Historic Preservation Commission Regular Meeting Minutes July 11, 2019 at 4:00 p.m. A Regular Meeting of the Historic Preservation Commission was held Thursday, July 11, 2019 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bruce Lewis, Chair Emilie Kopp, Vice Chair Ashley Bobel Dean Erickson Minnie Glosson-Needham Jean Reimers Melissa Starr City Staff/Appointed Officials were: Michelle Fischer, City Administrator Amanda Padilla, City Planner II Keenan Smith Historic Preservation Consultant (arrived at 4:09 pm) With a quorum of the Commission present, Chair Lewis called the meeting to order at 4:00 p.m. II. PRESENTATION OF CITIZENS Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen wishing to speak. No one spoke during the Presentation of Citizens. III. ADMINISTRATION OF OATH OF OFFICE & STATEMENT OF OFFICER A. Administration of Oath of Office and Statement of Officer for newly appointed Commissioners Ashley Bobel and Jean Reimers. Michelle Fisher, City Administrator, administered the Oath of Office to Commissioner Bobel and Commissioner Reimers. IV. MINUTES A. Discuss and consider approval of the June 5, 2019 Historic Preservation Commission Regular Meeting Minutes. Historic Preservation Commission July 11, 2019 Regular Meeting Minutes Page 1 of 3 Chair Lewis would like something in the minutes regarding the Stephenson building. He noted that Commissioner Glosson-Needham had mentioned having a historical portion set aside. Commissioner Starr made a motion to approve the June 5, 2019 Historic Preservation Commission Regular Meeting Minutes as revised. Commissioner Dean seconded the motion which carried unanimously 7 to 0. V. BUSINESS Via unanimous consent the Commission heard Item B prior to Item A. B. Discuss and consider approval of the Historic Preservation Fiscal Year 2020 Budget recommendations. The Commission discussed the Historic Preservation Fiscal Year 2020 Budget recommendation. Commissioner Erickson made a motion to approve the Historic Preservation Fiscal Year 2020 Budget recommendations with the following changes: 1. Line item C10 be changed to $13,000 to account for shipping. 2. Copy line item B12 to C12 to reflect 6,500 for Light Pole Banners. 3. Add line item 27, for support of Old Fitzhugh Road TIRZ project. Commissioner Starr seconded the motion which carried unanimously, 7 to 0. The Commission unanimously consented to drafting a resolution of support. Chair Lewis asked to add an agenda item for a resolution of support for the Old Fitzhugh Road TIRZ project. A. Discuss and consider approval of the creation of Historic Preservation Committees; and the appointment of individuals to serve on committees. Chair Lewis appointed Commissioners to the Historic Preservation Committees. 1. Parking lot Improvements Committee will consist of Commissioner Erickson and Glosson-Needham 2. Brochure/Printing and Website Committee will consist of Commissioner Kopp 3. Landscape improvements Committee will consist of Commissioner Glosson-Needham and Reimers 4. Old Fitzhugh Road and Hays District Signage and light bulb banners Committee will consist of Commissioner Starr and Bobel. The Commissioners accepted their appointments. Commissioner Kopp provided a brief update on the Historic Commission brochures. She stated that they are still needing better quality pictures. Historic Preservation Commission July 11, 2019 Regular Meeting Minutes Page 2 of 3 B. Discuss and consider approval of the Historic Preservation Fiscal Year 2020 Budget recommendations. This item was previously discussed. VII. EXECUTIVE SESSION The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Historic Preservation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session. VIII. UPCOMING MEETINGS A. ADJOURN A motion was made by Commissioner Starr to adjourn the meeting. Commissioner Glosson- Needham seconded the motion which carried unanimously, 7 to 0.
