Historic Preservation Commission Meeting Minutes A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Monday, August 3, 2015, beginning at 5:30 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL COMMISSION: Ted Lehr - Chair Kristi Graham John Holdridge Karl Seelbach- Vice Chair Charlie Haydon Kathryn Chandler STAFF: Michelle Fischer, City Administrator Jon Thompson, Planning Director Kerri Craig, City Secretary Keenan Smith, Exterior Design, Architectural & Land Planning Consultant Commission Chair Ted Lehr calls the meeting to order at 5:32pm. All present except Planning Director Jon Thompson. Also present is Historic Preservation Consultant Eugene Foster. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. – No one speaks. III. CONSENT ITEMS Discussion and possible action regarding: A. Approval of Regular Meeting Minutes, July 6, 2015 - Commission Vice Chair Karl Seelbach motions to approve the minutes. Commissioner Charles Haydon seconds. VOTE: 4-0 in favor, motion passes. IV. BUSINESS Discussion and possible action regarding: A. Application for a Certificate of Appropriateness for Protection and Stabilization Measures for Miss Scarlett's Family Attic, located at 28101 Ranch Road 12, Alisa S. Naumann, Owner 1. Presentation – Keenan Smith, Applicant’s Representative 2. Staff Report – Eugene Foster, Historic Preservation Consultant, report on file, recommends approval with the conditions stated in his report. 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness – Commission Vice Chair Karl Seelbach motions to approve the Certificate of Appropriateness according to staff’s recommendation. Commissioner Charles Haydon seconds. VOTE: 4-0 in favor, motion passes. B. Application for a Certificate of Appropriateness for Signage and Improvements for Hudson's on Mercer, located at 381 Mercer Street, Chad Hudson, Applicant 1. Presentation - None 2. Staff Report – Keenan Smith, report on file. Staff recommends approval according to the conditions stated in the report. 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness - Commissioner Charles Haydon motions to approve the Certificate of Appropriateness according to staff’s recommendation. Commission Vice 1 Chair Karl Seelbach seconds. VOTE: 4-0 in favor, motion passes. C. Application for a Certificate of Appropriateness for Signage for Mercer Street Plaza, located at 330 and 332 Mercer Street, Marsha Young, Applicant and Linda Carter, Owner 1. Presentation – Marsha Young, Applicant 2. Staff Report – City Administrator Michelle Fischer. Staff recommends approval with the condition that the City’s Building Official approve the sign pole as being structurally sound and compliant, and the Sign Administrator has final approval of the Mercer Street Plaza sign design to ensure the lettering stays within the space of the sign and is uniform. 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness - Commissioner Charles Haydon motions to approve the Certificate of Appropriateness according to staff’s recommendation. Commissioner John Holdridge seconds. VOTE: 4-0 in favor, motion passes. D. Application for a Certificate of Appropriateness for Signage for The King's Academy, located at 225 Hays Street, John Russell, The King's Academy, Applicant 1. Presentation - None 2. Staff Report – City Administrator Michelle Fischer recommends approval as submitted. 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness – Commission Vice Chair Karl Seelbach motions to approve the Certificate of Appropriateness. Commissioner John Holdridge seconds. VOTE: 3-0 in favor, motion passes. Commissioner Charles Haydon recuses himself due to a potential conflict of interest. E. Update on Mercer Street Community Giving Tree and Landscaping – City Administrator Michelle Fischer provides an update on the project. No action taken. F. Request for Fiscal Year 2015 Budget Amendment for the Revision and Printing of Discover Dripping Springs: A Historic Experience Brochure – Commission Chair Ted Lehr motions to request from City Council $3,000 to implement design revisions as detailed in the GoGo Creative Proposal as well as printing of the brochures. Commission Vice Chair Karl Seelbach seconds. VOTE: 4-0 in favor, motion passes. G. Fiscal Year 2016 Budget Request – Commission Chair Ted Lehr motions to approve the FY 2016 Budget Request to be presented to City Council. Commissioner Charles Haydon seconds. VOTE: 4-0 in favor, motion passes. H. Review of Applications to fill the Historic Preservation Commission Vacancy – Commission appoints Commission Chair Ted Lehr and Commissioner John Holdridge to interview the applicants and recommend a final candidate for the vacant position. V. ANNOUNCEMENTS A. Regular City Council Meeting, August 11, 2015 at 7:00pm B. Regular Planning and Zoning Commission Meeting, August 25, 2015 at 7:00pm C.
