Historic Preservation Commission Regular Meeting Minutes October 2, 2019 at 4:00 p.m. A Regular Meeting of the Historic Preservation Commission was held Wednesday, October 2, 2019 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bruce Lewis, Chair Ashley Bobel Dean Erickson Minnie Glosson-Needham Jean Reimers Commission Members absent were: Emilie Kopp, Vice Chair Melissa Starr City Staff/Appointed Officials present were: Michelle Fischer, City Administrator Andrea Cunningham, City Secretary Keenan Smith, Historic Preservation Consultant With a quorum present, Chair Lewis called the meeting to order at 4:00 p.m. II. PRESENTATION OF CITIZENS Each member of the public who desires to address the Historic Preservation Commission regarding any item for an open meeting may do so immediately before or during the Commission's consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during Presentation of Citizens. The Commission may limit the total amount of time the public may speak on a given item. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. The Commission may not prohibit public criticism of the governmental body, including criticism of any act, omission, policy, procedure, program, or service. This does not apply to public criticism that is otherwise prohibited by law. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. (Section1. Subchapter A, Chapter 551, Government Code, Section 551.007 No one spoke during Presentation of Citizens. III. MINUTES Historic Preservation Commission October 2, 2019 Regular Meeting Minutes Page 1 of 4 A. Discuss and consider approval of the September 4, 2019 Historic Preservation Commission Regular Meeting Minutes. A motion was made by Commissioner Erikson to approve the September 4, 2019 Historic Preservation Commission Regular Meeting Minutes. Commissioner Reimers seconded the motion which carried unanimously 5 to 0. IV. BUSINESS A. Update and discussion regarding the Heritage Tree Project Construction Contract with Baxter Masonry. Sponsor: Chair Lewis Keenan Smith presented the item. He met with Baxter on site on Monday, and work will begin on Monday, October 7th and will completed by the contracted completion date of November 15, 2019. B. Discuss and consider approval of Amending the Historic Preservation Commission meeting schedule for day of meeting. Sponsor: Chair Lewis A motion was made by Commissioner Erikson to amend the Historic Preservation Committee meeting schedule for meetings to be held the first Thursday of each month, effective November 2019. Commissioner Glosson-Needham seconded the motion which carried unanimously 5 to 0. C. Discuss and consider approval of the Historic Preservation Commission 2020 Meeting Calendar. 1. Tuesday Meeting Day: Reschedule September 8, 2020 Meeting 2. Wednesday Meeting Day: Reschedule January 1, 2020 Meeting 3. Thursday Meeting Day: Reschedule January 2, 2020 and July 2, 2020 Meetings A motion was made by Commissioner Glosson-Needham to postpone the item to the November Regular Meeting. Commissioner Reimers seconded the motion which carried unanimously 5 to 0. D. Discuss and consider approval of a Marketing Proposal from Mixtape Marketing Agency regarding Historic District Banners and authorization for City Administrator to negotiate and execute a contract for professional services. Michelle Fischer presented the item. Commissioner Starr and Vice Chair Kopp reviewed the proposal finding it consistent with the Commission budget and recommend approval. A motion was made by Commissioner Erikson to approve a Marketing Proposal from Mixtape Marketing Agency regarding Historic District Banners and authorization for City Administrator to negotiate and execute a contract for professional services. Commissioner Glosson-Needham seconded the motion which carried unanimously 5 to 0. Historic Preservation Commission October 2, 2019 Regular Meeting Minutes Page 2 of 4 E. Update and tour of the Interior Partial Demolition of Stephenson Building located at 101 Old Fitzhugh Road, Dripping Springs, Texas. The Commissioner toured the Stephenson Building after presenting Committee Reports. V. COMMITTEE REPORTS A. Parking Lot Improvements Committee Commissioners Dean Erickson and Minnie Glosson-Needham The Committee is waiting to meet with City Staff and continuing to clear vegetation. B. Landscape Improvements Committee Commissioners Minnie Glosson-Needham and Jean Reimers Commissioners Glosson-Needham and Reimers presented the report. The Committee is waiting for a response from the gardner on maintenance of the planters. Commissioner Bobel’s husband is willing to assist with creating a planting and maintenance schedule if the Commission would like for him to. The Committee plans on waiting until spring to start planting or may start after Baxter has completed the Heritage Tree Project and do winter plantings. C. Brochure / Printing and Website Committee Vice Chair Emilie Kopp Michelle Fischer presented the item. Currently staff is waiting on photos from GoGo Creative and will speak with Mixtape to help facilitate retrieval of the photos. D. Historic District Signage & Banner Committee Commissioners Melissa Starr and Ashley Bobel Commissioner Bobel presented the report. The City Council approved the budget for signage and the work will begin once the Mixtape contract is approved. VI. EXECUTIVE SESSION The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Historic Preservation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action. The Commission did not meet in Executive Session. A motion was made by Commissioner Erikson to recess the meeting for a tour of the Stephenson Building. Commissioner Bobel seconded the motion which carried unanimously 5 to 0. ADJOURN A motion was made by Commissioner Bobel to adjourn the meeting. Commissioner Glosson- Needham seconded the motion which carried unanimously 6 to 0.
