Historic Preservation Commission Regular Meeting Minutes February 6, 2019 at 4:00 p.m. A Regular Meeting of the Historic Preservation Commission was held Wednesday February 6, 2019 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Melissa Starr, Vice Chair Dean Erickson Emilie Kopp Bruce Lewis Commission members absent were: Kelli Tucker, Chair Doyle Fellers Minnie Glosson-Needham City Staff and Consultants present were: Michelle Fischer, City Administrator Amanda Padilla, City Planner II Keenan Smith, Historic Preservation Consultant Ben Steckbeck, Mixtape Agency Craig Steckbeck, Mixtape Agency With a quorum of the Commissioner present, Vice Chair Starr called the meeting to order at 4:06 p.m. II. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No one spoke during Presentation of Citizens. III. MINUTES A. Discuss and consider approval of the January 9, 2019 Historic Preservation Commission regular meeting minutes. A motion was made by Commissioner Lewis to approve the Historic Preservation Commission Regular Meeting Minutes of January 9, 2019. Commissioner Kopp seconded the motion which carried unanimously 4 to 0. Historic Preservation Commission February 6, 2019 Regular Meeting Minutes Page 1 of 4 IV. BUSINESS A. Discuss and consider recommended action regarding final Logo Concepts for the Dripping Springs Historic Preservation Commission 1. Presentation by Ben Steckbeck and Craig Steckbeck, Mixtape Agency Ben Steckbeck presented the item, addressing feedback from the Commission since the last presentation. 2. Public Hearing No one spoke during the Public Hearing. 3. Logo Concepts A motion was made by Commissioner Erickson to recommend approval of the Logo concept for the Dripping Springs Historic District to City Council. Commissioner Kopp seconded the motion which carried unanimously 4 to 0. B. Discuss and consider approval of COA2019-0002 Application for a Certificate of Appropriateness for a new roof at 332 Mercer Street. Carter Core Fund, Applicant C/O Erickson and Associates Commissioner Erickson recused himself from this item and left the dais. An affidavit regarding Commissioner Erickson’s recusal is on file. 1. Presentation Dean Erickson presented the item. The applicant is requesting to construct a new roof for property located at 332 Mercer Street. The current roof leaks and needs to be replaced. The applicant is proposing a galvanized corrugated metal. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval with the condition that the applicant obtain any necessary permits from the City of Dripping Springs. 3. Public Hearing No one spoke during the Public Hearing. 4. Certificate of Appropriateness Historic Preservation Commission February 6, 2019 Regular Meeting Minutes Page 2 of 4 Commissioner Lewis asked when the work will be complete. Dean Erickson stated that the materials will take 2 weeks to receive and they intend on ordering the material as soon as they get approval. A motion was made by Commissioner Lewis to approve the COA2019-0002 Application for a Certificate of Appropriateness for a new roof at 332 Mercer Street with the condition that the applicant obtain any necessary permits from the City of Dripping Springs. Commissioner Kopp seconded the motion which carried 3 to 1, with Commissioner Erickson recused. C. Discuss and consider recommended action regarding Mercer Street "Heritage Oaks" Space Concept Sketch Plan. Keenan Smith and Commissioner Bruce Lewis Keenan Smith and Commissioner Lewis presented the Concept Plan which is on file. The location is outside Mazama Coffee shop on Mercer Street. The intent of the plan is to help encourage pedestrians to sit down and enjoy Mercer Street. A raised stone curb will be placed around the location with paving stone walkway, patio and bench. Michelle Fisher stated that this concept plan will need to be reviewed by City Engineer Chad Gilpin for landscaping and drainage. A motion was made by Commissioner Erickson to recommend City Council approval of the Mercer Street "Heritage Oaks" Space Concept Plan with the condition that there be two (2) benches instead of one (1) and that it is ADA compliant. Commissioner Kopp seconded the motion which carried unanimously 4 to 0. D. Discuss and consider approval of selection and purchase of planters and other pedestrian amenities for Mercer Street Historic District The Commissioners unanimously consented, 4 to 0, to recommend the purchase of the Bronze Harmony Planters relating to the Heritage Concept Plan. V. COMMITTEE REPORTS A. Landscape Improvement Committee Report Commissioner Bruce Lewis Report provided with Business Agenda Items C and D. VI. EXECUTIVE SESSION The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Historic Preservation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action.
