Regular Meeting Minutes
June 5, 2019 at 4:00 p.m.
A Regular Meeting of the Historic Preservation Commission was held Wednesday, June 5, 2019 beginning
at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:

Emilie Kopp, Vice Chair

Commission Member absent was:

City Staff/Appointed Officials present were:

II. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen
wishing to speak.
No one spoke during Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the May 1, 2019 Historic Preservation Commission
regular meeting minutes.
A motion was made by Commissioner Erikson to approve the May 1, 2019 Historic
Preservation Commission regular meeting minutes. Vice Chair Kopp seconded the motion
which carried unanimously 5 to 0.
IV. BUSINESS
A. Presentation regarding Proposed Use of the Stephenson Building located at 101 Old
Fitzhugh Rd, Dripping Springs, Texas.

Arts Alliance member Jim Martin gave a presentation which is on file. The Arts Alliance is
proposing that the City allow the organization use of the Stephenson Building for their
activities.
The Commission and Staff discussed the current state of the building and the City’s plans to
restore the structure. Commissioner Needham is also looking into a historical museum in
collaboration with other established Dripping Springs founding families.
Via unanimous consent the Commissioned supported the Arts Alliance proposed use.
B. Discuss and consider approval of COA2019-0005: an Application for Certificate of
Appropriateness for the Demolition/Removal of an Existing Building at 304 Mercer
Street.
Applicant: Dean Erickson
Commissioner Erickson recused himself from this item and stepped of the dais.
1. Presentation
Dean Erickson presented the item and was available for questions from the Commission.
2. Staff Report
Keenan Smith presented the staff report which is on file. Staff recommends approval of the
item.
3. Public Hearing
No one spoke during the Public Hearing.
4. Certificate of Appropriateness
A motion was made by Vice Chair Kopp to approve COA2019-0005: an Application for
Certificate of Appropriateness for the Demolition/Removal of an Existing Building at 304
Mercer Street. Commissioner Needham seconded the motion which carried 4 to 1, with
Commissioner Erickson recused.
C. Presentation and discussion regarding a Leadership Dripping Springs Proposed
Project in an Historic District(s). No action to be taken.
Derrick Adams with Leadership Dripping Springs presented a proposal for signage in the
Dripping Springs Mercer Historic District. His signage examples are on file. The sign can
be free standing or a painted mural on a building. The idea is to attract visitors to take and
share photos of the Dripping Springs sign, promoting the City. The sign would be some
type of artist rendering of Dripping Springs similar to the Austin “graffiti wall”.
The Commission discussed the project and informed Mr. Adams that his project may require
a variance, and that it cannot be painted on a wall per City Ordinance.

D. Update and discussion regarding the draft Historic Site Brochure.
Commissioner Emilie Kopp
Commissioners Needham and Erickson discussed the procurement and digitalization of
historic photos of Dripping Springs.
Vice Chair Kopp will contact Mixtape regarding photo format and resolution.
E. Update and discussion regarding the National Registry of Historic Places Plaques and
installation of the Mercer Street Historic District Street Signs.
Michelle Fischer presented the item. All of the plaques have been made, and only two are
waiting to be installed at sites.
V. COMMITTEE REPORTS
A. Landscape Committee
1. Heritage Tree Project
Keenan Smith presented the report. The project is waiting on contract approval.
B. Budget Committee
Chair Lewis presented the report. The Committee has met with staff and is working to
develop the budget. This should be ready for recommendation at the next meeting.
Michelle Fischer suggested the Committee add Architexas to the budget regarding the
Stephenson Building.
VI. EXECUTIVE SESSION
The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Historic Preservation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.

A motion was made by Vice Chair Kopp to adjourn the meeting. Commissioner Erickson seconded
the motion which carried unanimously.
