Regular Meeting Minutes
September 4, 2019 at 4:00 p.m.
A Regular Meeting of the Historic Preservation Commission was held Wednesday, September 4, 2019
beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs,
Texas.
I. CALL TO ORDER AND ROLL CALL
Commission Members present were:
Emilie Kopp, Vice Chair
Ashley Bobel
Dean Erickson
Minnie Glosson-Needham
Jean Reimers
Melissa Starr
Commission Members absent were:
Bruce Lewis, Chair
City Staff/Appointed Officials present were:
Michelle Fischer, City Administrator
Amanda Padilla, City Planner II
Keenan Smith, Historic Preservation Consultant
With a quorum of the Commission present Vice Chair Emilie called the meeting to order at 4:00 p.m.
II. PRESENTATION OF CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each citizen
wishing to speak.
No one spoke during the Presentation of Citizens.
III. MINUTES
A. Discuss and consider approval of the August 14, 2019 Historic Preservation
Commission regular meeting minutes.
A motion was made by Commissioner Starr to approve the August 14, 2019 Historic
Preservation Commission regular meeting minutes. Commissioner Reimers seconded the
motion which carried unanimously, 6 to 0.
IV. BUSINESS
A. Presentation regarding the Tax Increment Reinvestment Zone Parking Study.

McCann Adams Studio & HDR, Inc.
Historic Preservation Consultant Keenan Smith and Randahl Masuno with McCann Adams
Studio presented the Tax Increment Reinvestment Zone Parking Study to the Commission,
which is on file.
The Commission feels the project is moving in the right direction and would like a follow
up presentation with businesses owners and property owners within the Mercer District.
Keenan Smith stated that he would take the study to City Staff and the Planning and Zoning
Commission for feedback as well.
B. Discuss and consider action regarding the Historic Site Brochure.

Emilie Kopp provided an update on the Brochures. She stated that they are still awaiting
photos for the Brochure.
No Action was taken.
C. Discuss and consider action regarding Mercer Street Pedestrian Light Banners.
Sponsor: Melissa Starr, Commissioner
Commissioner Starr provided an update on the Mercer Street Pedestrian Light Banners.
They are working on gathering a scope of service from Mix Tape.
No Action was taken.
V. COMMITTEE REPORTS
A. Parking Lot Improvements Committee
Commissioners Dean Erickson and Minnie Glosson-Needham
Commissioner Erickson provided an update on the Parking Lot Improvements.
B. Brochure/Printing and Website Committee
Emilie Kopp
This item was previously discussed in the meeting.
C. Landscape Improvements Committee
Commissioners Minnie Glosson-Needham and Jean Reimers
Commissioners Glosson-Needham and Reimers provided an update. They recommend that
the Commission place two planters on the end of Mercer St and Old Fitzhugh Road and the
other next to Revel Wild. The Master Gardeners were recommended to see if they could
maintain the City planters.

This item was previously discussed in the meeting.
VI. EXECUTIVE SESSION
The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into
executive session at any time during the course of this meeting to discuss any matter as authorized by
Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations
about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel
Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The
Historic Preservation Commission for the City of Dripping Springs may act on any item listed in
Executive Session in Open Session or move any item from Executive Session to Open Session for
action.
The Commission did not meet an Executive Session.

A motion was made by Commissioner Erickson to adjourn the meeting. Commissioner Starr seconded
the motion which carried unanimously, 6 to 0.
