Regular Meeting Minutes
January 9, 2019 at 4:00 p.m.
A Regular Meeting of the Historic Preservation Commission was held Wednesday January 9, 2019
beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs,
Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Kelli Tucker, Chair
Dean Erickson
Minnie Glosson-Needham
Emilie Kopp
Bruce Lewis
Commission Members absent were:
Melissa Starr, Vice Chair
Doyle Fellers
City Staff, Officials and Consultants present were:
Michelle Fischer, City Administrator
Amanda Padilla, City Planner II
Keenan Smith, Historic Preservation Consultant
Council Member Taline Manassian
Ben Steckbeck, Mixtape Agency
With a quorum of the Commissioner present, Chair Tucker called the meeting to order at 4:02 p.m.
II. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen
wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the Historic Preservation Commission Regular
Meeting Minutes of November 7, 2018, and December 5, 2018
A motion was made by Commissioner Lewis to approve the Historic Preservation
Commission Regular Meeting Minutes of November 7, 2018. Commissioner Needham
seconded the motion which carried unanimously 5 to 0.

A motion was made by Commissioner Kopp to approve the Historic Preservation
Commission Regular Meeting Minutes of December 5, 2018. Commissioner Lewis
seconded the motion which carried unanimously 5 to 0.
IV. BUSINESS
A. Discuss and Consider Approval of an Application for Certificate of Appropriateness
for an addition of a Pavilion for property commonly known as Bell Springs Winery
Sidecar Tasting Room, located at 501 Old Fitzhugh Road, Dripping Springs, TX
1. Presentation
Owner Nick Pruitt was present and available for questions from the Commission.
2. Staff Report
Keenan Smith presented the staff report which is on file. Staff recommends approval of
item with the following conditions:
1. Permits: Obtain necessary Permits from the City of Dripping Springs, including
Building Permit and Site Development Permit (if required); and
2. Approval in Concept: Specifications, Color & Materials for Building Exterior shall
be reviewed & approved by City Staff prior to issuance of Building Permits.
Keenan Smith confirmed that there will be no trees affected by the project.
3. Public Hearing
No one spoke during the Public Hearing.
4. COA2018-0011: 501 Old Fitzhugh Road
A motion was made by Commission Lewis to approve the structure in concept and an
Application for Certificate of Appropriateness for an addition of a Pavilion for property
commonly known as Bell Springs Winery Sidecar Tasting Room, located at 501 Old
Fitzhugh Road, Dripping Springs, TX, with staff recommendations. Commissioner Kopp
seconded the motion which carried unanimously 5 to 0.
B. Discuss and consider approval regarding Logo Concepts for the Dripping Springs
Historic Preservation Commission
1. Presentation
Ben Steckbeck presented the item, addressing feedback from the Commission since the last
presentation.
2. Public Hearing

No one spoke during the Public Hearing.
3. Logo Concepts
The Commissioner discussed the different logo concepts and rated their top three selections.
Mixed Tape will review the ratings and come back to the Commission with their assessment
at the next meeting.
V. COMMITTEE REPORTS
A. Historic District Brochure Committee - Commissioner Kopp and Commissioner
Needham-Glosson
The Committee is focusing on the logo first, and then they will work on the brochure.
B. Banner Committee - Commissioner Fellers
No report presented.
VI. EXECUTIVE SESSION
The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Historic Preservation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.

A motion was made by Commissioner Erickson to adjourn the meeting. Commissioner Lewis
seconded the motion which carried unanimously 5 to 0.
