Historic Preservation Commission Regular Meeting Minutes April 3, 2018 at 4:00 p.m. A Regular Meeting of the Historic Preservation Commission was held Tuesday, April 3, 2018 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Melissa Oehler - Chair Kelli Tucker - Vice Chair Nicholas Dotin Doyle Fellers Commission Members absent were: Emilie Kopp Bruce Lewis City Staff/Consultants present were: Michelle Fischer, City Administrator Rachel Goodnight, City Administration Administrative Assistant Keenan Smith, Historic Preservation Consultant With a quorum of the Commission present, Chair Oehler called the meeting to order at 4:00 p.m. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. MINUTES Discussion and possible action regarding: A. Approval of the March 6, 2018 Historic Preservation Commission Regular Meeting Minutes A motion was made by Commissioner Dotin to approve the March 6, 2018 Historic Preservation Commission Regular Meeting Minutes. Vice Chair Tucker seconded the motion which carried unanimously 4 to 0. Historic Preservation Commission April 3, 2018 Regular Meeting Minutes Page 1 of 5 IV. BUSINESS Discussion and possible action regarding: A. COA2018-0002: Application for a Certificate of Appropriateness to Replace Broken Fence, 511 Old Fitzhugh Road (Old Fitzhugh Road Street District), Applicant: Deborah Carter, Pink West Salon 1. Presentation – no presentation 2. Staff Report Kennan Smith presented the staff report which is on file. Staff recommends approval with the following conditions: 1. Fence Design Standard: 1x4 or 1x6 “Dog Eared” cedar plank fence, 6’ high and natural finish; 2. Fence Extents: extending along depth of south property line, beginning at back wall of existing building, leaving front yards free of separation; and 3. Permits: obtain any necessary permits from the City. 3. Public Hearing No one spoke during the Public Hearing. 4. Certificate of Appropriateness A motion was made by Vice Chair Tucker to approve COA2018-0002: Application for a Certificate of Appropriateness to Replace Broken Fence, 511 Old Fitzhugh Road (Old Fitzhugh Road Street District) with staff recommendations. Commissioner Dotin seconded the motion which carried unanimously 4 to 0. Without objection from the Commission Chair Oehler heard Business Item D (IV D.) out of order. D. COA2018-0004: An application for a Certificate of Appropriateness to remove an existing carport cover and tree, 404 S. San Marcos St (Hays Street District), Applicant, Isaac Wilson, First Baptist Church 1. Presentation Isaac Wilson presented the item. The tree is dead and needs to be removed, and the support beams are rotting on the existing carport cover. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval with the following conditions: Historic Preservation Commission April 3, 2018 Regular Meeting Minutes Page 2 of 5 1. Protection of Historic Resources: Protect the existing residence/historic resource from harm during removal of carport structure and tree. Best practices shall be employed to ensure safe removal of these elements. 2. Permits: Obtain the necessary permits from the City. 3. Public Hearing No one spoke during the Public Hearing. 4. Certificate of Appropriateness A motion was made by Commissioner Dotin to approve COA2018-0004: An application for a Certificate of Appropriateness to remove an existing carport cover and tree, 404 S. San Marcos St (Hays Street District) with staff recommendations. Vice Chair Tucker seconded the motion which carried unanimously 4 to 0. B. COA2018-0002: An Application for a Certificate of Appropriateness to construct a BBQ pit cover, 203 W U.S. 290 (Hays Street District), Applicant, Isaac Wilson, First Baptist Church 1. Presentation Isaac Wilson presented an overview of the item. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval with the condition that the applicant obtain any necessary permits from the City. 3. Public Hearing No spoke during the Public Hearing. 4. Certificate of Appropriateness A motion was made by Vice Chair Tucker to approve COA2018-0002: An Application for a Certificate of Appropriateness to construct a BBQ pit cover, 203 W U.S. 290 (Hays Street District) with the staff recommendation that the applicant obtain any necessary permits from the City and that any paint follow the Historical District Rules and Regulations. Commissioner Fellers seconded the motion which carried unanimously 4 to 0. C. COA2018-0003: An application for a Certificate of Appropriateness to construct a covered carport, 251 S College St. (Hays Street District), Applicant, Isaac Wilson, First Baptist Church Historic Preservation Commission April 3, 2018 Regular Meeting Minutes Page 3 of 5 1. Presentation Isaac Wilson presented the item. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval with the condition that the applicant obtain any necessary permits from the City. 3. Public Hearing No one spoke during the Public Hearing. 4. Certificate of Appropriateness A motion was made by Vice Chair Tucker to approve COA2018-0003: An application for a Certificate of Appropriateness to construct a covered carport, 251 S College St. (Hays Street District) with the staff recommendation that the applicant obtain any necessary permits from the City. Commissioner Fellers seconded the motion which carried unanimously 4 to 0. D. COA2018-0004: An application for a Certificate of Appropriateness to remove an existing carport cover and tree, 404 S. San Marcos St (Hays Street District), Applicant, Isaac Wilson, First Baptist Church This item was considered earlier in the agenda. E. Street Sign Committee (Commissioner Dotin and Commissioner Tucker) The Commission directed staff to provide Commissioner Dotin with a list of street names for the signs. F. Banner Committee (Commissioner Fellers and Commissioner Chandler) The Commission directed staff to remove Commissioner Chandler’s name and add Commissioner Kopp. G. Historic District Brochure Committee (Commissioner Kopp) No discussion or action was taken on this item. H. Litter Campaign Committee (Commissioner Tucker and Commissioner Oehler) No discussion or action was taken on this item. Commissioner Fellers seconded the motion which carried unanimously 4 to 0.
