Historic Preservation Commission Meeting Minutes A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Monday, October 5, 2015, beginning at 7:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL COMMISSION: Ted Lehr - Chair Kristi Graham John Holdridge Karl Seelbach - Vice Chair Charlie Haydon Kathryn Chandler Melissa Oehler STAFF: Michelle Fischer, City Administrator Kerri Craig, City Secretary Keenan Smith, Exterior Design, Architectural & Land Planning Consultant Commission Chair Ted Lehr calls the meeting to order at 7:01pm. All present except Commissioners Karl Seelbach and Kristi Graham. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. A. Introduction of the new Historic Preservation Commissioner Melissa Oehler – Commissioner Melissa Oehler performs her Oath of Office. City Administrator Michelle Fischer says that there is a new business on Mercer Street named Starrs on Mercer that everyone should visit. III. CONSENT ITEMS Discussion and possible action regarding: A. Approval of Regular Meeting Minutes, September 14, 2015 - Commissioner John Holdridge motions to approve the minutes. Commissioner Charlie Haydon seconds. VOTE: 3-0 in favor, Commissioners Kathryn Chandler and Melissa Oehler abstain because they were not present at the September 14th meeting, motion passes. IV. BUSINESS Discussion and possible action regarding: A. Application for a Certificate of Appropriateness for the Construction of a One-Story Commercial Building at Spring Bluff Center, Located at 400 West Highway 290, Whit Hanks, Applicant 1. Presentation – Whit Hanks, Applicant 2. Staff Report – Consultant Keenan Smith, report on file. Staff recommends approval with the conditions stated in the report. 3. Public Hearing – No one speaks 4. Certificate of Appropriateness - Commissioner Charlie Haydon motions to approve the Certificate of Appropriateness according to staff’s recommendations. Commissioner Melissa Oehler seconds. VOTE: 5-0 in favor, motion passes. Page 1 of 2  B. Application for a Certificate of Appropriateness to Allow the Use and Modification of a Nonconforming Pole Sign for The Dent Shop, located at 402 B Mercer Street, Jeremy Compton, Applicant 1. Presentation – Jeremy Compton, Applicant 2. Staff Report – City Administrator Michelle Fischer, report on file. Staff recommends approval with the conditions stated in the report. 3. Public Hearing – No one speaks 4. Certificate of Appropriateness - Commissioner Charlie Haydon motions to approve the Certificate of Appropriateness according to staff’s recommendations. Commissioner Kathryn Chandler seconds. VOTE: 5-0 in favor, motion passes. C. Update on Mercer Street Community Giving Tree and Landscaping – City Administrator Michelle Fischer provides an update on this project. No action taken. V. ANNOUNCEMENTS A.
