Historic Preservation Commission Regular Meeting Minutes November 7, 2019 at 4:00 p.m. A Regular Meeting of the Historic Preservation Commission was held Thursday, November 7, 2019 beginning at 4:00 p.m. in the City Hall Council Chambers located at 511 Mercer Street, Dripping Springs, Texas. I. CALL TO ORDER AND ROLL CALL Commission Members present were: Bruce Lewis, Chair Emilie Kopp, Vice Chair Ashley Bobel Dean Erickson Minnie Glosson-Needham Jean Reimers Commissioner Absent was: Melissa Starr City Staff/Appointed Officials present were: Andrea Cunningham, City Secretary Keenan Smith, Historic Preservation Consultant With a quorum of the Commission present, Chair Lewis called the meeting to order at 4:00 p.m. II. PRESENTATION OF CITIZENS Each member of the public who desires to address the Historic Preservation Commission regarding any item for an open meeting may do so immediately before or during the Commission's consideration of that item. Citizens wishing to discuss matters not contained within the current agenda may do so, but only during Presentation of Citizens. The Commission may limit the total amount of time the public may speak on a given item. Members of the public requiring the assistance of a translator will be given twice the amount of time as a member of the public who does not require the assistance of a translator to address the Commission. The Commission may not prohibit public criticism of the governmental body, including criticism of any act, omission, policy, procedure, program, or service. This does not apply to public criticism that is otherwise prohibited by law. It is the request of the Commission that members of the public wishing to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s) are presented for consideration. Speakers are encouraged to sign in. (Section1. Subchapter A, Chapter 551, Government Code, Section 551.007) Pam Owens spoke regarding Holiday Lighting and Fundraising for Holiday Lighting, and the new addition of a “Photo Op” area. Discuss and consider approval of the October 2, 2019 Historic Preservation Commission regular meeting minutes. A motion was made by Commissioner Erickson to approve the October 2, 2019 Historic Preservation Commission regular meeting minutes with the following corrections: • VIII Adjourn: meeting adjourned at 5:45 p.m., which was motioned by Commissioner Bobel and seconded by Commissioner Glosson-Needham and passed unanimously. Commissioner Reimers seconded the motion which carried unanimously 6 to 0. IV. BUSINESS A. Discuss and consider approval of the Historic Preservation Commission 2020 Meeting Calendar. 1. Reschedule January 2, 2020 and July 2, 2020 Meetings A motion was made by Vice Chair Kopp to approve the Historic Preservation Commission 2020 Meeting Calendar, and to reschedule the July 2, 2020 meeting to July 9, 2020. Commissioner Reimers seconded the motion which carried unanimously 6 to 0. B. Discuss and consider approval of COA2019-0007 Application for a Certificate of Appropriateness for a new fence at 270 Founders Park Rd, Dripping Springs, TX 78620. Friends of the Pound House Foundation, Applicant 1. Presentation Miles Matthews, President of the Friends of the Pound House Foundation, presented the item. The application is to upgrade existing fencing which will be funded by the developers Big Sky Ranch, which is who initially requested the upgrade. 2. Staff Report Keenan Smith presented the staff report which is on file. Staff recommends approval of the Certificate of Appropriateness with the following Conditions: 1) Contractor shall obtain any necessary Permits from the City. 2) Contractor shall coordinate all implementation details, construction sequence, timing and schedule with the Applicant (Friends of the Pound House Foundation) and City Staff (Planning Department & Historic Preservation Consultant). 3. Certificate of Appropriateness A motion was made by Commissioner Erickson to approve COA2019-0007 Application for a Certificate of Appropriateness for a new fence at 270 Founders Park Rd, Dripping Springs, TX 78620 with the following conditions: 1) Contractor shall obtain any necessary Permits from the City. 2) Contractor shall coordinate all implementation details, construction sequence, timing and schedule with the Applicant (Friends of the Pound House Foundation) and City Staff (Planning Department & Historic Preservation Consultant). Vice Chair Kopp seconded the motion which carried unanimously 6 to 0. V. COMMITTEE REPORTS A. Parking Lot Improvements Committee Commissioners Dean Erickson and Minnie Glosson-Needham Noting to report at this time, as the Committee is waiting to meet with City Staff. B. Landscape Improvements Committee Commissioners Minnie Glosson-Needham and Jean Reimers • Nearing completion of the Heritage Project with the additional approved stone curbing • City will install trash receptacles • The Committee will work on the placement of the planters; however, they may not be able to fit all three that were planned or placement C. Brochure / Printing and Website Committee Vice Chair Emilie Kopp Historic Photos from Gogo Creative have been received and Vice Chair Kopp will forward to Mixtape. The Committee will review the brochure and because the amount and types of photos, the layout may change. D. Historic District Signage & Banner Committee Commissioners Melissa Starr and Ashley Bobel Committee is currently waiting on more information from Mixtape. VI. EXECUTIVE SESSION The Historic Preservation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 Deliberations about Gifts and Donations), 551.074 Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). The Historic Preservation Commission for the City of Dripping Springs may act on any item listed in Executive Session in Open Session or move any item from Executive Session to Open Session for action.
