MINUTES CITY OF DRIPPING SPRINGS PARKS & RECREATION COMMISSION REGULAR MEETING Monday,February 11,2013 City Hall,511 Mercer Street, Dripping Springs,TX I. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:09 pm and takes roll call. Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair (DSYSA); Commissioner Robert Hayden(CODS); and Commissioner Rich Moore (DSISD). Absent: Commissioner Thao Phan(CODS)and Commissioner Shelly Reeves(DSISD). Also present is Michelle Fischer, City Administrator. II. PRESENTATION BY CITIZENS-no one speaks m. CONSENT ITEMS Discussion and Possible Action regarding: A. Approval of Regular Meeting Minutes, January 7,2013-Commissioner Russell makes a motion to approve the minutes, seconded by Commissioner Moore. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible Action regarding: A. Donation Agreement Between the City of Dripping Springs & Hays County Master Naturalists for Charro Ranch Park Trail- Head Demonstration Garden, Garry Child, Charro Ranch Park Project Leader, Hays County Master Naturalists-Gairy Child gives a presentation on the agreement and the proposed demonstration garden. He goes over the plant type changes made based on landscape consultant Brent Luck's review. Commissioner Russell makes a motion to approve the agreement with the condition that the landscape consultant approve the final plant list and design, and the Charro Ranch Park Partners Committee approve the location and design of the tank and related equipment. Commissioner Moore seconds the motion. VOTE: all in favor. The motion is carried. B. Proposal from the Hays County Master Naturalists to Use Charro Ranch Park for Educational Opportunities, Garry Child, Charro Ranch Park Project Leader, Hays County Master Naturalists, and Kim Ort, Hays County Master Naturalists Advanced Training and Outreach Committee-Garry Child and Kim Ort give an overview of the proposal. They request that the meeting room rental fees be waived (next item on agenda). C. Request from the Hays County Master Naturalists for the City to Waive City Hall Meeting Room Rental Fees for its Educational Programs, Garry Child, Charro Ranch Park Project Leader, Hays County Master Naturalists, and Kim Ort, Hays County Master Naturalists Advanced Training and Outreach Committee-Commh^xoner Moore makes a motion to accept the proposal and waive the meeting room rental fees, seconded by Commissioner Russell. VOTE: all in favor. The motion is carried. D. First Amendment to Arrowhead Ranch Development Agreement between the City of Dripping Springs and Forestar (USA)Real Estate Group,361.83 acres of land out of the B.F. Hanna Survey No. 28, Abstract No. 222, Hays County, Texas, which is located off of U.S. Hwy.290 near Tiger Lane and the Dripping Springs Middle School 1. Staff Report-Ms. Fischer gives an overview of the amendment and changes to the parkland dedication.  2. Public Hearing-no one speaks. 3. Parkland Dedication & Development Agreement Amendment-Commissioner Russell makes a motion to recommended approval of the Arrowhead Ranch Parkland Dedication & Proposed Amendment to the Development Agreement with the following recommendations; A 50 foot landscape buffer be installed along the southern property line of the commercial tract adjacent to the parkland so that it provides adequate screening ofthe commercial buildings from the parkland; and Owner of the commercial tract adjacent to the parkland shall design and construct 10 parking spaces for park users on their own property or on the City parkland, such spaces may be jointly used, and Owner shall design and construct improved access and driveway for the parkland, at the time the commercial property is developed; and The $175,000 parkland dedication fees will go into the parkland dedication fund and will not be allocated for expenditure until after the Master Parks, Recreation, and Open Space Plan has been updated and approved by the City, and the Parks & Recreation Commission is able to make a recommendation on the use ofthe funds. Commissioner Moore seconds the motion. VOTE: all in favor. The motion is carried. E. Update of City Master Plan for Parks, Recreation and Open Space-Commissioners review the draft schedule and decide to have their next meeting on March 18*'\ They request that the Master Plan for Charro Ranch Park be updated so that it can be taken into consideration for the update of the master plan for all parks. F. Construction Plans for Adult Softball Field Improvements at the Dripping Springs Sports & Recreation Park-Ms. Fischer gives an overview of the plans. G. Construction Plans for Improvements to Trail North of UIL Baseball Field at Sports and Recreation Park-Ms. Fischer gives an overview ofthe plans. Commissioner Moore approves agenda items F and G for improvements at the Sports & Recreation Park, seconded by Commissioner Russell. VOTE: all in favor, the motion is carried. V.
