Minutes Regular Meeting Historic Preservation Commission City of Dripping Springs A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Monday, December 5, 2016, beginning at 5:30 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL COMMISSION Ted Lehr - Chair Karl Seelbach - Vice Chair Kathryn Chandler Nicholas Dotin John Holdridge Melissa Oehler Vacancy STAFF Michelle Fischer, City Administrator Rachel Goodnight, Administrative Assistant Keenan Smith, Exterior Design, Architectural & Land Planning Consultant Commission Chair Ted Lehr calls the meeting to order at 5:38 pm. All present except Commission Vice Chair Karl Seelbach and Commissioner Nicholas Dotin. Also present is Code Enforcement Manager and Building Official Kyle Dannhaus. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No One Speaks. III. CONSENT ITEMS Discussion and possible action regarding: A. Approval of Regular Meeting Minutes, November 7, 2016 Commissioner Melissa Oehler motions to approve the minutes. Commissioner John Holdridge seconds. VOTE: 4:0 in favor, motion passes. IV. BUSINESS Discussion and possible action regarding: A. Application for a Certificate of Appropriateness for Old Fitzhugh Road Office Park for a New Office Building and Adaptive Reuse Rehabilitation of Existing Two Story Building, Located at 102 Old Fitzhugh Road, Weeton Properties, LLC, Applicant 1. Report on Project by Applicant- Presented by Kyle Dannhaus because the applicant could not attend. 2. Discussion and Possible Action Regarding Enforcement of Historic Preservation Ordinance and Possible Penalties Commissioner Melissa Oehler motions to table the item until the next Commission Meeting. Commissioner Kathryn Chandler seconds. The Commission directs staff to put this item on the Commission’s January agenda. Commissioner Melissa Oehler asks Kyle Dannhaus to tell the applicant that the Commission will be making a recommendation to City Council on what action to take during the next meeting and encourages the applicant to attend. Commission Chair Ted Lehr opens a public hearing. Sarah Sahs, co-owner of Starrs on Mercer and says she feels as if the Commission is not taking swift enough action on this item. Commission Chair Ted Lehr closes the Public Hearing. Discussion continues in regards to possible options for action, the legal standing of the City, and setting a precedence. Commissioners ask that the City Attorney attend the next meeting if possible so that they can discuss the matter with him. VOTE: 4:0 in favor, motion passes. B. Application for a Certificate of Appropriateness for 505 Old Fitzhugh Rd. to remove fencing, Jay Vickers, 505 Fitz LLC, Applicant 1. Presentation- on file 2. Staff Report- Michelle Fischer presents a staff report and recommends approving the request if the applicant takes photographs of the fencing first for future reference if a new fence goes up. 3. Public Hearing- No one speaks. 4. Certificate of Appropriateness Commissioner Melissa Oehler motions to approve the Certificate of Appropriateness with staff recommendations. Commissioner Kathryn Chandler seconds. VOTE: 4:0 in favor, motion passes. C. Proposed Mercer Street Landscaping and Pedestrian Improvements Commissioner Melissa Oehler reports on her meeting with Landscape Architect Brent Luck. Brent will submit suggestions for improvements. No discussion and no action taken. D. Appointment of Commission Chair and Vice Chair Commission Chair Ted Lehr motions to appoint Commissioner Melissa Oehler as Commission Chair. Commissioner Kathryn Chandler seconds. VOTE: 4:0 in favor, motion passes. Melissa Oehler takes over meeting as Commission Chair. The Commission discusses appointing a new Vice Chair and decides to wait until vacancies in the Commission are filled. V. COMMISSION COMMITTEE REPORTS A. Mercer Street Landscaping and Pedestrian Improvements--Ted Lehr and Melissa Oehler B. Signage—Commission Chair Melissa Oehler C. Benches and Waste Receptacles--Nick Dotin VI. ANNOUNCEMENTS A. Regular City Council Meeting, December 13, 2016 at 7:00pm B. Regular Planning and Zoning Commission Meeting, December 19, 2016 at 7:00pm C. Regular Historic Preservation Commission Meeting, January 2, 2016 at 5:30pm VII. ADJOURN- Commissioner Ted Lehr motions to adjourn the meeting. Commissioner John Holdridge seconds. VOTE: all in favor, motion passes. Meeting adjourns at 6:37 pm.
