Historic Preservation Commission Regular Meeting Minutes October 3, 2018 at 4:00 p.m. A Regular Meeting of the Historic Preservation Commission was held Wednesday October 3, 2018 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Kelli Tucker - Chair Melissa Starr (Oehler) - Vice Chair Emilie Kopp Bruce Lewis Dean Erickson Minnie Glosson-Needham Commissioner Member absent was: Doyle Fellers City Staff and Appointed Officials present were: Michelle Fischer, City Administrator Ginger Faught, Deputy City Administrator Jason Lutz, Planning Director Amanda Padilla, Planning Assistant Rachel Goodnight, Administrative Assistant Keenan Smith, Historic Preservation Consultant With a quorum of the Commission present, Chair Tucker called the meeting to order at 4:01 p.m. Vice Chair Oehler announced that she has changed her last name from Oehler to Starr. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. Amanda Padilla read an email from Pam Owens. Ginger Faught sworn in new Commission Member Minnie Glosson-Needham. III. Discuss and Consider approval of the Historic Preservation Commission Regular Meeting Minutes of September 4, 2018 A motion was made by Commissioner Kopp to approve the Historic Preservation Commission Regular Meeting Minutes of September 4, 2018. Commissioner Lewis seconded the motion which carried unanimously 5 to 0. IV. BUSINESS Discussion and possible action regarding: A. Discuss and Consider Approval of an Application for Certificate of Appropriateness for Demolition of Existing Buildings, Phase 1 Site Development Improvements, and Phase 1 Structures at 505 Old Fitzhugh Rd., Applicant Rafael Varela 1. Presentation – no presentation given 2. Staff Report – no staff report presented 3. Public Hearing – no public hearing held 4. Certificate of Appropriateness A motion was made by Vice Chair Starr to postpone the item to the November 7, 2018 regular Historic Preservation Commission meeting. Commissioner Lewis seconded the motion which carried unanimously 6 to 0. B. Discuss and Consider Approval of an Application for Certificate of Appropriateness for Landscaping Improvements and Exterior Refurbishment at 330 Mercer Street, Applicant Dean Erickson Commissioner Erickson recused himself from this item and has filed an affidavit providing notice of potential conflict of interest with the City Secretary. The filed affidavit is attached to these minutes. 1. Presentation Dean Erickson gave a presentation on the item which is on file. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval with the following conditions: 1. Permits: Obtain any necessary Permits from the City of Dripping Springs. 2. Approval in Concept: Details and Color & Materials for new Door Units to be reviewed & approved by City Staff Permits prior to issuance of Building Permits. 3. Certificate of Appropriateness A motion was made by Commissioner Kopp to approve an Application for Certificate of Appropriateness for Landscaping Improvements and Exterior Refurbishment at 330 Mercer Street, with staff recommendations. Vice Chair Starr seconded the motion which carried 5 to 1, with Commissioner Erickson recused. C. Discuss and Consider Approval of an Application for Certificate of Appropriateness for Exterior Refurbishment, Mobile Food Trailer, and Landscaping Improvements at 310 Old Fitzhugh Road, Applicant Jon Thompson Commissioner Erickson returned to the dais for the remainder of the meeting. 1. Presentation Jon Thompson and Robert Christy gave a presentation on the item which is on file. The application is for Phase 1 only. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval with the following conditions: 1. Permits: Obtain necessary Permits from the City of Dripping Springs, including a Site Development Permit and C.U.P for proposed Mobile Food Vendor use. 2. Scoping: COA covers the proposed Phase I only. Future Phases require separate COA’s. 3. Approval in Concept: Specifications, Color & Materials for Building Exterior Refurbishment Elements (Native Stone Masonry, Windows, Doors, Trim, etc.) and selection of Outdoor Stage, shall be reviewed & approved by City Staff prior to issuance of Building Permits. 3. Public Hearing No one spoke during the Public Hearing. 4. Certificate of Appropriateness A motion was made by Commissioner Erickson to approve an Application for Certificate of Appropriateness for Exterior Refurbishment, Mobile Food Trailer, and Landscaping Improvements at 310 Old Fitzhugh Road, with staff recommendations. Vice Chair Starr seconded the motion which carried unanimously 6 to 0. V. COMMITTEE REPORTS Historic Preservation Commission October 3, 2018 Regular Meeting Minutes Page 3 of 4  A. Historic District Brochure Committee (Commissioner Kopp) Mixtape Agency provided staff with a questionnaire to fill out to help guide the creation of the brochure. There will be a workshop on October 18, 2018 at 9:30 a.m. at City Hall to review the questionnaire answers. Michelle Fischer will send out the invite and questionnaire following this meeting. B. Banner Committee (Commissioner Fellers) No report was given on this committee. C. National Register of Historic Places Plaques Committee (Commissioner Starr, Commissioner Tucker, and Administrative Assistant Rachel Goodnight) Rachel Goodnight has ordered two out of three plaques that are needed. VI. EXECUTIVE SESSION The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Historic Preservation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session. VII. ANNOUNCEMENTS A. October 9, 2018 - Regular City Council Meeting, 5:30 PM Workshop/6:30 PM Regular Session B. Commissioner Erickson seconded the motion which carried unanimously 6 to 0.
