passes. Commissioner Karl Seelbach makes a motion to discuss the fencing. Commissioner Charlie Haydon seconds. Commission discusses the fence, security issues, various heights and insurance considerations. Commissioner John Holdridge motions to approve the Certificate of Appropriateness for Fencing according to staff’s recommendations. Commissioner Charlie Haydon seconds. Commissioner Seelbach states that they encourage the applicant to make sure the cabling is in accordance with the City’s safety standards. VOTE: 4-0 in favor, motion passes. Commissioner Karl Seelbach motions to discuss the Gate. Commissioner John Holdridge seconds. Commission discusses the gate design and purpose in relation to the rest of the property and the Old Fitzhugh Historic District. Commissioner Karl Seelbach motions to approve the COA subject to staff’s administrative approval regarding artistic expression. Commissioner John Holdridge seconds. VOTE: 4-0 in favor, motion passes. C. Application for a Certificate of Appropriateness for a Storage Building at 251 Old Fitzhugh Road, Alisa Naumann, Applicant 1. Presentation – Keenan Smith, applicant’s representative. 2. Staff Report (Eugene Foster) – Staff recommends approval as submitted. 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness - Commissioner John Holdridge motions to approve the Certificate of Appropriateness per staff’s recommendation. Commissioner Karl Seelbach seconds. VOTE: 4-0 in favor, motion passes. D. Application for a Certificate of Appropriateness for a Replacement Shed at 570 Founders Park Road, Friends of the Pound House Foundation, Applicant 1. Presentation – Miles Matthews 2. Staff Report (Keenan Smith) – Staff recommends approval. 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness - Commissioner Karl Seelbach motions to approve the Certificate of Appropriateness. Commissioner Charlie Haydon seconds. VOTE: 4-0 in favor, motion passes. 2 E. Update on the Revision and Printing of Discover Dripping Springs: A Historic Experience Brochure – City Administrator Michelle Fischer provides an update. No action taken. F. Fiscal Year 2016 Budget Request – City Administrator Michelle Fischer provides an overview of the requests and requests permission from the Commission to work with the Chair to proceed with purchases of approved request items. Commissioner Karl Seelbach motions to approve the budget. Commissioner Charlie Haydon seconds. VOTE: 4-0 in favor, motion passes. G. Update on Mercer Street Community Giving Tree and Landscaping – Keenan Smith provides an update. No action taken. H. Appointment of Chair and Vice Chair – Commissioner Charlie Haydon motions to appoint Ted Lehr as the Chair, and Karl Seelbach as the Vice Chair. Commissioner John Holdridge seconds. VOTE: 4-0 in favor, motion passes. V. ANNOUNCEMENTS A. Regular City Council Meeting, July 14, 2015 at 7:00pm B. Regular Planning and Zoning Commission Meeting, July 28, 2015 at 7:00pm C.
