Historic Preservation Commission Regular Meeting Minutes November 7, 2018 at 4:00 p.m. A Regular Meeting of the Historic Preservation Commission was held Wednesday November 7, 2018 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Kelli Tucker, Chair Melissa Starr, Vice Chair (left meeting at 6:01 p.m.) Emilie Kopp Bruce Lewis Minnie Glosson-Needham Commissioner Member absent was: Dean Erickson Doyle Fellers City Staff and Appointed Officials present were: Michelle Fischer, City Administrator Jason Lutz, Planning Director Amanda Padilla, Planning Assistant Keenan Smith, Historic Preservation Consultant With a quorum of the Commission present, Chair Tucker called the meeting to order at 4:00 p.m. II. PRESENTATION BY CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No one spoke during Presentation by Citizens. III. MINUTES A. Consideration of Approval of the Historic Preservation Commission Meeting Minutes of October 3, 2018 A motion was made by Commissioner Kopp to approve the meeting minutes of October 3, 2018. Vice Chair Starr seconded the motion which carried unanimously 5 to 0. IV. BUSINESS Historic Preservation Commission November 7, 2018 Regular Meeting Minutes Page 1 of 5  A. Discuss and Consider the Approval of an Application for Certificate of Appropriateness for a Mixed-Use Commercial Development located at 505 Old Fitzhugh Road, Dripping Springs, TX 1. Presentation Carrie Simnacher with Kissling Architecture gave a presentation which is on file. Ms. Simnacher informed the commission that building 9 on the site plan was relocated to no longer be in the pathway of the powerlines. Kissling Architecture’s intention is to imitate the 1930’s feel for each of the buildings. They are asking for permission to demolish 2 existing buildings that have no historical significance. The applicant informed the city that they will take pictures of the existing structures before demolition to document any material that could be reused. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval with the following conditions 1. Scope: This COA is limited to Phase I Buildings and Site Work as per Application 2. Demolition: Submit Photo Documentation of Existing Structures; Preserve and Reuse existing Historic Materials, if discovered and where possible. 3. Public Hearing No one spoke during the Public hearing. 4. COA:2018-0007: 505 Fitzhugh Road A motion was made by Commissioner Kopp to approve an Application for Certificate of Appropriateness for a Mixed-Use Commercial Development located at 505 Old Fitzhugh Road, Dripping Springs, TX with the following staff recommendations: 1. Scope: This COA is limited to Phase I Buildings and Site Work as per Application 2. Demolition: Submit Photo Documentation of Existing Structures; Preserve and Reuse existing Historic Materials, if discovered and where possible. Commissioner Lewis seconded the motion which carried unanimously 5 to 0. B. Discuss and Consider Approval of an Application for Certificate of Appropriateness for the Installation of a Water Tank and Signage Element for property located at 300 Mercer Street, Dripping Springs, TX 1. Presentation – no presentation given 2. Staff Report Historic Preservation Commission November 7, 2018 Regular Meeting Minutes Page 2 of 5  Keenan Smith presented the staff report which is on file. Staff did not recommend approval or denial. 3. Public Hearing Sue Hawk, employee of the applicant, spoke in favor of the item during the Public Hearing. She believes the owners have done a great job to match the feel of the historic district. The owners updated the landscaping to accommodate the Rainwater Tank. They intended to use the tank to collect rainwater to help reduce the amount of city water used. She stated that multiple people have asked about the tank and have said they loved the location and feel of the Rainwater tank. 4. COA2018-0010: 300 Mercer Street The commissioners held a discussion and agreed that this agenda item was not a black and white situation. Commissioner Kopp asked Staff if they have seen other tanks in the Historic District. Keenan Smith stated that there are multiple water tanks throughout the district. The Commissioner Kopp expressed concerns that they would be setting a precedence if they allowed the Tank on Mercer St. Keenan Smith explained that this would not set a precedence. Vice Chair Starr asked staff what the sign said. Keenan Smith stated that the sign was the Logo of the company. Vice Chair Star asked Staff how much it cost the applicant to place the tank. Keenan Smith said $2,000. Commissioner Lewis asked staff if this was considered a Billboard. Michelle Fischer stated that it is not. Commissioner Lewis stated that there are tanks in the Historic district but they are attached to a building. A motion was made by Commissioner Kopp to approve an Application for Certificate of Appropriateness for the Installation of a Water Tank and Signage Element for property located at 300 Mercer Street, Dripping Springs, TX with the following conditions: 1. If the owner of the business changes the new owner would need to reapply for a COA; and 2. No additional signage would be allowed on the Rainwater Tank. Chair Tucker seconded the motion which failed 2 to 3, with Vice Chair Starr, and Commissioners Glosson-Needham and Lewis opposed. Historic Preservation Commission November 7, 2018 Regular Meeting Minutes Page 3 of 5  A motion was made by Vice Chair Starr to deny an Application for Certificate of Appropriateness for the Installation of a Water Tank and Signage Element for property located at 300 Mercer Street, Dripping Springs, TX. Commissioner Glosson-Needham seconded the motion which carried 3 to 2, with Chair Tucker and Commissioner Kopp opposed. The Historic Preservation Commission informed the applicant that they appreciated all they had done and that they would consider approval if the applicant had a new location for the Rainwater Tank. C. Discuss and Provide Feedback regarding the Historical Places/Landmarks to be included in the Historic Brochure to be created by Mixtape Agency Keenan Smith presented the item. Commissioner Kopp stated that they are hoping to finish the brochure by the end of this year. Chair Tucker appointed Commissioner Glosson-Needham to the Brochure Committee. No action was taken on this item. D. Consideration and Approval of the 2019 Meeting Calendar of the Historic Preservation Commission The Commission moved the January 2nd meeting date to January 9th. A motion was made by Commissioner Lewis to approve the 2019 Meeting Calendar with the January regular meeting rescheduled to January 9, 2019. Commissioner Kopp seconded the motion which carried unanimously 4 to 0. V. COMMITTEE REPORTS A. Historic District Brochure Committee - Commissioner Kopp Discussed in agenda item C. B. Banner Committee - Commissioner Fellers No reports or updates at this time. C. National Register of Historic Places Plaques Committee – Chair Tucker and Vice Chair Starr No reports or updates at this time. EXECUTIVE SESSION The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Historic Preservation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session. VII. UPCOMING MEETINGS A.
