Historic Preservation Commission Regular Meeting Minutes March 5, 2018 at 4:00 p.m. A Regular Meeting of the Historic Preservation Commission was held Tuesday, March 6, 2018 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Nicholas Dotin Doyle Fellers (left at 4:12 p.m.) Emilie Kopp (arrived at 4:07 p.m.) Bruce Lewis Kelli Tucker Commission Members absent were: Melissa Oehler – Chair VACANT City Staff/Consultants present were: Michelle Fischer, City Administrator Keenan Smith, Historic Preservation Consultant Andrea Cunningham, City Secretary With a quorum of the Commission present, Commissioner Tucker called the meeting to order at 4:01 p.m. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. Pam Owens with the Dripping Springs Visitors Bureau spoke regarding signage and proposed a project with members of the current Leadership Dripping Springs class. John Youngblood, member of current Leadership Dripping Springs class proposed a partnership between the Commission and members of the class to work on signage in the Historic District and the City of Dripping Springs. III. MINUTES Discussion and possible action regarding: Historic Preservation Commission March 6, 2018 Regular Meeting Minutes Page 1 of 4 A. Approval of the February 6, 2018 Historic Preservation Commission Regular Meeting Minutes A motion was made by Commissioner Dotin to approve the February 6, 2018 meeting minutes. Commissioner Lewis seconded the motion which carried unanimously 4 to 0. IV. BUSINESS Discussion and possible action regarding: A. Appointment of a Vice Chair to the Historic Preservation Commission A motion was made by Commissioner Lewis to nominate Commissioner Tucker as Vice Chair of the Historic Preservation Commission. Commissioner Kopp seconded the motion which carried unanimously 4 to 0. B. COA2018-0001MS: Application for a Certificate of Appropriateness for Exterior Door Repainting, 302 Mercer Street (Mercer Street District), Applicant: Julie Crawford/Vintage Soul, LLC 1. Presentation – no presentation 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval of COA2018-0001MS for exterior door repainting. 3. Public Hearing No one spoke during the Public Hearing. 4. Certificate of Appropriateness Commissioner Kopp expressed concern in approving a COA after the alterations have already taken place. Keenan Smith explained that staff recognized that the location had repainted its door, and that while the action required an application for a COA, the color complies with the ordinance. The owner was contacted and notified and filed an application on January 24, 2018. A motion was made by Commissioner Kopp to approve COA2018-0001MS and directed staff to draft a letter to the applicant that all future exterior changes need to be done according to the City’s ordinance and reviewed by the Historic Preservation Officer prior to consideration by the Historic Preservation Commission. Due to lack of a second, the motion died. A motion was made by Commissioner Dotin to approve COA2018-0001MS for the repainting of an exterior door. Commissioner Lewis seconded the motion which carried unanimously 4 to 0. Historic Preservation Commission March 6, 2018 Regular Meeting Minutes Page 2 of 4 C. COA2018-0001OFR: Application for a Certificate of Appropriateness for Mixed-use Redevelopment at 731 Old Fitzhugh Road - DS Outfitters. (Old Fitzhugh Road District), Applicant: Jon Thompson 1. Presentation Jon Thompson was present and available for questions from the Commission. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval with the following conditions: (1) Scope of this COA is limited to Site Work and Phase I Buildings as per Application; (2) Verify Boundary & Tree Survey at Old Fitzhugh Road ROW prior to Site Development Permit; (3) Provide Landscape Plan with Tree Preservation, Removal and Replacement Plan at Site Development Permit Submittal; (4) Coordinate Trail Connections with future TIRZ Old Fitzhugh Road Plan and PDD No. 5 Heritage Development; and (5) Coordinate prospective Public Utility and Drainage Easement at Site Development Permit Submittal. Allen McAden, the owner representative, spoke regarding the tree replacement plan, landscape and parking plan, development phases. 3. Public Hearing No one spoke during the Public Hearing. 4. Certificate of Appropriateness A motion was made by Commissioner Lewis to approve COA2018-0001OFR for a mixed-use redevelopment at 731 Old Fitzhugh Road, DS Outfitters with staff recommendations. Commissioner Kopp seconded the motion which carried unanimously 4 to 0. D. Street Sign Committee (Commissioner Dotin and Vice Chair Tucker) Commissioner Dotin discussed the status of street signs for the Historic District. He recommended the bracket system, as there is no benefit to the side mount. The Commission agreed to have both street signs at intersections, with the top sign having the “hump.” Historic Preservation Commission March 6, 2018 Regular Meeting Minutes Page 3 of 4 Commissioner Dotin requested a list of streets where signs are to be posted and he can get a cost estimate, and maybe a quantity discount. E. Banner Committee (Commissioner Fellers and Commissioner Chandler) F. Historic District Brochure Committee (Commissioner Kopp) G. Litter Campaign Committee (Commissioner Tucker and Commissioner Oehler) H. National Register of Historic Places Plaques Committee (Commissioner Oehler, Commissioner Tucker, and Administrative Assistant Rachel Goodnight) There was no discussion on Business Items E – H. VI. ADJOURN A motion was made by Commissioner Dotin to adjourn the meeting. Commissioner Lewis seconded the motion which carried unanimously 4 to 0.
