Regular Meeting Minutes
August 14, 2019 at 4:00 p.m.
A Regular Meeting of the Historic Preservation Commission was held Wednesday, August 14, 2019
beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs,
Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Bruce Lewis, Chair
Ashley Bobel
Dean Erickson
Minnie Glosson-Needham
Jean Reimers
Melissa Starr
Commission Members absent were:
Emilie Kopp, Vice Chair
City Staff/Appointed Officials:
Michelle Fischer, City Administrator
Amanda Padilla, City Planner II
Keenan Smith, Historic Preservation Consultant
With a quorum of the Commission present, Chair Lewis called the meeting to order at 4:02 p.m.
II. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen
wishing to speak.
No one spoke during the Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the Historic Preservation Commission Regular
Meeting Minutes of July 11, 2019.
Commissioner Erickson made a motion to approve the July 11, 2019 Historic Preservation
Commission Regular Meeting Minutes. Commissioner Glosson-Needham seconded the
motion which carried unanimously 6 to 0.

A. Discuss and consider approval of COA2019-0006 Application for a Certificate of
Appropriateness for a new fence at 150 Old Fitzhugh Road,
Jon Goss, Applicant
1. Presentation
No presentation was given.
2. Staff Report
Keenan Smith presented the staff report which is on file. Staff recommended approval with
two conditions:
1. Permits: Obtain any necessary Permits from the City of Dripping Springs.
2. Fencing Heights: Recommend 4’ maximum high at Old Fitzhugh Rd.
frontage, 6’ high at sides & rear.
3. Public Hearing
No one spoke during the public hearing.
4. Certificate of Appropriateness
A motion was made by Commissioner Starr to approve the COA2019-0006 Application for
a Certificate of Appropriateness for a new fence at 150 Old Fitzhugh Road with staff
recommendations. Commissioner Bobel seconded the motion which carried unanimously, 6
to 0.
B. Discuss and consider approval of a Resolution of Support regarding the TIRZ Old
Fitzhugh Road Project.
A motion was made to approve the Resolution of Support regarding the TIRZ Old Fitzhugh
Road Project. Commissioner Starr seconded the motion which carried unanimously, 7 to 0.
C. Update regarding Heritage Oaks Improvements Project located in the Mercer Street
Historic District.
Keenan Smith provided an update on the project.
V. COMMITTEE REPORTS
A. Parking Lot Improvements Committee
Commissioners Dean Erickson and Minnie Glosson-Needham
Commissioner Erickson provided an update on the Committee.
B. Brochure/Printing and Website Committee

Commissioner Starr and Bobel provided an update on the Committee.
VI. EXECUTIVE SESSION
The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Historic Preservation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet in Executive Session.

A motion was made by Commissioner Erickson to adjourn the meeting. Commissioner Glosson-
Needham seconded the motion which carried unanimously, 6 to 0.
