Regular Meeting
City of Dripping Springs
A Regular Meeting of the Historic Preservation Commission of City of Dripping Springs was
held Monday, November 7, 2016, beginning at 5:30 PM in the City Hall, 511 Mercer Street,
Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL

STAFF:
Michelle Fischer, City Administrator
Rachel Goodnight, Administrative Assistant
Keenan Smith, Exterior Design, Architectural & Land Planning Consultant
Kyle Dannhaus, Code Enforcement Manager and Building Official
Commission Chair Ted Lehr calls the meeting to order at 5:35 pm. All present except
Commission Vice Chair Karl Seelbach and Commissioner Kathryn Chandler.
II. PRESENTATION BY CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens
wishing to speak shall do so after being recognized by the Chair. The Chair may
establish a time limit on each citizen wishing to speak. -No one speaks
III. CONSENT ITEMS
Discussion and possible action regarding:
A. Approval of Regular Meeting Minutes, September 6, 2016
Commissioner Holdridge motions to approve the minutes. Commissioner Dotin
seconds. VOTE: 4:0 in favor, motion passes.
Chairman Lehr moves to item Business A.
A. City Transportation Committee Presentation on Traffic Calming Measures
to Slow Traffic on Old Fitzhugh Road-Leslie Pollack gives a presentation
on types of traffic calming measures (presentation on file). She asks for
feedback from the Commission on the types of measures and their
compatibility with the Old Fitzhugh Road Historic District.
IV. CERTIFICATES OF APPROPRIATENESS
Discussion and possible action regarding:
A. Certificate of Appropriateness for 102 Old Fitzhugh for a New Office Building
and Adaptive Reuse Rehabilitation of Existing Two Story Building, Christel
Loftus, Weeton Properties, LLC, Applicant
1. Previous Presentation and Staff Report on Certificate of Appropriateness
Application- Keenan Smith
2. Staff Report on Construction Regarding Previously Existing Two Story
Building- Kyle Dannhaus and Keenan Smith give a report on the
rehabilitation and demolition of the building.
3. Certificate of Appropriateness
The Commission discusses what actions, if any, to take following possible
discussion with property owners. The Commission asks staff to request the
property owners and/or their contractor to attend the next Commission
meeting to report on the situation from their perspective.
Commission Chair Lehr motions to Table the item to a later date.
Commissioner Dotin seconds. VOTE: 4:0 in favor, motion passes.
B. Staff Report on Administratively Approved Certificates of Appropriateness
1. Approval of Repairs, Replacement, and Painting of Siding on Structure
located at 101 San Marcos Street, Sutton Homes, Applicant
City Staff reviews the Certificate of Appropriateness that was
administratively approved.
2. Approval of Signage at Bridal Gypsies, located at 602 Old Fitzhugh Road,
Polly Parsons, Applicant
a. Bridal Gypsies Certificate of Appropriateness
b. Bridal Gypsies Sign Application
City Staff reviews the Certificate of Appropriateness and Sign Application
that were administratively approved.
V. BUSINESS
Discussion and possible action regarding:
B. Creation of Historic Preservation Commission Subcommittees- Commissioners
discuss the creation of the following committee: Mercer Street Pedestrian and
Landscape Improvement Committee; Signage Committee; and Bench and Waste
Receptacle Committee. They state that other committees may be created in the
future.
C. Appointment of Members to Historic Preservation Commission Subcommittees
-Commissioner Melissa Oehler is placed on the Signage Subcommittee;
Commission Chair Ted Lehr and Commissioner Melissa Oehler are placed on
the Mercer Street Pedestrian and Landscape Improvement Subcommittee;
Commissioner Nick Dotin is placed in charge of the Bench and Waste
Receptacle Subcommittee.
D. Potential Temporary Photographic Art Exhibit on Historic Dripping Springs,
Dor Rae Stevens-no action is taken since the agenda item requestor was not
present. The Commission asks staff to not put the agenda item back on the
agenda until the agenda item requestor confirms her ability to attend a meeting.
E. Review of Fiscal Year 2017 Budget Items-Commissioners review the approved
budget request items related to the Commission’s business.

p.m.

VII. ADJOURN- Commission Chair Lehr motions to adjourn the meeting. Commissioner
Oehler seconds. VOTE: 4:0 in favor, motion passes. Meeting adjourns at 7:36 pm.
