Historic Preservation Commission Meeting Minutes
A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Tuesday, July 5,
2016, beginning at 5:30 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
COMMISSION:

Michelle Fischer, City Administrator

Keenan Smith, Exterior Design, Architectural & Land Planning Consultant
Commission Vice Chair Karl Seelbach calls the meeting to order at 5:38pm. All present except
Commissioner Ted Lehr, Commissioner Kristi Graham and Consultant Keenan Smith.
II. PRESENTATION BY CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair may establish a time limit on
each citizen wishing to speak. - No one speaks
III. CONSENT ITEMS
Discussion and possible action regarding:
A. Approval of Regular Meeting Minutes, May 2, 2016 - Commissioner Melissa Oehler motions
to approve the minutes. Commissioner Charlie Haydon seconds. VOTE: 5-0 in favor, motion
passes.
IV. BUSINESS
Discussion and possible action regarding:
A. Training on the City's Online Agenda Management Software Boardbook – City Secretary
Kerri Craig provides training on Boardbook. No action taken.
B. Certificate of Appropriateness for 102 Old Fitzhugh Road for Signage, Christel Loftus,
Weeton Properties, LLC, Applicant
1. Presentation – Christel Loftus
2. Staff Report – City Administrator Michelle Fischer, report on file. Staff recommends
approval.
3. Public Hearing – Vick Pope states his support for this project. Tara Uma states her support
for this project.
4. Certificate of Appropriateness - Commissioner Melissa Oehler motions to approve the
Certificate of Appropriateness subject to prior approval of future sidewalks and signage.
Commission Vice Chair Karl Seelbach seconds. VOTE: 5-0 in favor, motion passes.

C. Certificate of Appropriateness for 304 Mercer Street for Repairs, Tree Trimming, Painting,
and Roofing, Wayne Burklund, Purcell Spillar Family Partnership, Applicant
1. Presentation – Melissa Oehler presents on behalf of the Family Trust and Wayne
Burklund.
2. Staff Report - City Administrator Michelle Fischer, report on file. Staff recommends
approval with the following conditions: A certified arborist is recommended to perform
the tree trimming and proper protection measures; and the new roof is approved in concept
and the actual roof type color finish material sample/submittal and final selection may be
administratively “Approved for Construction” by the Historic Preservation Officer prior to
bulk order of roofing materials.
3. Public Hearing – No one speaks.
4. Certificate of Appropriateness - Commissioner Charlie Haydon motions to approve the
Certificate of Appropriateness according to staff’s recommendation. Commission Karl
Seelbach____ seconds. VOTE: 4-0-1 in favor, Commissioner Melissa Oehler abstains,
motion passes.
D. Certificate of Appropriateness for Signage for Mercer Street and Old Fitzhugh Road Historic
District Businesses, Pam Owens, Dripping Springs Chamber of Commerce, Applicant
1. Presentation – Pam Owens
2. Staff Report - City Administrator Michelle Fischer, report on file. Staff recommends
approval with the condition that the signs be located a distance back from the US Highway
290 right of way that is approved by the City Engineer.
3. Public Hearing – Vicky Lewis states her support for this project. Christine Ann states her
support for this project and would like more signage on Old Fitzhugh as well. Carrie
Napiorkowski states her support for this project, and would also like sidewalks, better
lighting and repairs to the current lighting, and something more to direct all traffic to Old
Fitzhugh. Sarah Sahs states her support for this project and any efforts to increase signage
for the area and to improve Old Fitzhugh. Julie Crawford states her support for this
project.
4. Certificate of Appropriateness - Commissioner Kathryn Chandler motions to approve the
overall concept of the Certificate of Appropriateness. Commissioner Charlie Haydon
seconds. VOTE: 5-0 in favor, motion passes. Commission Vice Chair Karl Seelbach
motions to approve the COA as submitted subject to approval by City staff and Consultant
Keenan Smith, approval of the sign locations by the City Engineer, with the
recommendation for additional signage at the corner of Old Fitzhugh and Mercer, and
Ranch Road 12 and Old Fitzhugh if the property owner allows it; and limiting the term of
the COA to two years with the understanding that the City intends to install permanent
signage by the end of the two year peat some point in the future.
E. Recommendation to City Council to Fill Vacant Commission Position – Commissioner
Melissa Oehler motions to recommend appointment of Nicholas Dotin to the Historic
Preservation Commission. Commissioner Kathryn Chandler seconds. VOTE: 5-0 in favor,
motion passes.
F. Fiscal Year 2017 Budget Request – Commission Vice Chair Karl Seelbach motions to
approve the draft FY 2017 Historic Preservation Commission budget request as amended and
discussed. Commissioner Charlie Haydon seconds. VOTE: 5-0 in favor, motion passes.
