CITY OF DRIPPING SPRINGS
PARKS & RECREATION COMMISSION
REGULAR MEETING
Monday,March 18,2013

I. MEETING CALLED TO ORDER AND ROLL CALL
Chair Robbie Zamora calls the meeting to order at 6:06 PM and takes roll call. Present:
Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair
(DSYSA); Commissioner Robert Hayden(CODS); Commissioner Rich Moore(DSISD);
and Commissioner Thao Phan(CODS). Also present are City Administrator Michelle
Fischer and Eric Henline, who will be appointed to the Commission at the next City
Council meeting. Absent: Commissioner Shelly Reeves(DSISD).
II. PRESENTATION BY CITIZENS-no one speaks
in. CONSENT ITEMS
Discussion and Possible Action regarding:
A. Approval of Regular Meeting Minutes, February 11,2013
Commissioner Russell makes a motion to approve the minutes, seconded by
Commissioner Hayden. VOTE: all in favor. The motion is carried.
IV. BUSINESS
Discussion and Possible Action regarding:
A. Presentation on Completion of Charro Ranch Park Bird
Viewing Station Project by Rachel Kadlecek & Jacqueline Six,
Girl Scout Troop 2302,for Girl Scout Silver Award Project-
Rachel and Jacqueline give a presentation on their project and
show a display of photos oftheir project. Commissioner Phan
makes a motion to accept the project, seconded by Commissioner
Moore. VOTE: all in favor. The motion is carried.
Commissioners express their gratitude for the project and thank the
girls and M. Lee Brown who assisted them.
B. Presentation on Proposal for Founders Memorial Park Clean
up Event by Ashley Bruno, Girl Scout Troop 619, for Girl
Scout Silver Award Project-Ashley presents her project to the
Commission. She requests that the City provide recycling
containers for the park. Ms. Fischer offers to help with a press
release on the clean-up day. Commissioner Moore makes a motion
to approve the project, seconded by Commissioner Russell.
VOTE: all in favor. The motion is carried.
C. Request from Dripping Springs Independent School District to
Erect Signage at the Dripping Springs Sports & Recreation
Park to Prohibit Alcoholic Beverages and the Use of Tohacco
Products in Areas Leased by the District During District Use-
Commissioner Russell makes a motion to support the request with
the approval of the sign size and placement begin approved by the
City Administrator, seconded by Commissioner Hayden. VOTE:
all in favor. The motion is carried.
D. Proposed Amendment to the Park Rules to Prohibit Alcoholic
Beverages and the Use of Tobacco Products in Areas Leased by
the District During District Use at the Sports & Recreation
Park
1. Staff Report-Ms. Fischer states that in order for the City
to enforce the prohibition of alcohol and tobacco products,
the City must amend its Park Rules Ordinance. The draft
amendment is based on the District's request.
2. Public Hearing-Garry Child and Eric Henline state they
are ok with the amendment.
3. Approval of Amendment to Park Rules-Commissioner
Russell makes a motion to amend the Park Rules to prohibit
alcohol and the use of tobacco products at school related or
school sanctioned activities, on or off school property,
seconded by Commissioner Phan. VOTE: all in favor. The
motion is carried.
E. Update of Charro Ranch Park Master Plan
1. Report from Charro Ranch Park Partners Committee-
Garry Child reports that he, Anne Child and Michelle
Fischer met and went over the documents and discussed
things to update. He states that the Committee reviewed
and approved the plan at its meeting earlier today.
2. Public Hearing-Ms. Fischer states that M. Lee Brown
called and requests that the Commission postpone taking
action on the plan so that input can be given from the
public and she requests that the draft plan be posted on the
City's website.
3. Approval of Updated Plan-no action is taken. The
Commission asks Ms. Fischer to post the draft plan on the
City's website and encourage feedback from the public.
F. Update of City of Dripping Springs Master Plan for Parks,
Recreation and Open Space-Tim Bargainer, with the Luck
Design Team, goes over the draft survey questions.
Commissioners change some of the questions and add some
questions. Tim goes over the requirements of the inventory with
the Commissioners.
G. Proposed Donation Agreement for Removal of Dead and
Diseased Trees at Charro Ranch Park-no action taken since an
agreement was not submitted.
H. Setting Regular Meeting Dates for the Parks & Recreation
Commission-Commissioners state they are willing to reschedule
meetings if they conflict with another City Commission meeting
but prefer not to change the regular meeting date. No action is
taken.
V. REPORTS
Thefollowing updates relate to the planning and administration ofthe City's Parks
& Recreation Program. No Action to be Taken:
A. Maintenance Report- Michael Keaton-on file.
B. Revenues and Expenses Report -Michelle Fischer, City Administrator-on file.
C. Charro Ranch Park - Robert Hayden-reports on status oftrailhead demonstration
garden. Ms. Fischer reports that the Hays County Master Naturalists Walk &
Talk last Wednesday and Friday had 18 participants on Wednesday and 21
participants on Friday, and the large majority of them had never been to the park.
D. Founders Memorial Park -Robbie Zamora-requests DSISD to open the pavilion
restrooms during the day.
E. Dripping Springs Ranch Park - Rich Moore
F. Sports & Recreation Park -Eric Russell and Shelly Reeves
G. Veterans Memorial Park and Triangle- Thao Phan
H. Farmers Market Report - Jo Ann Touchstone, Market Manager-on file.

VII. ADJOURN-Commissioner Hayden makes a motion to adjourn, seconded by
Commissioner Russell. VOTE: all in favor. The motion is carried and the meeting is
adjoumed at 8:24 PM.
