PARKS & RECREATION COMMISSION
REGULAR MEETING
Monday,January 7,2013

I. MEETING CALLED TO ORDER AND ROLL CALL
Chair Robbie Zamora calls the meeting to order at 6:05 pm and takes roll call. Present:
Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair
(DSYSA); Commissioner Robert Hayaen(CODS); Commissioner Thao Phan(CODS);
and Commissioner Shelly Reeves(DSISD). Absent: Commissioner Rich Moore
(DSISD).
II. PRESENTATION BY CITIZENS-none.
in. CONSENT ITEMS
Discussion and Possible Action regarding:
A. Approval of Regular Meeting Minutes, December 10, 2012-Commissioner
Russell makes a motion to approve the minutes, seconded by Commissioner Reeves.
VOTE: all in favor. The motion is carried.
IV. BUSINESS
Discussion and Possible Action regarding:
A. Scope of Services and Professional Services Contract with Luck Design
Team,LLC to Update City's Master Plan for Parks,Recreation & Open
Space- Commissioners review the proposal and discuss it with Brent Luck.
Commissioner Russell makes a motion to recommend approval ofthe proposal
with revisions so that there is a maximum cost of$20,000, seconded by
Commissioner Phan. VOTE: all in favor. The motion is carried. Commissioner
Russell makes a motion to use parkland dedication funds to pay for any overages
in expenses from the parks consultant budget expense line item up to $7,500,
seconded by Commissioner Reeves. VOTE: all in favor. The motion is carried.
V. REPORTS
Thefollowing updates relate to the planning and administration ofthe City's Parks
& Recreation Program. No Action to be Taken:
A. Maintenance Director's Report- Billy Eubanks
B. Revenues and Expenses Report -Michelle Fischer, City Administrator
C. Charro Ranch Park - Robert Hayden-cross country trail repairs complete; kiosk
improvements will be made; ribbon cutting for bird blind on the 19*^ at 1:00 pm
D. Founders Memorial Park - Robbie Zamora
E. Dripping Springs Ranch Park - Rich Moore
F. Sports & Recreation Park -Eric Russell and Shelly Reeves-fire in men's restroom
next to concession stand, perpetrator was caught, repairs estimated at $1,500.
G. Veterans Memorial Park and Triangle - Thao Phan
H. Farmers Market Report- Jo Ann Touchstone, Market Manager-considering
changing market to Wednesday.

VIL ADJOURN-Commissioner Hayden makes a motion to adjourn, seconded by
Commissioner Russell. VOTE: all in favor. The motion is carried and the meeting is
adjourned at 7:14 pm.
