Regular Meeting Minutes
May 1, 2019 at 4:00 p.m.
A Regular Meeting of the Historic Preservation Commission was held Wednesday, May 1, 2019 beginning
at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Melissa Starr, Vice Chair
Dean Erickson
Minnie Glosson-Needham
Emilie Kopp
Bruce Lewis
Commission members absent were:
Doyle Fellers
City Staff and Consultants present were:
Michelle Fischer, City Administrator
Amanda Padilla, City Planner II
Keenan Smith, Historic Preservation Consultant
With a quorum of the Commissioner present, Vice Chair Starr called the meeting to order at 4:00 p.m.
II. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen
wishing to speak.
No one spoke during the Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the Historic Preservation Commission Special
meeting minutes of March 19, 2019.
A Motion was made by Commissioner Bruce Lewis to approve the Historic Preservation
meeting minutes of March 19, 2019. Commissioner Glosson-Needham Seconded the motion
which carried unanimously, 5 to 0.
IV. BUSINESS
Via unanimous consent, the Commission chose to hear Business Item B and C out of order.

B. Update regarding the Mercer Street Heritage Oaks Landscape Improvements Project.
Keenan Thompson presented an update on the Mercer Street Heritage Oaks Landscape
Improvement Project. Now that Founders Day has passed, the city is going to move forward to
implement this project. Keenan met with Baxter Masonry to scope out the site and showed him
the concept plan. He is preparing a quote for us, hopefully we will hear back by this week.
Michelle Fischer said the Concept plan does not need to come back for approval and it can be
approved administratively. As well as the Contract agreement.
Michelle Fischer said the City has made a budget amendment to separate the Professional
Services cost from the overall landscaping cost.
C. Discuss and consider the selection of a Chair and Vice Chair for the Historic Preservation
Commission.
A Motion was made by Vice Chair Starr that Bruce Lewis become Chair of the Historic
Preservation Commission and Emilie Kopp as Vice Chair that would be effective is of the July
2019 Historic Preservation Commission Meeting. Commissioner Dean Erickson Seconded the
motion which carried unanimously, 5 to 0.
The Commission continued with the agenda as posted.
A. Presentation and discussion regarding the draft Historic Brochure presented by Mixtape
Agency.
Ben and Craig Steckbeck presented to the Commission the draft Historic Site Brochure.
B. Update regarding the Mercer Street Heritage Oaks Landscape Improvements Project.
This item was discussed previously in the agenda.
C. Discuss and consider the selection of a Chair and Vice Chair for the Historic Preservation
Commission.
This item was discussed previously in the agenda.
D. Discussion regarding the Historic Preservation Commission's Fiscal Year 2020 Budget
Request.
At the request of staff, the Commission appointed a Subcommittee to draft the Historic Preservation
Commission's Fiscal Year 2020 Budget Request, Commissioners Erickson and Lewis were appointed
to the Subcommittee and will work with staff to draft the budget.
V. EXECUTIVE SESSION
The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations

about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Historic Preservation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.

VII. ADJOURN
A motion was made by Commissioner Erickson to adjourn the meeting. Commissioner Glosson-
Needham seconded the motion which carried unanimously, 5 to 0.
