Historic Preservation Commission Meeting Minutes A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Monday, September 14, 2015, beginning at 7:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL COMMISSION: Ted Lehr - Chair Kristi Graham John Holdridge Karl Seelbach - Vice Chair Charlie Haydon Kathryn Chandler VACANT STAFF: Michelle Fischer, City Administrator Jon Thompson, Planning Director Kerri Craig, City Secretary Keenan Smith, Exterior Design, Architectural & Land Planning Consultant Commission Chair Ted Lehr calls the meeting to order at 7:02 pm. All present except Commissioner Kathryn Chandler and consultant Keenan Smith. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No one speaks. III. CONSENT ITEMS Discussion and possible action regarding: A. Approval of Regular Meeting Minutes, August 3, 2015 - Commissioner John Holdridge motions to approve the minutes. Commissioner Kristi Graham seconds. VOTE: 4-0-1 in favor, Commissioner Kristi Graham abstains because she was absent from the August 3rd meeting, motion passes. IV. BUSINESS Discussion and possible action regarding: A. Application for a Certificate of Appropriateness for Signage for Starrs on Mercer, Located at 209 Mercer Street, Starrs on Mercer, Applicant 1. Presentation – Melissa Oehler, Applicant 2. Staff Report – City Administrator Michelle Fischer, report on file. Staff recommends approval. 3. Public Hearing – No one speaks. 4. Certificate of Appropriateness - Commissioner Charlie Haydon motions to approve the Certificate of Appropriateness based on staff’s recommendation. Commission Vice Chair Karl Seelbach seconds. VOTE: 5-0 in favor, motion passes. Page 1 of 2  B. Update on Mercer Street Community Giving Tree and Landscaping – City Administrator Michelle Fischer provides an update on this project. She presents three carving examples submitted by Philip Hoggat for the tree. Commission Chair Ted Lehr motions to allow Keenan Smith to decide on which style to use between style A or B, with the knowledge that the Commission’s preference is A. Commissioner John Holdridge seconds. VOTE: 5-0 in favor, motion passes. C. Update on the National Register of Historic Places Plaques – City Administrator Michelle Fischer provides an update on this project. She requests assistance from Commissioners to contact property owners to request permission for the plaques to be displayed on the properties listed on the National Register. Commission Chair Ted Lehr motions to recommend that Commissioners Kristi Graham and Charlie Haydon meet with the property owners to discuss displaying the plaques on their property. Commission Chair Ted Lehr offers to be a back-up person to work with property owners with the condition that he be formally introduced prior to any meetings. Commissioner Kristi Graham seconds. VOTE: 5-0 in favor, motion passes. D. Update on the Revision and Printing of Discover Dripping Springs: A Historic Experience Brochure – City Administrator Michelle Fischer provides an update on this project. The revisions are being made, and the final draft will be presented to the Historic Preservation Commission for approval prior to printing. V. ANNOUNCEMENTS A.
